Mayor Whitaker called the Special Meeting at the Library to order.
Discussion was held regarding the proposed FY2001-02 operating budget. Presentations were made by
Mayor Whitaker, City Manager Cox, Qirector of Administrative Services Roger Roecker, and Acting Chief
of Police Luke Loeser. Topics for discussion were the following. 1. Mobile Qata Computer Project -
Discussion included the impfementation of a time line, project goals, productivity and efficiency, safety
and service delivery, project turnkey costs, and no additional funding. 2. Vehicle Replace Process -
Discussion included the vehicle replacement plan, the impact of replacement plan — city vehicle
maintenance expense, impact of replacement plan— P.D. vehicle maintenance costs, 2001-02 fiscal year
vehicle replacements; how do we fund new vehicles, the Vehicle Replacement Fund: a third optiori,
funding projected without Vehicle Replacement Fund, funding projected with Vehicle Replacement Fund,
annual funding comparison, example ot vehicle with a 3-year life, costing $24,000, and a summary of
Vehicle Replacement Fund benefits. Employee Health Insurance— Discussion included proposa4s from
insurance providers and cost. Pay Plan/Salary Issues—Discussion included pay plan history, current pay
plan/salary issues, Workers Compensation Insurance, types of Workers Compensation claims, cost of
electricity, streetlights, property tax projection, Questions and comments followed.
A break was taken at this time and the meeting moved to Cit Hail Council Chambers
Council re-convened into Special Session at Gity Hall at 6:30 PM
Discussion was held regarding amendments to the Gity Council Rules of Procedures. Discussion included
time for public speakers to speak, creating a new category for speakers for Committees and special
reports, and contract representatives reporting to Council that will �ot have a time limit, and a regulation
calling for a specific procedure for taking items off the table that have been tables at an earlier meeting
of Council.
Discussion was held with the Community and Economic Development Commission regarding the
proposed tax abatement policy. Discussion included Resolutian R2001-30 providing for the adoption of
tax abatement guidelines for the City, the application process, guidelines and criteria for granting tax
abatement in a rei�vestment zone, business incentives for economic devefopment including Tax
Increment Financing and Tax Increment Reinvestment zones, and a comparison of tax abatement with
surrounding communities. It was the consensus of Mayor and Council to prepare a resofution regarcfing
the proposed tax abatement policy.
