MINUTES OF A SPECIf�L MEETING OF THE FRIENDSWOOD CITY COUNCIL THAT WAS HELD ON
MONDAY, JULY 21, 20()3 AT 7:00 PM AT FRIENDSWOOD CITY HALL COUNCIL CHAMBERS, 910 S.
FRIENDSWOOD DRIVE, FRIENDSWOOD, TEXAS, WITH THE FOLLOWING PRESENT CONSTITUTING A

Mayor Brizendine called the meeting to order. '
REGULAR SESSION
The Invocation was given by Associate Pastor Chris Norton firom Friendswood United Methodist Church.
Mayor Brizendine led the Pledge of Allegiance to the United �tates and to the State of Texas.
COMMUNICATIONS FRI�M THE MAYOR AND COUNCILIIYIEMBERS
Counciimember Ewing reported that she attended the Community Appearance Board meeting and that the Board
is excited about the ne�v�;tree: banners to be placed along FM 518.
Councilmember Ericsson reported that he attended the Houston-Galveston Area Council meeting last Tuesday
but not many were there ��ue to Hurricane Claudette and thank goodness we missed most of the hurricane.
Councilmember Goza, Kit�nmel and Measeles stated they ha.d no report.
Councilmember Smith reported that he attended the Parkwood Village Homeowner's Association meeting.
Mayor Brizendine stated that he is impressed with the good job Staff has done with taking advantage of grants
and this is doing busines�;wisely and smartfy. .

CITY MANAGER'S REPURT
City Manager Ron Cox raported on the departmental grants. Several departments of the city have been very
successful in seeking ancl securing grants to supplement the funding received at the local level. Over the last
year, grant funds have k�een received with various perceritages of matching funds from the city, all-in-all

producing a very good return on the investment.
The Insurance Services Organization (ISO) rates cities according to their standards on the fire suppression
delivery system, includinc� the fire fighting systems and the w,ater system. In other words, they rate according to
how weli they believe you can fight a fire. Approximately eigh't years ago, ISO surveyed the City and gave a rating
of 5. In June 2003, ISO �ompleted another review and have now provided a rating of 3. —'
This is an excellent rating,with 1 being the best. As stated in literature provided by ISO, only 2.6 percent have a
rating of 3 or better. Accc�rding to insurance specialists, this rating could mean up to a$100 savings for each fire
policy in the city.
The Friendswood VoluntE;er Fire Department, Fire Marshal's office and Public Works department are very much
appreciated for their partpcipation and preparation in this effort. The Fire Chief has said that the City is only two
points away from a ratinc� of 2. That will be a goal for the nexf rating.
Bay Area Houston Economic Development Parttiership is holding a forum next week and encouraged the Mayor
and Councii to please attend.
ORDINANCES
�"Councilmember MeasE�les moved to approve the Second and final reading of Ordinance No. T2003-10, an
Ordinance amending thE; Code of Ordinances of the City of Friendswood, Texas, by deleting Section 10-56
thereof and substituting therefore a new Section 10-56 requiring licensing of dogs and cats within the City _
annually, initially within se,ven days following the issuance of a Vaccination Certificate; by deleting Section 10.-59
thereof and substituting therefore a new Section 10-59 stating that the license year shall begin on the date the
Vaccination Certificate w��s issued; by deleting Section 10-71 thereof and substituting therefore a new Section 10-
71 requiring a Rabies Va�;cination booster within one (1)year of the initial vaccination for each dog or catwithin
the City vaccinated agair�st rabies by four(4} months of age, and requiring each dog or cat within the City to be
given a Rabies Vaccination at lest once every three (3) years; providing a penalty of an amount not to exceed
$2,000 for each day of vic�lation of any provision hereof; providing for severability; and repealing all ordinances or
parts of ordinances incorisistent herewith.
Seconded 6y Councilmer�ber Gaza. The motion�vas appraved unanimously. �–

