THE INVOGATION WAS GIVEN BY PASTOR DENNIS OWENS FROM NEW I.IFE ASSEMBLY GHURCH. GIRL SCOUT TROOP 615 LED THE PLEDGE OF ALLEGIANCE TO THE STATE OF TEXAS AND TO THE UNITED STATES. MAYOR WHITAKER AND CHAIR OF TNE PLANNING AND ZONING COMMISSION TOM BURKE CALLED A JOINT DOCKETED PUBLIC HEARING TO RECEIVE COMMENTS, EITHER ORAL OR WRITTEN, REGARDING THE REQUEST FOR A ZONE CLASSIFICATlON CHANGE FOR 11.16 ACRES LOCATED IN FRONT OF PROPOSED FRIENDSWOOD LAKES SUBDIVISION(FM528) FROM SINGLE FAMILY RESIDENTIAL(SFR) TO MULTIFAMILY•GARDEN HOME DISTRICT (M•GHD). , MR. MITCH MITCNELL, PRESIDENT OF ALTAIR DEVELOPMENT AND FRIENDSWOOD LAKES INC. APPEARED BEFORE COUNCIL AND PRESENTED AN OVERVIEW OF THE ENTIRE SUBDIVISION AND DISCUSSED GREEN BELTS, DRAINAGE, DETENTION, TREES, GATED ENTRANCE, SECURITY, EMERGENCY ACCESS, AND RECREATION RESERVES. NO SPOKE IN FAVOR OR AGAINST THE REQUEST. MAYOR WHITA`KER PRESENTED A PROC�AMATION TO GIRL SCOUT TROOPS 615 AND 393 IN RECOGNITION OF "GIRL SCOUT WEEK- MARCH 12•17, 2001". COUNGILMEMBER KITTEN BRIZENDINE REPORTED THAT THE FRIENDSWOOD HIGH SCHOOL DECATHLON TEAM DID TREMENDOUS THINGS, REPORTED ON ATTENDING THE 16T" ANNUAL LIGHTHOUSE COOKING TEAM FUNDRAISER THAT BEGAN IN 1984 AND 7HIS YEAR RAISED ALMOST $100,000, AND REMINDED EVERYONE OF THE MEETING TO BE HELD MARCH 15T" BY THE GALVESTON COUNTY DISTRICT CORP OF ENG{NEERS AT FRIENDSWOOD HIGH SCHOOL REGARDING THE CLEAR CREEK PROJECT, AND ALSO REMINDED EVERYONE OF THE SENIOR CITIZEN SPAGHETTI LUNCHEON THAT WILL BE HELD AT THE ACTIVITY BUILDING ON MARCH 15T" 3 / 5/O1 1732 COUNCILMEMBER ERICSSON REPORTED ON ATTENDING THE CITIZENS COMMITTEE HEARING LAST WEEK REGARDING THE CLEAR CREEK PROJECT AND STATED THAT THE PURPOSE OF THAT MEETING WAS TO SET UP A DATE FOR THE UPCOMING MEETING, STATED THAT THERE IS RE-EVALUATION BEING DONE REGARDING THE PROJECT, STATED THAT THERE WILL BE A PUBLIC HEARING HELD ON MARCH 15T"AT THE FRIENDSWOOD HIGH SCHOOL WITH AN OPEN HOUSE HELD FROM 5:00 TO 6:45 P.M. TO RECEIVE COMMENTS FROM THE PUBLIC, AND STATED HE WOULD ENCOURAGE EVERYONE TO ATTEND. COUNCILMEMBER GOZA REPORTED ON ATTENDING THE MONTHLY FRIENDSWOOD BUILDERS FORUM, AND STATED THAT THIS WAS THE SECOND MEETING AND FEELS THE MEETINGS ARE GOING � WELL AND ARE POSITIVE. COUNCILMEMBER KIM BRIZENDINE REPORTED ON ATTENDING THE LIBRARY ANNUAL PLANNING RETREAT ALL DAY SATURDAY, STATED