Mayor Whitaker called the meeting to order.
Qiscussion was held regarding FY2002-03 Proposed Operating Budget. A presentation was given by Economic �
Development Coordinator Karen Capps and Chair of the Community and Economic Development Committee
Greg Crinion. A budget request for$125,000 was made for Economic Development. Mr.Bill Finger,representing
fhe Mainstreet Task Force, gave a presentation regarding a budget request of$80,000 for Phase One and Two
for the Mainstreet Project.
A short recess was taken at this time.

551.072, Deliberation regarding Real Property.
Counci! reconvened into Regular Session at 7;00 PM.
The Invocation was given by Pastor Mike McAfister from Friendswood Church of Christ.

A Docketed Public Hearing was held io receive camments, e€ther oral oe written regarding the.Proposed
�perating Budget for�iscal Year 20Q2-03.
Mr. Don Beeth, 5303 Wihttier Oaks,a long time resident of Friendswood, appeared before Council ta express his
concerns regarding the budget including Iighting the tennis cour�s, prioryears budgets,future elections,doflars for
economic development, and the tax base and the building of large homes.

Councilmember Kitten �irizendine presented a plague which reads "L?ue ta the Events on September 91, 2001

also a friend of hers. Councilmember Brize'ndine referred Council to an article that appEared in the Port of
- Houstan magazine which explained that Mr.Studdertwanted�o spread the message ofworld peace and started
fhe pracess of,p�esenting to every ship captain and chief engineer of fihe more than 1,500 ships from 60 counties
his comparty wi11 encounfier with �his specia[ plaque �hat inwites recipients to join Buffalo Marine Serviee in
promoting world peace.

Councilmember Kim Brizendine repor#ed that he and staff inembers Ed Figeroa and Dan Johnson metwith ahout

League Legislafiive meeting.
MayorWhitaker reminded everyone to meefiat City Hall on Wednesday morning at 8:30 AM in observance ofthe
victirns of 9-11 and to pay respects to our fi�ometown heroes.

stated with a little bit of ra'sn, tf�e sfreets fill up, reported on the neighborhood meeting with Councilmember Kim•
Brizendine and the City�ngineer Ed Figeroa and discussed some of the problems and salutions, and discussed
the Bond Election.
Mr. Mark St Cyr, 105 Prairie Wi(de, appeared before Council and expressed his concerns regarding drainage and
flooding on Prairie Wilde. .� '
Ms. Sandra Plash, representing Altered Images Color Salon, appeared before councif to express her concerns
regarding traffic and tum lanes on FM 518 and FM 2351,expressed concems regar-ding the safety for empioyees
and clients, accidents, and asked if Councii knaws when something will happen regarding the Texas Department
of Transportation's decision regarding a turn lane. Mayor Whitaker explained that this is a long process and
asked the City Manager to discuss this situation wifh Ms. Pfash later. Counciimember Kitten Brizendine also
asked�he City Manager to look in�o this situation, stated this is a serious consideration due to traffic.concerns,
and asked for an update to Council. �
Mr. Dan Illerich,2576 Love Lane, appeared before Gouncil and thanked Council forwhat they did 15 months ago
to this day for all their efforts during Tropicai Storm Af[isan, all that the city did for the residents during this
process, and stated that because of the buyout problem, he was abfe to buy a hame in Windsor Estates, stated
Allison is behind us, and thanked the Mayor and Council for everything fhat was done.

Mr. James Hicks,301 E. Castle Narbour, representing his mother and father,appeared before Council and read a
letter written by his father,who had pianned�a speaK, regarding fIooding in this area that has gone on for many

