AT FRIENDSWOOD GITY HALL COUNCfL CHAMBERS, 910 S. FRIENDSWOOD DRfVE, FRIENQSWOOD, TEXAS, WITH THE FOLLOWiNG PRESENT CONSTITUTiNG A QUORUM: MAYOR HAROLD L. WHITAKER COUNCILMEMBER KITTEN BRIZENDINE COUNCILMEMBER JERRY ERICSSON COUNCILMEMBER TRACY GOZA COUNCILMEMBER KIM BRIZENDINE (Arr. 7:25Pm) COUNCILMEMBER MEL MEASELES CITY ATTORNEY TODD STEWART CITY MANAGER RON COX CITY SE.CRETARY DELORlS MCKENZIE Councilmember Taylor and City Attorney Kim Mickelson were absent from the meeting Mayor Whitaker cal{ed the meeting to order. The Invocation was given by Pastar Charles Anderson from Friendswood United Methodist Church. Mayor Whitaker ied the P{edge of Allegiance to the U.nited States and to the State of Texas. Communications from Mayor and Councilmembers Councifinember Kitten Brizendine welcomed every to the meeting, and wished Mayor Whitaker a Happy Belated Birthday. Councilmember Ericsson reported on attending the Gaiveston County Mayors and Gounciis (GCM&C) meeting during which Ms. l"heo Biue, wife of Councilmember Blue expressed compliments on how Friendswood handled the flood, after hearing#he Mayor's report on how the city handled this emergency. Gouncilmember Ericsson also.reported on attending the Harris Gounty Flood Gontrol District Citizens Advisory Committee meeting regarding the flooci controi and the progress that has been made and stated there is a website (www.clearcreek�aroject,com) for input afthough not very many citizens are , logging in their support and urged everyone to do so, reported that Harris County Flood Control District has funds to help with buy out in Harris County, and stated the City will maintain the responsibility for the lots acquired from the buy out, suggested putting informatian in the "Welcome to the Council Meeting" flyers that the Council computers are not connected at the dais. Councilmember Goza welcomed everyone to the meeting, and stated that he wouid like to recognize the efforts of the Fourth of July Steering Committee for the wonderful job that they did and that this was a very exciting day. Councilmember Measeles reported on attending the GCM&C meeting and also heard what a great job Friendswood did in preparing in advance for a disaster, and stated one more area needs to be addressed in the County which is more information exchange, with City Manager Cox and Fire Marshal Terry Byrd taking charge of this at the County Emergency Operation Center meetings, and stated that regarding the NASA funding, he was please to report that 3/a of the funding has been put back in the NASA budget. ��---w,.._..___ ... _ 7/ 16/O1 1784 Mayor Wfiitaker reported on attending the same meetings, stated he echoed the comments of Councilmember Goza on the great job of the Fourth of July Steering Committee and that everyone had a great time. Communications from Public and Committees Ms. Faye Roberson, 422 W. Castle Harbour, appeared before Council to express concerns regarding the Millenium Group, development at Sunmeadow subdivision,the Chevron Handi•Plus Station, and flooding in the Sunmeadow Subdivision area. Mr. Nader Karjouy and Mrs. Fariba Karjour, 1610 Brill, appeared before Council to express their concerns regarding the proposed water tower to be focated behind fire station #3 on FM 528, the effect � on their property and area owners, asked for information on this proposal and stated he is opposed to the water tower. Dr. Ralph Morris with Galveston County Health District gave a presentation on Sunset Review and services provided. Dr. Morris' presentation included the Gaiveston County Health District (GCHD) Interlocal Agreement, an explanation of the Galveston County United Board of Health, core and contract services of GCHD including community health nursing, environmental and consumer health, pollution control, and public health laboratory, and contract cost to GCHD. Dr. Morris presented to Mayor, Council, City Manager and the City Secretary, a "Prescription" for a long and healthy life. Mayor Whitaker asked when wilf the Sunset Review be completed with Dr. Morris advising Judge Yarbrough wants the final report by mid-August. Councilmember Kim Brizendine arrived at this time. City Manager Cox reported on attending the Executive Committee of the National Conference of lnsurance Legislators at the invitation of State Representative Craig Eiland. This national organization consists of state legislators involved in insurance matters within their own state legislatures. Mr. Cox presented a copy of his testimony at the annual conference in Chicago relative to the flood that occurred in