EXAMPLE. TARA HAS BEEN WITH THE CITY SINCE 1988, AND IS AN ACCOUNTANT IN THE
ADMINlSTRATIVE SERVICES DEPARTMENT.

CONSECUTIVE YEARS FOR THE CITY'S COMPREHENSIVE ANNUAL FINANCIAL REPORT. DIRECTOR
ROGER ROECKER ACCEPTED THE AWARD ON BEHALF OF THE DEPARTMENT AND INTRODUCED KEY
STAFF MEMBERS. MR. COX ALSO RECOGNIZED MR. ROECKER CERTIFICATION AS A "CERTIFIED

THERE HAD BEEN AN ERROR WHICH WAS FOUND BY STAFF.
DR. LARRY SMITH, A RESIDENT OF SUN MEADOW SUBDIVISION, APPEARED BEFORE COUNCIL TO
EXPRESS HIS CONCERNS REGARDING THE UNFAIRNESS TO RESIDENTIAL PROPERTY OWNERS TO
CHANGE THE ZONING FROM RESIDENTIAL TO COMMERCIAL, POTENTIAL CONFLICT OF INTEREST FOR
THE PLANNING AND ZONING CNAIR.
MS. VICKIE SHULTS, TAMPA STREET IN THE BOCA RATON SUBDIVISION,APPEAR�D BEFORE COUNCIL
TO EXPRESS CONCERNS REGARDING THIS REZONlNG, PROPERTY VA�UES, AND SAFETY HAZARDS. �
MR. ROBERT COSTA, 2706 TAMPA STREET, BOCA RATON SUBDIVISION,APPEARED BEFORE COUNCIL � y
AND EXPRESSED HIS OPPOSITION TO THE REZONING AND STATED HIS CONCERNS WERE THAT THE
AREA WOULD BECOME A "SKID ROW" AND STATED THAT THERE ARE ALREADY PLENTY OF CAR
REPAIR SHOPS AND GAS S7ATIONS IN FRIENDSWOOD, AND STATED HE WOULD EXPECT 80ARD
MEMBERS TO EXCUSE THEMSELVES FROM THIS ISSUE IF THEY FELT THAT 7HERE WAS A CONFLICT
OF INTEREST REGARDING THIS REZONING.
MR. RICHARD JACKSON, 453 E. CASTLE HARBOUR, SUN MEADOW SUBDIVISION, APPEARED BEFORE
COUNCfL TO EXPRESS H1S CONCERNS REGARDIMG THE PLANNING AND ZONING COMMISSION AND
COUNCIL ALLOWING CERTAIN CLOSED BUSINESSES TO ALLOW SELLING FURNITURE IN THE OPEN,
STATED THIS WAS A BLIGHT ON THE COMMUNITY, EXPRESSED HIS CONCERNS REGARDING THE
ENTRY TO THE SUN MEADOW SUBDIVISION, AND REQUESTED COUNCIL 70 KEEP TH4S 7YPE OF
BUSINESS FROM GOING IN TO THE SUBDIVISION.
MRS. NELL SMfTH, RESID(NG AT THE CORNER OF SUNMEADOW DRIVE AND EAST CASTI�HAf2B0UR,
APPEARED BEFORE COUNCIL TO EXPRESS HER CONCERNS AND STATED SHE HAS LOVED LIVING IN
THIS AREA FOR THE PAS7 21 YEARS AND HOPED COUNCIL CAN KEEP THiS BUSiNESS OUT OF THE
AREA.
MR. JOE CANNING, VICE PRESIDENT OF THE SUN MEADOW SUBDIVISION HOMEOWNERS
ASSOCIATION, APPEARED 6EFORE COUNCIL AND STATED THIS PROPOSED ESTABLISHMENT HAS
BEEN A THORN FOR THE 11�ST EIGHT MONTHS, THE PROPERTY HAS BEEN FOR SAI.E FOR THE LAST
TWO YEARS, THEY CANNOT KEEP UP THE PROPERTY, AND THEY SHOULD NOT BE ALLOWED TO f ,

