MINUTES OF A REGULAR MEETING OF THE FRIENDSWOOD CITY COUNCIL TO BE HELD ON TUESDAY,
MAY 8, 2001 AT 6:30 P.M. AT FRIENDSWOOD CITY HALL COUNCIL CHAMBERS, 910 S. FRIENDSWOOD
DRIVE, FRIENDSWOOD, TEXAS WITH THE FOLLOWING PRESENT CONSTITUTING A QUORUM:

Mayor Whitaker called the meeting to order.
The Invocation was given by Pastor Jerry Duffer from First Baptist Church.
Boy Scout Troop 445, sponsored by Hope Lutheran Church, led the Pledge of Allegiance to the United
States and to the State of Texas.
Mayor Whitaker and Planning and Zoning Commissioner Mark Clark called a joint docketed public
hearing to order to receive comments, either oral or written, regarding the following request for a zone
change for 1.0356 acres of an 11.62 acre tract at the corner of Country Club Dr. and FM 528 from Multi-
Family Residential�Medium (MFR-M) to Neighborhood Commercial (NC). (Chevron Handi-Plus).
The applicant did not appear.
No one spoke in favor of this request.
Ms. Melanie Craig, 7 Dorado Drive, a 30•year resident of Friendswood, appeared before Council regarding
her concerns that the property was initially zoned as residentialltownhomes, and is concerned with the
increase of traffic if this property is zoned commercial.
Hearing no further comments, this portion of the joint public hearing was closed.
Mayor Whitaker and Planning and Zoning Commissioner Mark Clark called a joint docketed public
hearing to order to receive comments, either oral or written regarding the following zone change for 1211
Crawford, a three-acre tract of land from Single Family Residential (SFR)to Planned Unit Development
(PUD).
Applicant Mr. Danny Wright, who spoke on behalf of his brother Mr. Ed Wright, appeared before Council
and explained that the zone change was for building two homes on a tract of land behind where there is
an existing home, with an adjacent home on a 3-acre lot, stated the residential lot is 90x190x660, and
there wi11 be a driveway for a new home.
Mr. Ed Wright, owner of the property, appeared before Council and stated that he has been before the
Planning and Zoning Commission and the Zoning Board of Adjustment to try to build a family home at

the back of the lot , there will be two separate properties with a separate 40-foot easement in the event
' either brother sells, and stated he just wants to build a home.
No one spoke in favor or against the request.
Hearing no further comments, this portion of the joint docketed public hearing was closed.

ORDINANCES
**Councilmember Goza moved to approve Ordinance No. T2001-12, Second and Final reading of an
Ordinance amending Appendix C of the Friendswood City Code, said Appendix C being City of
Friendswood, Texas, Ordinance No. 84-15, as amended, originally adopted the 19th day of November
1984, and being the Zoning Ordinance of the City, by changing the zoning classification of a certain
0.4951 acre tract of land from Community Shopping Center (CSC) to Multi-Family Residential•High
Density (MFR-H); said tract being located in the Perry and Austin League, Abstract No. 20, Galveston
County, being located within the City at 101 Live Oak Street, and being described by metes and bounds;
providing for the amendment of the Official Zoning Map of the City; providing for severability; and
providing a penalty of an amount not to exceed $2,000 for each day of violation of any provision hereof.
Seconded by Councilmember Measeles.
**Councilmember Kitten Brizendine moved to table Ordinance No. T2001-02. '
Seconded by Councilmember Taylor. The motion was approved unanimously.
RESOLUTIONS
**Councilmember Kitten Brizendine moved to approve Resolution No. 2001-17, a Resolution of the City
Council of the City of Friendswood, Texas, amending Resolution No 2001-04, passed and approved the
19th day of February 2001, by striking the second paragraph and substituting therefore a new second
paragraph regarding the Child Abuse Investigator Grant.
Seconded by Councilmember Kim Brizendine. The motion was approved unanimously.
**Councilmember Ericsson moved to approve Resolution No. 2001-19, a Resolution of the City of
Friendswood, 7exas, declaring the unopposed candidates for Councilmember Positions Nos. 4 and 6,
elected; providing for severability; and repealing all resolutions or parts of resolutions inconsistent or in
conflict herewith.
Seconded by Councilmember Kitten Brizendine. The motion was approved unanimously.
Mayor Whitaker congratulated Councilmembers Kim Brizendine and Mel Measeles, and stated he is
looking forward to serving with them for the next three years.
Mayor Whitaker presented Certificates of Election to Councilmembers Kim Brizendine and Mel Measeles.
Justice of the Peace James Woltz administered the Oaths of Office for Position No. 4 • Councilmember
Kim Brizendine, and Position No. 6 - Councilmember Mel Measeles.

Councilmember Kim Brizendine stated that the first three years went by so fast and is looking forward to
• service another three years, and other than serving God, serving the public has been an honor and a
. pleasure, it has been an honor working with everyone, stated the City Secretary, the City Manager and
their staff are an exceptional bunch, he has been blessed with an excellent facilitator Mayor Whitaker,
stated this is a great City Council, and thanked everyone for the privilege of serving for another three
years.
Councilmember Measeles stated he appreciates what Councilmember Kim Brizendine said, appreciates
the last three years, the Council and staff are exceptional, a lot has been accomplished as a team, he is
here for what ever is needed of him, and thanked everyone for their support and is looking forward to the
next three years.
A motion was made and approved to adjourn at 7:00 PM.