Seconded by Councilmei�nber Ericsson. The motion was approved unanimously.
**Councilmember Kimm�l moved to approve the First reading of Ordinance No. T2003-11, .an Ordinance
amending Appendix C af the Friendswood City Code, said Appendix C being City of Friendswood, Texas,
Ordinance No. 84-15, as amended, originally adopted the 19th day of November 1984, and being the Zoning
Ordinance of the City, by�changing the Zoning Classification af a certain 2.04 acre tract of land from Singfe Family
Residential (SFR)to Planined Unit Development District, said 2.04�acre tract located at No. 8 Queen's Lane within
the City, and by granting a Specific Use Permit authorizing the use of said PUD for"Single Family Residential
Dweliing" purposes; providing for the amendment of the official zoning map of the City providing for severability;
and providing a penalty af an amount not to exceed �2,000�for each day of violation of any provision hereof.
Seconded by Councilmeinber Smith. The motion was approved unanimously.
*"Councilmember Smith moved to approve the Second and final reading of Ordinance No. T2003-12; an
Ordinance amending Apf�endix C of the Friendswood City Code, said Appendix C being City of Friendswood,
Texas, Ordinance No. 8�1-15, as amended, originally adopted the 19'h day of November 1984, and being the
Zoning Ordinance of the City,.by changing the Zoning Classification of a certain 9.409 acre tract of land from
Single-Family Residential(SFR)to Multi-Family Residential-Garden Home District(MFR-GHD),such tract being
situated at Lots 9, 10, ancl 11 of the Whitney Subdivision, Galveston County, Texas, commonly known as 500 W.
Parkwood, and within thE City Limits of the City; providing for the amendment of the City's Official Zoning Map;

providing for severability; �nd providing a penalty in an amount not to exceed $2,000 for each day of violation of
any provision hereof. •
Seconded by Councilmert�ber Kimmel. The motion was approved unanimously.
� **Councilmember Goza moved to approve the Second and final reading of Ordinance No. T2003-13, an
Ordinance of the City of F�riendswood, Texas, amending Ordinance No. 84-15 (the "Zoning Ordinance" of the
City), and Ordinances No. 86-6 and 98-10(Specific Use Permit Ordinances for Religious Organizational Purposes
to Good Shepherd Episcapal Church Specific Use Permit to allow construction of buildings and structures, and
use of property, for Religiqus Organizational Purposes, in accordance with�a Master Plan; authorizing expansion
of the main sanctuary con�struction of a Family Life Center, construction of additional parking facilities, installation
of drainage facilities, and �emoval of certain buildings and structures; providing for the amendment of the official
zoning map; providing a F)enalty in an amount not to exceed $2,000 for each day of violation of any provision
hereof; and providing for;severability. .
Seconded by Councilmen�ber Measeles. The motion was approved unanimously.
""'Councilmember Ericssc�n moved to approve the First and final reading of Ordinance No. T2003-14, an
Ordinance known as"Buclget Amendment III", amending City of Friendswood, Texas, Ordinance No. 2002-18,
passed and approved September 16, 2002 and being an Ordinance approving and adopting the City's General
Budget for fiscal year 200�?-2003; providing amendments to such budget; and providing other matters related to
the subject.
Seconded by Councilmen;�ber Kimmel. The motion was appnoved unanimously.

authorizing the issuance �of $8,700,000 City of Friendswood, Texas, Permanent Improvement Bonds, Series
2003.

CONSENT AGENDA
,_ *"Councilmember Smith moved to approve the Consent Agenda as presented,with the exception of Item C-1,
Resolution No. R2003-31, A Resolution of the City of Friendswood, Texas authorizing intervention in Reliant
Energy Retain Services, L.L.C. application to increase Pri�e to Beat Fuel Factor filed at the Public Utility.
Commission of�exas, Dac4�e;No. 27956; authorizing the joining with other intervening cities to protect Municipal
and Ratepayer Interests; ��uthorizing the hiring of Attorneys and Consultants; and requiring reimbursement of the
Cities' ratemaking costs. A. Payment of Capital Projects-1--St. Cloud Culvert Replacement and Stanley Court
Sanitary Sewer Replacement/Storm Sewer Instatlation th payment in the amount of$55,210.50 to Haddock

with the Crime Victim Services division, Office of the Attorney General of Texas, (hereinafter"Department"), for
the purpose of participating in the Other Victim Assistance Grants(OVAG) Program, (hereinafter"Program")and
authorizing the submission of the Application to the Office of the Attorney General of Texas. 3. Resolution No.
R2003-33, A Resolution of the City Council of the City of Friendswood, Texas, authorizing and directing Kimball
W: Brizendine, Mayor, to��ct as the City's representative in seeking eligible grant funds under the Safe and Drug
Free Schools and Commtinities Act for Fiscal Year 2003-2004("GranY'); and authorizing the submission of such
grant application to The Criminal Justice Division of the Office�f Governor. D.Approve Cost Sharing Agreement
with Clear Creek Independent School District for School Crossing Guard. E. Approve Property Tax Report for
June 2003. F. Approval c+f Minutes of July 7, 2003 Meetings.
Seconded by Councilmember Measeles. The motion was approved unanimously.
Councilmember Measeles left the Council Chambers at this time.

**Councilmember Kimme;l moved to approve Item C-1. Approve Resolution No. R2003-31, A Resolution of the
City of Friendswood, Texas authorizing intervention in Reliant Energy Retain Services, L.L.C. application to
