CITY SECRETARY DELORIS MCKENZIE Councilmember Ericsson was absent from the meeting, attending#he National "Keep It Soid"for NASA in Washington, D.C. . Mayor Whitaker called the meeting to order. Discussion was held regarding the� Procedures for Emergency Management. Terry Byrd, Fire Marshal/Emergency Management Coordinator, gave a presentation of an overview of the Emergency Management Preparations to date. Included in the presentation were the following highlights: l. Emerge�cy Management Plan; 2 Galveston County Coopera�ive; 3. Evacuation Pian; 4. Re-entry Plan; 5. Damage Assessment Plan; 6. Mayor Whitaker re-capped his observations regarding the "Hurricane .Greg" operation, and stated that Terry and his staff and the other Departments who participated in this exercise, performed very:well. Drscussion continued regarding Homeland Security Grant Funding with City Manager Cox reporting that funds are not yet available. Discussion was held regarding the Policy on Maintenance of Hazard M.itigation Grant Buyout Properties. Deputy Director of Community Development Dan Johnson reported that there have been 136 homes in the buyout program, 134 homeowners have accepted the buyout, 127 homes have closecf, 32 hames have been demolished and a recommendation wiil be made on the May 20, 2002 Agenda regarding Bid 2002-04, HMGP Demolition Project Phase II, for another iO4 homes to be demolished. Discussion continued regarding drafting a city policy for the disposition of the properties acquired through the HMGP to local drainage districts, the Parks& Recreation Board, homeowners associations, and adjacent property owners. Discussion cantinued regarding recommendafions ofthe city's Corr�munityAppearance Board as to the maintenance of the properties, maintenance costs, non-drainage and non-park use,and a joint venture of the city and the drainage district. Council concurred about the cost to the city, and discussed th�value of the properties. Discussion continued regarding pians for any of the properties, a mowing contractor, and Council commended the staff committee consisting of Director of Community: Services Jon Branson, Director of Community Development/Public Works Mike Hodge, and Deputy Director of Community Development Dan Johnson, for their work in coming together with the Galves�on County Conso�idated Drainage District and stated their work has been for the betterment of all. Mayor Whitaker thanked Dan Johnson and Mike Hodge for the great job regarding this mitigation pracess. � 5/ I3102 � 1890 A motion was made and approved to adjourn at 7:30 PM. Mayor Harold L.
