Mayor Whitaker calied the meeting to order. The invocation was given by Pastor Dennis Owens of New Life Assembly of God Church. Mayor Whitaker led tr�e Pledge of Allegiance fo the United S:tates and to the State of Texas. COMMUNICATfONS FROM THE hir1YOR AND COUNCiI_1911EM$ERS Mayor Whitaker expressed sorrow and comfort to the families of the astronauts who died in the terrible tragedy of Space Shuftle Columbia. One of the astronauts, Ur. David Brown,�lived in Friendswood. Former - Mayor and Counciimember Ralph Sommers, who was elected in 1968 and �erved two terms, passed away � one week ago. During his tenure the Friendswood Library was opened. The City will piace a book in the . Library in honor of his service to the City of Friendswood a�ad in his memory. Councilmember Measeles offered condolences to the families of the astronauts who died in the Space Shuttle tragedy and thanked citizens for passing the Bonds and is looking at the good it�r✓ill do with these dollars. Councilmember Kimmel had no report. Councilmember Goza riad no report. Coun'cilinember Ericsson had no report. � Councilmember Kitten Brizendine offered co�dolences to the families ofthe astronauts who died in the Space Sfiuftle accident. GOMMUI�ffCATIONS FROM THE PUBLIC Elisabe�h Wagner,447_7 Peridot, president of Forest Bend Homeo�vners Associatio�l, appeared before Council and addressed liferature thaf v✓as mailed out the day before the election by Don Beeth regarding fhe Bond Election,which caused some concerns. Ms.Wagnerasked for assurance thatfundsv�ill be spentfor relieffor 02/04/03 1979 Forest Bend. Mayor Wtiitaker stated there is $468,000 budgeted to upgrade Blackhawk and that the city is cornmitted to that project. Denise Meredith, 504 Gleneagles Drive, appeared before Council and discussed the Design Criteria Manual and stated she is pleased wifh that project, pleased with the Bond election and warned the City to watch for wolves in sheep's clothing and it will be an exc;ifing year to watch. COMMUNICATIONS FROM COMMITTEES AND SPECIAL REPORTS Bob Bertrand, Chair of the Planning and Zoning Commission, made a brief presentation on the overall goals of the.committee for the year, as well as their most recent accomplishments and provided a written report to Council and a copy for the City Secretary's off�ice. �--� CITY MANAGER'S REF'ORT _Mr. Cox reported on the Development Process Steering Committee and iYs purpose and goals. This . cornmittee was created to review the development and apj�rova�process and will be making recommendations • to Council to further streamline and adjust the process. This report will be on a future work session agenda. RESOLUTI�NS , *'�Councilmember Measeles moved to approve Resolution No. R2003-07-A Resol�ation canvassing returns and declaring the results of the Bond Election held on February 1, 2003. Proposition No. 1 received 1937 For 681 Against. Proposition No. 2 received 1985 For 625 Against. Proposition No. 3 received 1847 For 764 Against. Proposition No. 4 received 1369 For 1235 Against. All four Propositio�s passed. Total number voting for all propo�itions 2,630. Seconded by Councifine:mber Goza. The motion was approved 6-0. **Councilmember Kitten Brizendine moved to approve, with amendments, Resoliation No. R2003-08 - A' Resolution of tne City of Friendswood,Texas, expressing the City Council's approva!to the Texas Department of TransporEation in its recommendation for installation of a traffic signal at FM 518 and Eagle Lakes Drive. Seconded by Councilmember Kimmel. .The motion was approved 6-0. • **Councilmember Goza moved to approve Resolution No. R2003-10-A Resolution adopting a revised Design Criteria Manual containing subdivision improvement si:andards for all developments within the City of Friendswood, Texas, pursuant to authority con.tained in Appendix B, Subdivision Ordinance, of the Code of the City of Friendswood, Texas, and Chapter 212 of the Texas Local Government,Code, and Resolution R2000- -°' 04. Seconded by Councilmember Ericsson. The motion was approved 6-0. CONSENT AGENI7A **Councilmember, itten Brizendine moved to approve the Consent Agenda as prE:sented. A. Payment of Capital Projects��Boosfer Pump Station Replacement with payment in the amount of$9,452.50 to T& C Construction fo construcfion services. To dafie, 97 percent of the con�ct has been expended. �Second Elevated Storage Tank with payment in the amount of$11,070.00 to Klof`r&�Asso.ciates, Inc.,for engineering services. To date, 95 percent of the contract has been expended: �3. San Joaquin 5anitary Sewer with payrnent in the amount of$5,716.40 to SCL Engineering for engineering services. To date, .05 percent ofthe contract has been expended. 4. Longwood Park Water and Sewerwith payment in the amount of$15,550.80 to SCL Engineering for enginee'ring services. To date, 83 percent of the contract has been expended. 5. 2002 Sewer Rehabilitafion with payment in the amount of $123,116.85 to Reynolds Inliner, LLC, for consirucfior� sen,�ices. To date, 98 percent of the contracf has been expended. 5. Demolition of Buyout Properties�vith paym°nt in the amount of$96,125.75 to A&R Demolition for demolition services and payment to Basic Industries, Inc., in the amount of$35,254.25 for demolition services. This payment also reflects a 02/04l03 ' 1980 reduction of$18,500.00 for liquidated damages. Tofal payment is $131,980.00. To date, 95 percent of the contract has been expended. Total payments were$296,8�6.55. B. 1.Approve Resolution No. R2003-04,A Resolution of the City of Friendswood, Texas, authorizing aerial spraying over Friendswood by the Galveston County Mosquito Control District for the County-wide Mosquito Control Program. 2. Resolution No. R2003-05, A Resolution of fhe City of Friendswood, Texas, authorizing intervention in First Choice Power, Inc.'s, applicafion to increase price to beat fuel factors filed at the Public Utility Commission of Texas, Docket No. 27157; authorizing the joining with other intervening Cities to protect municipal and ratepayer interests; -• authorizing the hiring of aftorneys; ratifying actions taken by Legal Counsel�to protect Cities' interests, and requiring reimbursement of the Cities' rafemaking costs. 3. Resolution R2003-06,A Resolution of the City of Friendswood, Texas authorizing intervention in Texas-New Mexico Power Company's petition for approval of regulatory asset treai:ment of expenses related to system benefit fund payments filed at the Public Utility Commission of Texas, Docket No. 26942; authorizing the joining wifh other intervening Cities to protect municipal and rafepay�r interests; authorizing the hiring of attorneys; and ratifying actions taken by Legal Counsel to protect cities' interests. 4. Resolufion R2003-09, A Resolution of the City of Friendswood,Texas, authorizing the City of Friendswood to conEinue its participation in, and approve the amendments to the Bylaws of the Texas Conference of Urban Counties Aggregafion.Project, Inc. (dba/Public Power Pool or P#3), C. . Approve acceptan.ce of streets, drainage and. utilities for Whispering Pines Estates Subdivision for ,the Contractor's one-year maintenance period. D. Approve Minutes of January 13, 16 and 20, 2003, meetings. Seconded by Councilmember Measeles. The motion was approved 6-0. ' A motion was made and approved to adjourn at 7:24 pm.