years, stated his home has not flooded but with the new construction, and fhe new sma[ler storm s�wer pipes;
wa�er not gets into the garage, stated thaf iowering FM 235'E cauld soive thisp�ablem, asked the City to pursue
state and other agencies,stated others have been affected on FM 2351 including Friendswood Me#hodist Church
and other proper�ies, and asked the city to look into this ma�er and thanked Council fortheir decisions on the golf �
course. City Manager Cox sfated the City understands that Texas Department of Transportation is lookin.g into
this mat�er
CITY MANAGER'S REPOR�`
City Manager Cox reported on the Mobile Date Computers Fielding Plan and referred to a memo from
Friendswood Chief of Police Bob Wieners on #he schedule for implementing the installation and use of mobile
date computers(MCDs)for the police�ehicles. The MCDs are fully loaded laptap computers that communicate
either to the police station or the state by wireless modem. This system will allow the officer in the car to directly
inquire the status ofi a vehicle or person without going to the cammunications office of the police stafion. It wili
also allow th.e officer to enter a full repor�infio fhe software system without gomg to the pofice station. And finally,
the system will allaw car-to-car dialog ue if necessary, to avoid radio trafFic. Mr. Cox also reported on the RFP fior
solid waste coflection. The current solid waste coflection contract with Waste Management has heen extended
for an additional :90 days, pending the solicitation of proposals from both Waste Management and other
companies. This is not an open competetive bidding process, and is not required. This is an invitation for
proposals from four major companies-Wasfe Management, IESI, BFI and Republic waste. All four of these
companies are fully capable of providing the level and quality of service we are accustomed to.
Recommendations to Council should be ready to be braught to Counci{ in late September or eariy October.
ACTION ITEMS � -
No action was taken regarding the approvaf of purchase of Friendswaod Sportspark property located on FM 528
and Moore Raad.
**Councilmember Ericsson moved to approve action regarding the re-appointments of Municipal Court Judge
James Woltz, Associate Judge Richard P. Flake, and City Prosecutors Steve Baker and Dennis Bettison.
Seconded by Councilmember Measeles. The motion was approved unanimously 6-0.
*Councilmember Kitten Brizendine moved to approve action regarding approval for City's participation in
Galveston County's Sunset Drive reconstruction project.
Seconded by Councilmember Ericsson. The motion was approved unanimously 6-0.
RESOLUTIONS
**Councilmember Ericsson moved to approve Resolution No: R2002-42:A Resolution of the City of Friendswood,
Texas, in support of the United States Human Space Flight Program and the Johnson Space Center.
Seconded by Councilmember Kitten Brizendine. The motion was approved unanimously 6-0.
CONSENT AGENDA
**Councilmember Kitten Brizendine moved to approve the Consent Agenda as presented. A. Payment of Capital
Projects. 1. Booster Pump Station #3.with payments in the amounts of $2,070.9Q and $2,661.75 to SCL
Engineering far engineering services. To date, 86 percent of the contract has been expended. 2. Blackhawk
Water Improvements with payments in the amount of $5552.9Q and $5,782.62 to SCL Engineering for
engineering services related to the ground storage tank and rehabilitation of the existing tank. Ta date, 76
percent ofi the cantract has been expended. Payment in the amount of$17,527.50 to Gulf States Protective
Coatings, Inc. for construction services. To date, 69 percent of the contraet has been expended. 3. 2002
Asphalt Street Project with payment in the amount of $87,296.94 to Silva, Inc.for construction services. Ta date,
15 percent of the contract has been expended. 4. Centennial Park with payment in the amounf of$3,530.00 to
Liteco Electric, Inc., for work performed. To date, 97 percent of the amended contract has been expended. 5.
Demolition of Buyout Homes to ratify payment to A & R Demolition, Inc., in the amount of $86,212.50. Payment
was made to meet the 30-day payment requirement, and occurred due to the rescheduling of the Council
meeting. Ta date, 13 percent of the cantract has been expended. Total payments were $205,635.11. B.
Approve required repairs to fhe following: 1. Storm Sewer pipe at St. Cloud and Chigger Creek; 2. 8" sanitary

sewer line and improvements to the outfall at Stanley Court. C. Approve addendum to contract far donafian of a
leased vehicle to the DARE Program. D. Approve Contracts`with Harris-Galveston Area Council—Ghild Abuse
. Investigator Grant and Schoal Resource Ofricer Grant.E. Approve acceptance af streefs, drainage, and utilities
for Friendswoad Lakes, Section 2 for the contractor's one-year maintenance period. F. Appro�e Banner Permit
Applications—'I. Friendswood Volunteer Fire Department Open House;2. Friendswood lSD Red Ribban Week-
Ghoose to E�e Drug F�ee. G. Approve minutes of August 12 and 19 2002 Cauncif Meeting.
