WHITAKER MAYOR PROP TEM LARRY TAYLOR COUNCILMEMBER KITTENBRIZENDINE COUNCILMEMBER JERRY ERICSSON COUNCILMEMBER TRACY GOZA COUNCILMEMBER KIM BRIZENDINE COUNCILMEMBER MEL MEASELES CITY ATTORNEY KIM MICKELSON CITY MANAGER RON COX CITY SECRETARY DELORIS MCKENZIE Mayor Whitaker called the meeting to order. 6:30 PM Special Session Discussion was held regarding Parks Master Plan Revisions and Grant Application for Centennial Park. Director of Community Services, Jon Branson, presented a Power Point presentation regarding reduction in the number of neighborhood park zones currently outlined in the plan, further development of a trail concept, performing a needs assessment of the community and updating the existing inventory of parks and recreation amenities. Discussion continued regarding use of buy-out lots in future park development, prioritizing amenities, grant application tabular summary of project elements and costs, possibilities of using Lake Friendswood as sub-regional park area, Discussion was held regarding Police Staffing Strategy. Police Chief, Bob Wieners, presented a power point presentation providing an overview of the police department mission, reviewing current budget and personnel staffing, discussing personnel planning factors, introducing a strategic planning template and setting the foundation for a rational planning model for sizing the public safety building, officer response times, ratio of officers to citizens (Friendswood's is 1.40 officers to 1,000 citizens), alarm responses, possibly adopting ordinances, next steps based upon growth. Chief Wieners stated, we have what we need to provide police services for the City today, we have a planning model for personnel that facilitates planning for equipment and facilities and we need to plan for our future by assessing future needs and developing a phased growth plan to get us there. Discussion was heid regarding Pianned Unit Developments/Gated �ommunities. City Planner, Mike Dominguez, presented a power point presentation including background information on gated communities, a gated communities survey and proposed policy recommendations which include„ no public street in an existing subdivision shall be converted to a private street, no private street in a developed subdivision shall be accepted as a public street, the term "existing subdivision" shall apply at the time the preliminary plat is approved, private streets shall be designated on the preliminary plat, the subdivision shall contain no more than 25 lots, a private street development is not permitted within a half mile of another such development, and HOA must establish a Reserve Fund restricted for maintenance and repair costs. Discussion ensued regarding remaining competitive in the home building market, allowing gated communities with limitations, lots based on length of cul-de-sac, number of lots needed to support the amenities, number of lots allowed, problems with speeders, maintenance of streets, gates etc., psychological affects, segregation, closed off concept, need to determine if gated community is compatible with what Friendswood wants to be, policing, security is a sense of community and should not stop at a gate. Discussion continued regarding when is a subdivision considered a subdivision, is it at approval of preliminary plat, determination subdivision is existing when final plat is filed and a resolution is to be brought to council for approval. Discussion resumed on Gated 11/ 12/Ol 182� Communities. The city is responsible for water and sewer, HOA is responsible for streets and drainage, . council. not prepared to give direction of size of gated subdivision. Decision made to re-look at philosophy of gated community at another meeting with additional information from survey cities. Discussion was held regarding proposing a moratorium on future gated communities until determination ' is made by city. A rnotion was made and approved to adjourn at 9:00 p.m. Mayor Harold L.
