FRIENDSWOOD DRIVE, FRIENDSWOOD,TEXAS,WITH THE FOLLOWING PRESENT CONSTITUTING A QUORUM: . MAYOR KIM BRIZENDINE MAYOR PRO TEM JERRY ERICSSON � COUNCILMEMBER . LAURA EWING COUNCILMEMBER DAVID J. H. SMITH GOUNCILMEMBER MEL MEASELES CITY MANAGER RON COX CITY SECRETARY DELORIS MCKENZIE Councilmember Goza and Councilmember Kimmel were absent from the meeting. Mayor Brizendine called the meeting to order. WORK SESSIOM Discussion was held regarding procedures for Emergency Ma�nagement. Terry Byrd, Fire Marshal/Emergency Management Coordinator and Brian fV1ansfieid, Assistant Fire Marshal, gave a PovrerPoinfi presentation with an overview of the need for emergency management. Discussion ensued regarding successful Emergency Management program provides for mitigating hazards, preparing the community, responding to disasters, recovering from disaster.s, emergency management cooperative with Galveston County, purpose for .._, Cooperative Plans, Mufual Aid, Debris Removal Plan Overview, Donations Management Plan Overview, Erriergency Communications Plan Overview, Emergency Notification Overview, Evacuation Pian Overview, Mutual Aid Committ2e, Oversight Committee, Public Education Committee, Public Information Rlan Overview, Qamage Assessment F'lan, Protection of City Records, EOC Operations, possible use of the Homeowner's Associations for educational and to help, sirens, First Call, Radio, Re-Entry Plan Overview, Council of Cities, All Hazards Approach, Basic Emergency Plan, Galveston County Cooperative Plans, Home Land Security. Be Ready, Governor's Plan for Homeland Security, Ranking Potential threats, conventional,chemical, biological, or radiological, Houston Galveston Area Council Region responses to incidents, Summary of plans, Regional Mutual Aid Agreements, inventory apparatus and equipment, personnel, protective ciothing and training, infieroperable communications across the 13 county region, transport and medical care for mass casualty incidents. Discussion was held regarding the Council Policies and Rules of Procedure. Discussion continued regarding review of Rules of Procedure and speakers regulations, Mayor Brizendine read the proposed addendum to Rule 15 and sign-in card, suggesting wording regarding to approach Council at dais,should restrict to podium area, if wants to approach ask for permission fr.om the Chair, documents presented to the City Secretary, City Manager Ron Cox provided draft language, Rule 15 Citizens Right To Be Heard."approaching the dais without pennission, oiherwise cre�tir�g a disturban�e" (Ccuncil suggested using the term bench and discussed procedure for submitting documents during proceedings)discussed scheduling the times for Council meetings 06/09/03 2029 � back to back with worksessions, Mayor and Council consensus do not change times of Regular Council meetings for consistency.
