MINUTES OF A SPEGIAL MEETING OF THE FRIENDSWOOD CITY COUNCIL THAT WAS HELD ON

Mayor Whital<er called the meeting to order.
Mayor Pro-Tem Tracy Goza was absent from the meeting.
Discussion was held regarding the Galveston County Drug Task Force, which is under the auspices of the
Texas Department of Public Safety. Friendswood Police Chief Bob Wieners introduced Special Agent Tim
Jennings, t"e DPS ag�nt in.charge of the Task Force and �EA Galveston Resident Office, which works
closely with local law enforcemenf agencies. Special Agent Jennings gave a PowerPoint presentation which
gave an overview of the GalvesEon Resident Office, their objectives, responsibilities, activities for Fiscal Year
2002,future plans, an overview of Friendswood Police Department in the last 18 months and past success of
the Galveston Resident Office in working with Friendswood. The Task Force covers four Counties, Port of
Houston and areas that overlap in two or more Counties. Discussion confinued regarding Galveston Resident
Office responsibilities including priority target investigations, air, land and sea investigations, diversion
investigations, provide expertise in the field of narcotics, support local agencies, educate communities about
the dangers of drug abuse and drug use, etc. The drug problem is regional and growing and is a threat to
everyone, including Friendswood,with the solution being multi-jurisdictional. A question and answer session
followed between Police Chief Wieners and Council regarding the Task Force.
Discussion was heid regarding the Geographical Information System Program, which is a database
management tool that allows the user to analyze data visually. Public Works Director, Mike Hodge, gave a
brief overview and Dan Johnson, Deputy Director of Community Development, gave a PowerPoint
presentation�on the capabilities of a more advanced GIS program. Users of this system would be City Staff,
cifizens, developers, consultants, law enforcement, emergency services, schools and other governmental
entifies, Discussion incfuded the presentation of examples of other entities that use this sysfiem. Cost will
depend on determined use. Council requested additional ir�formation at a later date.
Discussion was held regarding the Capital Improvements Program. Public Works Director, Mike Hodge, gave
a 10-year plan for EhF program but is looking at updating it annually. The bond election was based on this
information and there will be a few changes from the draft. Nlike Hodge gave an overview and a PowerPoint
presentation. Mayor and Council stated that Public Safety an�,drainage are the highest priorities and possibly �

moving some funding of Centennial Park to 2:004. Discussion was held regarding previous planning and
funding projected that was presented to the p«blic during the election process. Centennial Park would be
funded from the bond sale in 2004 but would begin with preliminary work in 2003 and could borrow from
existing funds or reserves to fund those projects prior fo the bond sales. This will be brought back to Councii
next w�ek io adopt the schedule of projects and bond sales and will need to look at the water and sewer
funding. A question and answer session followed regarding some of the projects wi1.h clarification of project
details, and will bring a Resolution for three phases and funding next week and will ask Council to vote on the
schedule for the bond issuance.
