MINUTES �F A SPECIAL MEETING OF THE FRIENDSWOOD CITY COUNCIL THAT WAS HELD ON MARCH
22, 2001 AT 8:00 A.M. AT NASSAU BAY HILTpN AND MARINA, HARBOR ROOM, 3000 NASA ROAD ONE,
HOUS'�CN, TEXF�S, WITH THE FOLLOWiNG PRESENT CONSTiTUTING A QUORUM:

Mayor Pro Tem Kim Brizendine was absent from the meeting due to a death of a close friend of the
fami{y.
Mayor Whitaker called the meeting to order AT 8:30 AM.
Councilmember Kitten Brizendine moved to approve Resofution No. R2001-11, a Resolution of the City of
Friendswood, Texas, declaring the necessity for the holding of a Special Meeting (Planning Retreat) of
City Council on Thursday, March 22, 2001, at 8:00 a.m, at the Nassau Bay Hifton and Marina, Harbor
Room, 3000 NASA Road One, Houston, Texas, for the purpose of discussing planning for the City;
making certain findings; and ratifying and confirming the cal{ing of such Special Meeting.
Seconded by Councilmember Ericsson, The motion was approved unanimously.
Discussion regarding planning for the City of Friendswood with Mayor and Council, City Staff and
facilitator, Joe Gonzalez. Mayor Whitaker opened the discussion stating what to expect. City Manager
Cox presented an overview of last year and introduced facilitator Mr. Joe Gonzalez. Mr. Gonzalez led the
session on the accomplishments for the last five years including a cohesive Council, county relationship,
flex time, employee benefits, paperless agenda, citizen communication, water issues, looking ahead,
ownership, victory on animal control issues, and working through conflicts. Mr. Gonzalez recalled that
council has developed a very open relationship, has empowered staff, hold staff accountable, has shown
respect for each other, and has worked through conflicts.
Director of Community Services Jon Branson reviewed the Focus ends established last year and stated
there are seven Priority Focus Ends and eight Non-priority Focus EndS. The Priority Focus Ends are: 1.
Project Streamline: Revise and streamline the Permitted Use Tabie and the SUP process• Team Leader,
Mike Hodge; Project Master Plan: Review Comprehensive Plan and update Land Use Plan and tie in with
Vision 2020 and current needs-Team Leader, Mike Dominguez; 3. Project Sales Tax: Prepare two(4a
and 4b sales initiative proposals, define each and the impact and benefits of each-Team Leader, Karen
Capps; 4. Project Busi�ess Barrier: Determine why businesses decide not to locate in the city or locate
outside the city and collate the information - Team Leader, Karen Capps;,5. Project Flexible Work
Week: Review options and make recommendations for a Fiexible Work Week - Team Leader, Roger
Roecker; 6. Project Environmental Resources: identify people we can call on for assistance on
environmental issues - Team Leader, Terry Byrd; 7. Project Contract; Review and revise the FVFD
contract to update it and be consistent with protocol rules-Team Leader, Ronald E. Cox. Discussion
continued regarding the land use plan and expectations from the consultant, change Light Industrial to a

more palatable term, discussed Light Business, Business Park, and other zoning terms, Project sales tax,
Galveston County and the tax issue, a tax election, economic deve�opment, grant funds. Discussion
continued regarding Project FVFD Contract, and establishing a council committee to work with FVFD with
three members of Council to serve in an advisory/leadership role.
Discussion was held regarding the Non�Priority Focus Ends including Project Capital Improvements
Program, Project Revenue Sources, Project Smart Growth, Project Rezone, Project Land Available,
Project VJet/Dry, Project Parks and Project Communication.. A question and answer session followed
regarding the Vision Statement, economic development, strengths of Friendswood, community goals,
developing a tax base, dealing �vith negative public reaction, a goal of 80/20, comprehensive land use
goal, educating the community, Community and Economic Development Committee goals, outside
entities such as CLAEDF, Bay Area Transportation, Chamber of Commerce, Galveston County EDC, utility
companies, and Harris County, a future fee workshop, annual street program, CIP, public safety, the
Sportspark, the Lake Friendswood Resolution, Drainage Master Plan, and re-districting.
A motion was made and approved to adjourn at 2:10 PM.
