Mayor Whitaker cafled the meeting to order. -
Qiscussion was held regarding the Residentia!and Commerciaf So[id Waste and Recycfing Contract. Director
of Administrative Services Roger Roecker gave a pawer point presentation_
Mr. Mickey Flaod, CEO and Founder of IESI introduced the team including Ms. .lan�ell Marin, South Texas
District Manager, Mr. Bab Drenth, Region Municipal Marketing, Ms. Jo Ann Mitchell, Commercial Sales, Ms.
Laura Clutter, Cusfomer Service Coordinafor, Ms. Melissa Lawler, Recycling Coordinator,and Mr,Tom Brown,
COO check narr�es. Discussion continued regarding rat�s, administrative fee,incentives,additional services,

Mr. Bab Smith, 1610 White Wing Circle, appeared before Council to express his suppor�for the Annexati�n,

stated he works for Lingo Properties, discussed the devefapment potentiaf, jo6 and economic grovuth,
expansion ofjob opportunities,stated the]andowners.owns�he adjacent property and has shown acceptance
� to having this property deve(oped fior commercial properties.
Mr.Jeff Branscome,308 Woodstream, appeared befiore Council and read a letter he had previousfy given to
f�e Cify on Octaber 14,2002,in which Mr. Branscome questioned Councilmember Goza's use of his Cauncil
position to profit from fihe endeavor and motivation of the proposed annexation and disannexafion,expressed
concerns regarc�ing inside trading of city(imits by a Gouncifinember, discussed e-mails he acquired feorn the
cify regarding the issue, discussed prapased develapment, and the sign regarding fhe nofice for rezoning;
Hearing�no further comments, the Public Hear[ng was closed.

Councilmember Kitten Brizendine remanded everyone to vote early, reminded everyone thaf someone from
Frizrids�v�cu i� runni�g for a v�ry impa�tan��ositi�n, a�d a���d every�cne tc vota
Gouncilmember Ericsson reported that the Houston/Galveston Area Council has started the budget process
and tY�e work is ongoing. -
Couneilmember Goza had no report. -
Councilmember Kim Brizendine reported on atfending the Texas Municipal League(TML)Gonference held in --
Fort Worth, repor�ed on meeting with the r'esidents from Brigadoon Subdivision, and the Main Street Task
Force meeting.
Councilmember Kimmel reported on a�tending the TML Conference as well, sfated he realfy enjoyed it and
that there were no}okes pEayed on Freshman Cauncilmembers.
Counciimember f�easeles repo�ted on attending tha TML Canfer�nce in Fort Warkh alsa; stated this
confierence is very vital to citizens and electe�ofFicia[s,�it provides infarmation on running a city and interaction
between elected ofFicials, the workshop he attended included retaif development in big cities, making cities
friendi[er, stated he have our work cut out for us to get retail ta come to Friendswood, stated the conference
was very.infarmafive, and he heard Govern Rick Perry, Attomey General John Garnyn, Tony Sanchez, and
Ron Kirk speak. � !

COMMUN#CATIONS FROM THE PUBLIC !
Mr. Greg Crinion; 1402 Oak Ho[Iow Drive, appeared before Cauncil regarding Mr. Branscome's sfatements
that were heard earlier in the meeting and discussed Mr. 8ranscome's attacks on city staff, his over 1,000
open records requests, discussed harassing cify employees and elected officials,s{anderous and defamatory
statements, the thousands Qf dollars in lost employee time,wasted resources, legal fees required to respond
to Mr. Branscome's open records requests and asked Gouncil to not take Mr. Branscome's comments into
account regarding the €and swap issue.
Linda Criner, Texas-New Mexico PowerCompany,appeared before Council to report on El�ctric Deregulation
and gave a power point presentation that included state electric restructuring, and wires and poles regulated
by the PUC.
GOMMUN[CATONS FROM COMMITTEES AIVD SPEGtAL REPORTS
Ciiy Manaaer Gox presented Wendy Kingerv; Receptionist far the Comrnunity Development Department, the
Five Star Award for the third quarter of 2002. Wendy received the award aiter being nominafed for her
friendiiness and outstanding hel,pful a�titude to both staff and cifizens. The nominafions stated that Wendy is

Mc Robert Mot�, ai�orney for Perdue, Brandon, Fielder,Coliins and Mott,appeare�before Council and made a
brief presenta�ion regarding the status of their efFarts to collect de►ir�quen� taxes within the city. The ,
presen#atian included accounts by status and outstanding taxes,year by year.
C1TY MANAGER'S REPORT
City Manager Cax reported on the Job Swap Luncheon to be hefd Ocfober 31,2002 that will be�eid at Jones
Hangar in teavesley Park. Every year, employees are given tfi�e opportunify to swap jobs for fhe day witE� a
member of tf�e senior staff. This evenf gives an opportunity to gain�personal insight ir�to the job duties of
fellow empio�ees on a daily basis and to feflowship together. Mr: Cox reported on the security cameras for
city facilities and the insfallation has been completed in City Haq_ One additiona[camera f�as been installed at
Pub(i�Works yard to monifiorthe elecfronic gate atthe entrance to�hatfacility. Mr:Cox reported on the status
af Reiiant and First Choice fuelfactor increases.. Both First Choice and Reiiant requests'for an increase were
based on their determination that the prtice of natura!gas had inc�eased and therefore the Price to Beat should

order to protect the interest of residents, the Council approved the Gulf Coast Coalition of Cities (GCCC�
intervention in RefianYs and first Choice's cases on behalf of the City of Friendswood. The Caalition felt that
neither utili�y had presented any evidence justifying the rate increase. The PUC grated the rate inc�eases
during their August 23,2002 meeting despite the testimony of the Coaiition and other intervening entities and
the hearing examiners'warnings ofiwindfali profits at the expense of the ratepayers. The increase will negate �
the 6 percent reducfiion in electric bilis that the State Legislature manda�ed when the industrywas deregulated
and because masf elecfric cusfomers have elected to stay with the provider affiliated with the originai elecfric
company, rrtost customers in Friendstvood a're adversely a�fected by this increase. Mr. Cox also reported on
the Community Development Qivision Customer Service Survey prepared by Public Works Division to assess `
the citizens' reaction to services being,provided in their neighbarhoods. T�e program has been successful in
two v,rays: the citizens have an opportur�[ty to express their apinion and make suggestions regarding the
quality of service; and the employees know what it takes to get a good opinion. A service survey for the
Community Deve[opment bivision is now ready to be given fio the customers.

**Councilmember Kim Brizendine moved to approve the authorization ofAgreement for Engineering Services
with SCL Engineering for waterlsewer service project in Longwood Park Subdivision.
Seconded by Councilmember Kitten Srizendine. The motion was approved unanimousiy.
