FRIENDSWOOD DRIVE, FRIENDSWOOD, TEXAS, WITH THE FOLLOWING PRESENT CONSTITUTING A QUORUM: MAYOR HAROLD L. Mayor Whitaker called the meeting to order. 6:30 PM — SPECIAL SESSION Discussion was held regarding the proposed amendments to the Zoning Ordinance for accessory buildings. City Planner Mike Dominguez gave a report on this proposed change. Chair of the Planning and Zoning Committee Torn Burke provided clarification and presented a problem regarding the 25 foot lot setback requirement. City Attorney Kim Mickelson discussed this is an ordinance and would require an amendment to change the ordinance. Discussion continued regarding second story verbiage, maximum height of 25 feet, deleting garage apartment from the Permitted Use Table, building codes, allowi�g a relative to reside on the same property, re-defining rear yard and existing building setbacks. �-� Discussion continued regarding concerns such as commercial activities in residential areas, more traffrc, and more people. It was tne consensus of Council that this was a separate issue from the one being discussed and will be addressed at a future meeting. City Attorney Mickelson explained the change P&Z is proposing and that it would mean the city is backing out of city requirements regulating allowing more than one single family house on one lot. Discussion continued regarding rental property and breezeways. Itwas decided thatan ordinance regarding amending the zoning ordinance for Accessory Buildings will be prepared. Discussion was held regarding the proposed amendments to the Zoning Ordinance for monument signs. City Planne�Mike Dominguez gave a report on this proposed change. Discussion was held about inquiries of new signs, maximum height of 7ft in EOD and DOD, 15 ft. signs in other districts, and use of poles within monument signs. Council requested Planning and Zoning Commission to look at signage height application across the city with a special look at centers. Council requested an ordinance be prepared. Discussion was held regarding proposed amendments to the Zoning Ordinance for exempting Churches, Schools, and Public Institutions from the two-year SUP limitation. Mayor Whitaker recapped the proposed changes. Council was provided a handout with the five following suggestions. _,�_�„�,,._,�_,_„w __�.._�..Y...._�_ _.....___ 10/OS/Ol 1814 1. Removai of time limits should be for all applicants not just non-profits. 2. Remove the one time extension request so an extension could be requested every two years , indefinitely. 3. Add some language which could address the issue of the codes and ardinar�ces changing over time and how the old SUP shou{d be made to meet the new standards. ' 4. Suggest that a fee be charged for each time an extension was requested (Sob Bertrand's recommendation, suggests $25), this change has to be made by resolution. 5. Add fanguage clarifying why a time extension could be denied. Discussion continued regarding the Master Plan, construction done in phases,looking at all entities regarding Specific Use Permit requirements, building codes, court cases with vested rights statutes, meeting life safety and detention requirements, signage, landscaping and lighting, and time limits. Council was in agreement with #1- removal of time limits should be for all applicants, not just non-prafits. ._,_; Discussion was held regarding the proposed amendments to the Animal Control Ordinance. Acting Chief of Police Luke Loeser and Assistant to the Chief Bob Wieners addressed changes to the animal control ordinance regarding cows, horses, livestock, vaccinations, changes to animal at large, dangerous animals, vicious animals, time frame for hearing in Municipal Court, seizing of animals, quarantines, software for tracking purposes of annual fees, and definitions of dangerous and vicious animals. Discussion continued regarding repetitive offenses, moving an animal out of jurisdiction, warrants issued if owner doesn't comply or interferes with enforcement, registration of vicious animals, under sight and voice control, animals on leashes, fencing and owner accountability.