Friendswood and what was lear-ned as it relates to FEMA and the National Flood Insurance program. Mr. Cox also included in his report several corriments in an effort to be constructive and helpful to others who might face a flooding situation which were: encourage emergency preparedness and information; coordination between FEMA and Corps of Engineers and other federal and state agencies; payment of po{icy limits as a "total loss" when a structure is declared substantially damaged; a more aggressive buyout program; education of agents and adjusters; and education of realtors Councilrr�ember Ericsson stated his appreciation for all of the flood work and hopes that State Representative Craig Eiland can lielp us with the funding for the Corps of Engineer's program for Clear Creek. . Mayor Whitaker stated the County Judge made similar statements regarding the need with helping fund the Corp Project. Councilmember Kitten Brizendine congratulated the City Manager on representing Friendswood at the Executive Committee of the National Conference of Insurance Legisfators and stated he always represents Friendswood so well. X�`Councilmember Measeles moved to approve the acceptance of proposafs for design and construction engineering services with Klotz and Associates for an Elevated Storage Tank on City's Westside. Seconded by Councilmember Ericsson. The motion was approved unanimously. � 7/ 16/Ol 1785 RESOLUTIONS 'F*Councilmember Measeles moved to approve Resofution R2001-34, A Resolution of the City Council of the City of Friendswood, TeXas, providing for the adoption of Tax Abatement Guidelines for the C+ty and providing for consideration of Reinvestment Zones Seconded by Councilmember Ericsson. �*xCouncilmember Kitten Bri2endine moved to amend the caption af Resolution R2001-34 to read: A Resolution of the City Council of the City of Friendswood, Texas, providing for the adoption of the tax abatement guidelines for the City and providing for consideration of reinvestment zones for tax increment financing and tax abatement purposes. -- Secanded by Councilmembre Ericsson. The motion was approved unanimously. **The main motion as amended was approved unanimously. ORDINANCE5 *'�Counciimember Measeies moved to approve Ordi�ance Mo. T2001-17 -First reading of an Ordinance amending Appendix C of the Friendswood City Code, said Appendix C being City of Friendswood, Texas, Ordinance no. 84-15, as amended, originally adopted the 19t" day of November 1984, and being the Zoning Ordinance of the City, by changing the zoning cfassification of a certain 3.0322-acre tract of land fram Single-Family Residentia! (5FR)/SUP-Drainage District Office to Business Park (BP), such tract being situated in the George W. Patterso� Survey, Abstract No. 645, commonly known as 1301 W. Parkwood, and within the City Limits of the City; providing for the arr�endment of the City's official zoning map; repealing Ordinance No. 79-1, passed and approved the 19t" day of February 1979, and all other ordinances or parts of ordinances inconsistent or in conflict herewith; providing for severability; and providing a penalty in an amount not to exceed $2,000 for each day of violation of any provision hereof. Seconded by Councilmember Kim Brizendine. The motion was approved unanimously. -'�*Councilmember Kim Brizendine moved to approve Ordinance No. T2001-18 - First reading of an Ordinance amending Appendix C of the Friendswood City Code, said Appendix C bei�g City of Friendswood, Texas, Ordinance No. 84-15, as amended, originally adopted the 19t" day of November 1984, and being the Zoning Ordinance of the City, by changing the Zoning Classification of a certain 1.0356-acre tract of land from Multi-Family Residential-Medium (MFR-M)to Neighborhood Commercial (NC), said tract being situated in the Mary Sloan Survey, Abstract No. 184, Galveston County,Texas, and within the City; providing for the amendment of the official zoning map of the City; providing for severability; and providing a penalty of an amount not to exceed $2,000 for each day of violation of any provision hereof.(FM528-Chevron Handi-Plus) Seconded by Councilmember Goza. A. To date, 54 percent of the contract has been expended. B. Disposition of Bid No. 2001-08 for Sale of Surplus City Equipment and Bicycles. C. Approval of Resolution R2001-28, adopting Rules of Procedure for 2001-2002 for the City Councif Meetings. D. Discussion was held regarding reappointments, interviews, term limits, the selection process and the attendance policy. x*Councilmember Goza moved to tab{e Item F until the next workshop.
