Mayor Whitaker called the.meeting to order.
Discussion was held with the Parks and Recreation Board r�yarding a proposed Wildlife Rehabilitation Center.
Communify 5ervices Director Jon Branson introduced Stuart Williams, Chai�of Parks & Recreation Board,
and gave a brief overview of the proposed Wildlife Rehabilit7tion Cenfer and also introduced Margaret Pickell,
a Friends�rrood resident, who intreduced Sharon Smaltz, Executive Director of the W�Idlife Rehabilitation
Center. Ms. Pickell stated this would be a wildlife rehabilitation center and an oil spill recovery facility,there is
nothing fike this in tl�is area and would be a learning environment and.also a tourist attraction. Funding would
come from the Texas General Land Office, corporate sponsors, grants, and local area businesses and hopes
-. for a 2004/2005 completion of facilities. Discussion continued regarding location and size of the facility, 1776
Park, Lake Friendswoad, and other areas. The.Parks Board will work with this group and provide a
recommendafion to Council.
Discussion was held rE;garding the acceptance of a$60,000 donation of materials and labor for a concession
stand at Renwick Park. Community Services Director Jon Branson presented information regarding the re-
lighting of Fields 1 & 3, which need an additional $36,000 bec:ause the lighting does not meet Little League
standards and recommends accepting the donation and requested budget funds in next year's budget
process. The Little Le�gue may contribute towards fhis project. Discussion continued regarding reallocating
funds for concession stands, batfing cages, tfie budget, and safety. It was the consensus of Council to have .
the Parks and Recreation Board come back wiEh a recommendation regarding allocaEing funds.
Discussion was held reyarding the Needs Assessment for a New Fire Station. Fire Marshal Terry Byrd antl
Mr. Rick Munson with Munson Kennedy Partnership shated fhere are a number of options, variables and
directions as far as fur�ding. Friendswood Volunteer Fire Department President Rick McFee stated this is a
good report which documented needs for a station on the south side. Discussion continued regarding
abandoning Station No. 1, small renovations, a smalier station on the north end of town, and moving
administraticns.to a new area. Discussion continued regarding staffing, part-time and full-time employees,
� and a workshop with Council. Friendswood Volunteer Fire DeparEment Fire Chief Jeff Smith stated that this is

an excellent report, which validates the needs and gives great direction.
Discussion was held regarding Amendments to the Design Criteria Manual. Direct:or of Public Works and
Communify Development Mike Hodge and Deputy Director of Community Development Dan Johnson
presented information and held a quesfion and answer session. Discussion continued regarding the public
maintenance of defention ponds, and sife pians. The Development Process Committee wiil be making this
recomrnendafion along with-other recommendations regarding pollution prevention, and fencing.
A motion was made and approved to adjourn at 8:24 pm.
