THE FRIENDSWOOD CITY COUNCIL THAT WAS HELD ON MONDAY, SEPTEMBER 15,2003 AT 6:30 PM AT FRIENDSWOOD CITY HALL COUNCIL CHAMBERS, 910 S. FRIENDSWOOD DRIVE, FRIENDSWOOD, TEXAS, WITH THE FOLLOWING PRESENT - CONSTITUTING A QUORUM: MAYOR KIM BRIZENDINE MAYOR PRO-TEM JERRY ERICSSON COUNCILMEMBER LAURA EWING COUNCILMEMBER TRACY GOZA COUNCILNIEMBER DAVID J. H. SMITH COUNCILMEMBER SHANNON KIMMEL COUNCILMEMBER MEL MEASELES CITY MANAGER RON COX CI7Y SECRETARY DELORIS MCKENZIE Mayor Brizendine calied the meeting to order. PUBLIC HEARING � Mayor Brizendine called the Public Hearing to order to receive comments from the public, either oral and/or written regarding the Proposed 2003 Tax Rate. (.6385) Mayor gave a brief overview of the budget process. Elisabeth Wagner,4427 Peridot, president of Forest Bend Homeowners Associafiion,appeared before Council and stated she would like to thank the City for the memoriam for long-term Homeowner's Association Manager Marge George. Regarding taxes, asked Council to remember the citizens in Forest Bend that are working, scme of therri t�vo jobs, will get with someone later on to get information on this process for the upcoming Homeowner's Association meeting. The City Manager will give information to Ms. Wagner, also next meeting will have overview that may answer some questions. . Hearing no further comments, this portion of the Public Hearing was closed. Mayor Brizendine called the Public Hearing to order to receive comments from the public, either oral and/or written regarding the Proposed Operating Budget for Fiscal Year 2003-04. � The Mayor gave a brief overview of the budget process to date, stated there have been three workshops and on an individUal basis with Staff who showed good fiduciary responsibility of 3% increase, increase in street repair, desnagging project, improvements for parks such as Leavesley, Renwick and Stevenson, and budgeted for new employees for Public Works, Police Department, and Human Resources. No one spoke in favor or agains#the request. Hearing no further comments, the Public Hearing was closed. 09/15/03 2064 SPECIAL MEETING . Discussion was held regarding the Design/Build Process for the Public Safety Building and a presentation was made. City Manager Ron Cox stated this is a very important, compiex building and wants to do it right, the Design/Build program is a departure from the way most cities provide for most facilities, will go through process. Skipper Jones, Capital Projects Coordinator, stated the Design/Build program is unique to municipalities and Friendswood may be the first City in this area using Design/Build, we are breakirig new ground. Mr. Jones reviewed the progress to date beginning in April 2003,reviewed meetings held, discussed the pro's and con's of the "usual" procedure (Design/Bid/Build) versus "Design/Build" procedure, budget established, design meets budget, cost estimating continuous, each time changes made cost in updated, can begin site work before design phase is.complete, some advantages of Design/Build process are single contract to negotiate and administer, limitations imposed by this process,what can we expect from the design process, Preliminary Project Budget Organization outline, total construction budget$4,539,241.00,setting the projecYs preliminary budget, budget manipulation, preliminary land use plan, discussing.regional detention plan, front three acres for commercial purposes, sale of property, design phase objective, a final project scope, once the design phase is completed, contractor ready to proceed with Phase I construction, two phase process, Phase I — Project Initiation and Preliminary Design, Phase II —Design Compietion and Construction, square footage is 25,000 square feet building area at $3.28 million, trust and mistake factors, consequences, conflict resolutions, City holds money, need strong coptractual factors,will find those factors before they happen with this concept, optimism that this will come in below budget and wiil pay for front three acres, no funds budgeted for three acres except detention process included in the seven acres, city holding the strings. Mike Simpson with J.T. Vaughn Construction Company stated this project is on the cutting edge for a City to use this process, the two phase process is pretty rigid, the City has a contract wifh Vaughn that sets out what they will provide, line by line budget, trust factor as far as you take it, ail documentation process open to the City, Design/Build opportunity to build better buildiRg, smoother process, can look at the building up front, great deal for owners, one-stop shop, Vaughn Construction Company has had a lot of success with this process, traditional vs. Design/Build timeline, outlined Project Team with Vaughn, Key Issue: Definition of Design, has not done City Design/Build, first in the State of Texas, have done Design/Build for educational facilities, popular in private arena, and have done other municipal buildings in traditional settings.