THAT THERE WAS GOOD ATTENDANCE, GOOD PLANNING AND INPUT AND THAT THE LIBRARY WAS KEEPING UP TO DATE ON THE CUTTING EDGE FOR FUNDING, REPORTED THAT FRIENDSWOOD HIGH SCHOOL'S ACADEMIC DECATHLON TEAM, MADE UP OF A, B, AND C STUDENTS, HAS BEEN PREPARING THE LAST 8 TO 10 MONTHS IN DIFFERENT MEDIUMS FOR COMPETITION AGAINST THE SAME SIZE SCHOOLS, AND WON THE LAST 8 YEARS. THIS YEAR'S TEAM WON THE STATE COMPETITION AND WILL GO ON TO THE NATIONALS WHICH WILL BE HELD IN ANCHORAGE, ARE LOOKING FOR FUNDING, STATED THAT IT TAKES ABOUT $29,000 FOR THE STUDENTS AND THAT THE TEAM IS HALF-WAY THERE WITH THE FUNDING, AND ANNOUNCED THAT HIS DAUGHTER RACHEL, WHO IS A SENIOR, IS ON THE TEAM AND RECOGNIZED A LARGE GROUP OF BOY SCOUTS FROM TROOP 452 ATTENDING THE MEETING WORKING ON THEIR COMMUNICATIONS BADGE. COUNCILMEMBER TAYLOR STATED THAT IT IS COMMENDABLE THAT THE DECATHLON TEAM HAS WON EIGHT TIMES IN A ROW, THIS IS A GREAT GROUP OF DEDICATED STUDENTS, AND THE VOLUNTEER COACHES DID A SUPER JOB, COMMENDED THE BOY SCOUTS FOR ATTENDING THE MEETING AND WORKING ON THEIR COMMUNICATION BADGE, AND ANNOUNCED THAT HE WILL BE ATTENDING REGION H 15 COUNTY PLANNING MEETING TOMORROW IN CONROE. COUNCILMEMBER MEASELES REPORTED THE COMMUNITY APPEARANCE BOARD (CAB) WI�L BE HAVING THEIR SPRING SPARKLE PROJECT ON APRIL 21STAND STATED THATTHIS IS AN EXCELLENT TIME TO TAKE ADVANTAGE OF THE OPPORTUNITY TO LET THE CITY SPARKLE, STATED THAT CAB IS � WORKING ON A MAINSTREET GRANT PROGRAM TO CLEAN UP MAINSTREET, CAB WILL GIVE UP TO � $500 MATCHING GRANT FOR PARTICIPANTS, ATTENDED THE TEXAS MUNICIPAL LEAGUE - TMRS BUSH CONFERENCE, ON PENSIONS AND DECLINING ECONOMY. , MAYOR WHITAKER REPORTED ON ATTENDING SOME OF THE SAME MEETINGS MENTIONED, AND SENT HIS BEST WISHES TO THE DECATHLON TEAM AND STATED THE CITY WILL HONOR THE TEAM WHETHER THEY GO ON TO THE NATIONALS OR NOT. MS. CONNIE`ELSTON, EXECUTIVE DIRECTOR OF THE BAY AREA TRANSPORTATION PARTNERSHIP (BATP), APPEARED BEFORE COUNCIL AND PRESENTED AN OVERVIEW OF THE ANNUAL REPORT, THE LONG-RANGE MOBILITY PLAN, A MAP WITH ALL TRANSPORTATION PLANS, ROAD PROJECTS, TRANSPORTATION ENHANCEMENT FUNDS FOR NASA ROAD 1, THE WEBSTER TASK FORCE, AND THE REGIONAL COMMUTE PROGRAMS. MR. JOHN MARTINEC, CHAIRMAN OF THE BOARD FOR BATP, APPEARED BEFORE COUNCIL REGARDING THE BAY TRAN CIRCULATOR, THE TRANSIT SYSTEM, SCHEDULED ROUTES, COST OF THE BOARDING FEES, AND REPORTED THE HOUSTON-GALVESTON AREA COUNCIL BOARD APPROVED ENHANCEMENT FUNDS TOTALING APPROXIMATELY $340,000.00 WHICH WILLALLOW 2 ADDITIONAL 18-PASSENGER VANS TO THE EXISTING SERVICE. 