FRIENDSWOOD DRIVE, FRIENDSWOOD,TEXAS,WITH THE FOLLOWING PRESENT CONSTfTUTING A QUORUM: MAYOR HAROLD WHITAKER MAYOR PRO-TEM TRACY GOZA . City Secretary Deloris McKenzie was absent from the meeting. Mayor Whitaker called the meeting to order. • • The invocation was given by Pastor Jim Nelson of Good Shepherd Episcopal Church. Mayor Whitaker led the Pledge of Allegiance to the United States and to ihe State of Texas. COMMUNICATIONS FROM THE MAYOR AND COUNCILMEMBERS Mayor Whitaker reminded everyone .of early voting and the Bond Election going on, attended Galveston County Mayors and Councilmembers'Association Meefing, Sunmeadow Homeowners Association meeting, Friendswood Independent School District meeiing and Clear Lake Area Economic Development Foundation Banquet. Councilmember Kitten Brizendi��e had no repor�. Councilmember Jerry Ericsson reported that he attended the Clear Lake Area Economic Development Foundation Banquet, Friendswood Chamber of Commerce's Banquet, and the Capital Improvements �ond Election Information Forum and was disappointed thaf more people did not attend and also emphasized the issues. Mayor Pro-Tem Goza had no report. Councilrnember Kim Brizendine repor�ed that ne attended the.Sunmeadcw Ho��eov,mers Asso�iati�n meeting, where F�e gave a presentafion, and attended the CI°ar Lake Area Economic Development Foundation 01/20/03 197G Banquef. He further reported that he, Mayor Pro-Tem Goza, Councilmember Measeles and a large group of Friendswood citizens traveled to Austin for former Councilmember Larry Taylor's swearing-in as State Representative. Councilmember Measeles reported that he attended the Clear Lake Area Economic Development Foundation Banquet, Galveston County Mayors and Councilmembers'Association fVleeting, and mentioned the Tree Give- Away on Saturday January 26, 2003, being held by the Community Appearance Board at City Hall. COMMUNICATIONS FROM COM.MITTEES NND SPECIAL REPORTS Main Street Implementation Task,Force Chair Alton Todd made a brief presentation on the progress and - .� process for Phases I & II of the Main Street Enhancement Plan. CITY MANAGER'S REPORT ' Mr. Cox congratulated Dan Johnson, Deputy Director of Community Development, on the receipf of his Professional Engineers License. Mr. Cox also reported on the Friendswood Police Department's Victim Assistance Program which has been selected t:o receive technical services from the International Association of Chiefs of Police (IACP) following the completion of a need assessment in November. This IACP initiative will provide assistance in developing materiais for crime victims, implementing a department victim response policy, and enhancing victim'advocacy programs. IACP will also conduct a site visit to our program and sponsor regional training opportunities. Friendswood is the only police department in Galveston County with a full-fime victim services program; however, this training assistance will be available to other area agencies. ACTION ITEMS � **Councilmember Kitten Brizendine moved to approve action regarding approval of agreemenfi with Galveston County Consofidated Drainage District for Clear Creek Selective Clea�ing project. Seconded by Councilmember Kim Brizendine. The motion was approved unanimously. ORDINANCES '"� **Councilmember Nlel Measeles moved to approve the Second and Final reading of Ordinance No.T2003-01, an Ordinance imposing fees for responding to False Fire Alarms, amending the Code of Ordinance of the City of Friendswood,Texas, by striking a�l of Article V of Chapter 54 thereof and substituting therefore a newAr�icle V; providing rules and regulations governing the use and maintenance of fire alarm systems; providing forthe imposition of fees for excessive false alarms; p�.roviding for definitions; providing for sE;verability; and repealing all ordinances or parts of ordinances inconsistent her�with. - Seconded by Counc;ilmember Kitten Brizendine. The motion was approved unanimously. '��Councilmember Jerry Ericsson moved to approve the Second and Final reading of Ordinance No.T2003-02, an Ordinance granting a Specific Use Permit for the Hope Cutheran Church of Friendswood, to aufhorize development arid use of 8.136 acres located at 1804 South Friendswood Drive for Religious Organization purposes, imposing cerf:ain conditions and limitafions as a condition of the granting of such Specific Use Permit; providing for the amendment of the Zo�ing District f�1ap of the City as adopt��d by Ordinance No. 84- 01/20/03 � 1977 15, as amended, same being the Zoning Ordinance of the City; containing other provisions relating to the subject; providing a penalty of an amount not to exceed $2,000 for each day oi�violation of any provision hereof; and providing for severability. Seconded by Mayor Pro-Tem Tracy Goza. The motion was approved unanimously. _.. CONSENT AGENDA *'"Councilmember Mel Measeles moved to approve the Consent Agenda as presented with the exception of ftem A-5, Demolifion of Buyout Properties. A. Paymenf of Capital Projects - 1. 2002 Asphalt Street Project with payment in the amount of$47,340,40 to Silva, Inc., for construction services. To date, 94 percent of the ' contract has been expended. 2. Second Elevated Storage Tank with paymenf in the amount of$62,054.00 fo Landmark Structures for construction services. To date, 99 percent of the contract has been expended. 3. Surface Water Pump Station with payment in the amount of $270,085.00 to T & C Construction for construction services. To date, 78 percent of the contract has been expended. 4. Beamer Road Pump . Station and Waterline wi�h payment in the amount of$18,197.40 to Klotz Associates, Inc.,for engineering and construction services. To date, 92 percent of the contract has been expended. B. Disqositions of Bids—1: Bid No.2002-14: Lighting Sysfem Renwick Park—to be awarcied to Instrumentation Specialists forthe lighting of Field#1 in fhe amount of$50,400. 2. RFQ No. 2002-01: Professional Engineering &Consultant Services for Brittany Bay Boulevard and Friendswood Link Rd. Expansion — to Claunch & Miller for services for Whispering Pines/Friendswood Link Road and Freese & Nichols for services for Brittany Bay Boulevard. C. Approve Resolution No. R2003-03, a Resolution of the City of Friendswood, Texas, Galveston/Harris Counties, endorsing thE; appointment of one member fo a nine member board under consideration on the Galveston County United Board of Health. D. Property Tax Report for December 2002. E.Approve Minutes of January 6, 2003, meeting. Seconded by Councilm�mber Kim Brizendine. The motion was approved unanimously.
