Mayor Whitaker called the meeting to order.

Council convened into Regular Session at 7:00 PM with action taken later in the meeting.
The invocation was given by Co-Pastor Josh Ef[is fram Baybrook Baptist Church. +
Mayor Whitaker led the Pledge of AI}egiance to the United States and to t�e State of Texas.

Mayor Whitaker and chair of:the Pianning and Zoning Commission Tom Burke called a Join�t Docketed
P�blic Hearing to order to recei�e comments, either oral or written, regarding request for a zone
classification change from Single Famify Residential (SFR)to Agricultural Distric�t (A#1)for 3.765 acres
off of FM 528 (Whitcomb Proper�y).

COMMUNICATlONS FRO[t�[ MAYOR AND COUNCILMEMBERS
Mayor Whifaker reported that Tuesday, March 12{''.was the Primary for the State Representative District
24, ancl IVlayor Pro I em Larry�ayEor was efected as the Republican candidate. Mayor Whitaker stated
that he is elated that Larry was efected, and is Iooking forward to Larry representing the city in Austin,
and that Larry is someone that�hi� city can be proud of. Mayor Whitaker also reported on at�Eending the

Galvestan Caunty Mayors and Councilmembers Meeting with Counciimember Ericsson. Galvesfon
County Judge Jim Yarbrougf� gave a mini Sta�e of the County address. Mayar Whitaker reported iha�
most of Council attendec! the Grand Opening of Centennial Park, a 6eautiful park, this was a great day,
and stated he is so proud of �his Council for stepping up and fundi�ng this park in the budget process,
and currently the GommunityServlces department is working an a grant appiica�ion for Phase 11 far tFte
park. "
Councilmember Kitten Brizendine thanked the Director of Community Services Jon Branson and his crsw
for ali their work on making Centennial Park an outstandfng park.

Cauncilmember Ericsson reported on attending the Galues�on County Mayors and Councilmembers �
meeting an�_the Grand Opening of Centennial Park and stated �hat the Cify may want fa look at a sign ?
communicating to the pubfic how the park was funded. �
Counci[member Goza stated that Director of Gommunity Services Jon Branson and staff did well with the
Grand Opening festivi�ies, and suggested that perhaps the `Kidfish" event could be held annually.
Counciimember Kim Brizendine had no report.
Cou ncilmember Taylor stated that:he will not be running for re�electian for City Council, statec(that being
a Councifinember has truly been a honor and a privilege, appreciates everyone's vote in Tuesday's ..
Primary, looks forward to serving at the State capacity, stated that this is a real critical time in the
history of Friendswood, stated that it I�as been an hanor serving the City, and thanked everyone for�he
opportunity to serve the community locaily.
Councilmember Taylor received a standing ovation.
Councilmember iv1ease4es congratuiated �ouncilmember i ayior, stated he worked on Councilmember
. Taylor's campaign and everyone respects Larry and.that he wiif serve us weli. Councilmember Measeles
reparted that the citizens on Whisperin� Pines wished to thank the cityfor the auerlay; i� is an exce?1Pn±
jou, ar�d i��a�k�� uireeior Jon 8ranson, nis crew, and tne Parks and Kecreation Baard fior Cen�ennial
Park. Councifinember Measeles also stated that it was an honor to represent Friendswood while
attending the Nationaf League of Cities Conference last week during which the main cancern discussed
was Homeland Security and brought Council some information on the hot issues discussed at this �
conference.
COMMUNICATIONS FROM THE PUBLIC
Mr. Fred Krch, 209 Dawn, appeared before Council regarding a 1et�er pubfished in the Friendswoad
Jaurnal about the debate regarding Councif receiving pay, discussed his concerns regarding the Charter
and reimbursement to Councilmembers, suggested a seminar be held and a written report be available
for the citizens, s-Eated that the Charter aElows for comper�sation regarding Council's attendance at out of
town conferences. Mr. Krch also suggested �i�at what is on the Iaptops that the Gouncilmembers are

COMMfJNfCATtONS FROM COMMITTEES OR SPECIAL REPORTS
Dr. John Heard, Chairman of the Library Aclvisory Board, appeared before Counci! and recognized the
members of the Board and the members of the Library staff who were present. Dr. Heard represented a
report on the Library growth and accomplishr�ents.
�layor Whitaker expressed words of appreciation and thanked the Board and the staff for ail the work
they do.

CtTY MANA�ER'S REPflRT �
City Manager Cox presented a Capital Projects Update that included th.e foflowing,
1. Second, E(evated Starage Tank. Budge-t$1,470,000; 20 percen`t cornplete.
2. Water Transmission Line. Hudget: $584,225; 15 percent cort�piete. This is the 24" water main
fram the second �ake point off beamer. The line will traue! down FM 235I south to Blackhawk
where it ties into a 16" water main.
3. Surfa�ce Water Pump Station. Budge�E$2,300,000; 50 percent cotnplete, This is for the seeond
take point at Beamer and FM 235I. -- �
4. Public Works Buifdin_.g Addition. Budget: $338,702; 95 percent camplete. .

. 5. Booster Pump Stati�n Replacements. Budget: $1,417,500; 30 percent complete. This is �he
rehabilitation of Water Weils #3 in Annalea and #4 in Sun, Meadow.
�. Blackhawk Surface Water Station. Budget $481,492; commenced work on MarcM I1, 2002.
This project ir�cludes the Ground Storage Tank construction and rehabilitation. _
7. 2001 Asphalt Street Project. Budget: $632,223; work commenced on March 8,2002_ Originally
the streets designated for repairs=included Cloveridge, Fence Post Road, Meadowlark, Westfield
Road, Rustic Lane, Chester, Cowards Creek Court, Cowards creek Drive, Falling Leaf, Laurel, E.
Shadowbend, Whispering Pines and Briarcreek. Added to these via Change Order#1 is the first
one-third of Lundy Lane.
Mr. Cox also reported on tf�e demoiition of buyout properties. To date, 107 properties have closed, and
seven Broperties have been demolished. Seve_ral more r�ropertie� are in the�orks and this number�ill
grow now that the asbestos abatemenrt has been eomplerted. Cherry Demoiition has been given a ivotice
to Proceed for all 32 homes in Phase I. Phase II of the demolition project is in the bidding phase.
Councilmember Kim Brizendine asked about �he demoiition area and if the city discourages young
teenagers from hanging around with the City Manager responding that t.he city has beefed up patrols by
tf�e Police Dep.artment and that the area cannot be clased because there are still people living there.
Councilmember Birzendine stated �the need to have the properties cleaned up and torn down as quickly
as possible. "
Mayor Whitaker stated he cannot stress his concern more about securing fhese properties when�he city
takes over, and the need for city crews to take on the responsibility of the proper�ies immediate[y.

Transportation Partnership. .
Seconded by Councilmember Measeles. The motion passed 6-1 with Councilmember Taylor opposed.