1733 3 / 5 /O1 MR. NORBERT HERZ�G, 2008 SCHULTE LANE, REPRESENTING ABOUT 400 CITIZENS, APPEARED BEFORE COUNCIL REGARDING THE 219 ACRES OFF FM 528 AND ASKED COUNCIL TO CONSIDER THE OPTIONS TO MOVE THE REZONING BACK TO THE HOUSTON LIGHT AND POWER (HLP) EASEMENT, STATED HE UNDERS7ANDS THE FINANCIAL CONSTRAINTS OF THE CITY AND THE CITY'S GOAL, STATED HIS GROUP HAS A REPRESENTATIVE WORKING ON THE PERMITTED USE TABLE COMMITTEE, ASKED FOR ADDITIONAL SET BACK, ASKED FOR MORE BUFFER, MORE BUSINESS PARK, AND STATED THE GROUP WOULD LOVE TO WORK WITH THE CITY AND ASKED AGAIN TO RE-CONSIDER AND LET A PLAN SE DEVELOPED. MS. BARBARA HOPPER, 155 1MPERIAL DRIVE, APPEARED BEFORE COUNCIL REGARDING THE CIEAR CREEK FLOOD CONTROL PROJECT AND THE MEETING TO BE HELD AT FRIENDSWOOD HIGH SCHOOL ON MARCH 15T"AND STATED THAT SHE HAS BEEN TOLD THAT THE CLEAR CREEK PROJECT IS NOW A CLEAN SHEET OF PAPER AND PREDIC7S IT WILL STAY THIS WAY, AND THAT IF RESIDENTS WANT �RIENDSWOOD TO BE A RETENTION AREA, TNE ONLY WAY FRIENDSWOOD CAN BE SAVES FROM DISASTER lS TO BE CHANNELIZED AND URGED EVERYQNE TO SHOW UP AT THE MEETING, STATED THE GROUP EXPECTS A L�T FROM ELECTED OFFICIALS, STATED THE ENVIRONMENTALISTS ARE A ZEALOUS GROUP AfVD, WILL TAKE UP ALL OF THE SPEAKING T{ME, CITIZENS NEED TO BE THEftE EARLY IN ORDER TO TALK, AND IF THERE IS NO CHANGE, THERE IS GOING TO BE A DISASTER IN FRIENDSWOOD. CITY MANAGER COX REPORTED THAT HE AND ROGER ROECKER, DIRECTOR OF ADMINISTRATIVE SERVICES HAVE BEEN MEETING WITH REPRESENTATIVES OF OTHER CITIES REGARDING THE RECENT OPPORTUNITIES FOR THE CITY TO PARTICIPATE IN THE AGGREGATION OF E�ECTRICA� LOAD. THIS EFFORT IS IN PROCESS BECAUSE OF THE DEREGULATION OF ELECTRICITY. MR. COX EXPLAINED THAT IN THE DEREGULATION LEGISLATION, CITIES AND OTHER POLITICAL SUBDIVISIONS ARE AUTHORIZED TO WORK TOGETHER TO AGGREGATE TNEIR ELECTRIC LOAD IN ORDER TO WORK TOWARD *xCOUNCILMEMBER KIM BRIZENDINE MOVEO TO APPROVE A LETTER OF INTENT AUTHORIZING GULF COAST WASTE DISPOSAL AUTHORITY TO ISSUE REVENUE BONDS FOR THE IMPROVEMENTS TO THE BLACKHAWK WASTEWATER TREATMENT PLANT WITH IMPROVEMENTS NOT TO EXCEED $2,000,000.00.