DISCUSSION WAS HELD REGARDING THE ZONING MAP, PRELIMINARY PLANNING,CLARIFICATION OF -
LOCATION, THE OWNERS OF THE GOLF COURSE, LITIGATION, DRAINAGE, CONFLICT OF INTEREST,
ON-SITE DETENTION, AND PURGHASE OF PROPERTY BY STEWART TITLE. .
MS. FAY ROBERTSON, 422 W. CASTLE HARSOUR, SUN MEADOW SUBDIVISION, APPEARED BEFORE
COUNCIL AND STATED HER PROPERTY IS ADJACENT TO ANOTHER FILLING STATION, STATED
ANOTHER IS NOT NEEDED IN THIS AREA AND EXPRESSED CONCERNS REGARDING TRASH, DRAINAGE,
AND FLOODING,AND WOULD OPPOSE ANYTHING THE GOLF COURSE OWNERS PROPOSED BECAUSE
THEY DO NOT TAKE CARE OF THEIR PROPERTIES.

COUNCILMEMBER GOZA REPORTED ON ATTENDING THE ANNUAL EMPLOYEE SAFETY AWARD
LUNCHEON DURING WHICH 140 CITY EMPLOYEES WERE PRESENTED AWARDS FOR A YEAR WITHOUT
ACCIDENTS AND CONGRATULATED THE EMPLOYEES, ATTENDED THE CLAEDF ANNUAL BANQUET,
AND REPORTED THAT THE COMMUNITY DEVELOPMENT DEPARTMENT HELD A
BUILDERS/CONTRACTORS MEETING AND MET WITH GROUPS AFTER THE MEETING AND REPORTED
THAT THE MEETING WENT VERY WELL AND TH1S IS A VERY IMPORTANT AND POSITIVE STEP IN
DEALING WITH THE BUILDERS AND CONTRACTORS IN FRIENDSWOOD.
COUNCILMEMBER ERICSSON REPORTED ON ATTENDING MANY OF THE SAME MEETINGS, REPORTED
THAT THE DURII�IG CLAEDF ANNUAL BANQUET,THE CITY OF HOUSTON MAYOR LEE BROWN, SENATOR
TOM D�LAY, CONGRESSMAN NICK LAMPSON, AND SENATOR BILL RATLIFF WERE HONORED,
ATTENOED THE CLEAR LAKE AREA COUNCIL OF CITIES MEETING DURING WHICH GOALS WERE
DISCUSSED, REPORTED THAT TRAFFIC CONGESTION IS THE#1 PROBLEM, REPORTED THAT TRACY
GOZA IS THE N�W REPRESENTATIVE TO BAY AREA TRANSPORATION THAT WILL WORK ON THIS
PROBLEM, REPORTED THAT HOUSTON/GALVESTON AREA COUNCIL (H/GAC) AND THE CITY OF
PEARLAND BELIEVE THAT BAY AREA TRANSPORTATION BUDGETARY REQUESTS SEEM EXCESSIVE,
AND MINI•BUSES ARE NOT THE ANSWER.
COUNCILMEMBER KITTEN BRIZENDINE REPORTED ON ATTENDING THE SAFETY LUNCHEON, THE
CLAEDF ANNUAL.BANQUET, COMMENDED THE STAFF ON GRANTS, COMNIENDED TERRY BYRD FOR
HIS EFFORTS, AND REPORTED THAT CITY SECRETARY MCKENZIE CELEBRATED 17 YEARS WITH THE
CITY OF FRIENOSWOOD AND APPRECIATES HER REPRESENTATION OF THE CITY OF FRIENDSWOOD

DESOTO ARE UNOER CONSTRUCTION. THE CONTRACT BEGAN ON NOVEMBER 14T" AND IS � �
SCHEDULED FOR 62 WORKING DAYS.ALTHOUGH APPROVED,THE SIGNAL TO BE LOCATED AT MOORE

MERGE LANE FOR WESTBOUND TRAFFIC AT THE INTER5ECTION OF FM 2351 AND 518. THE
CONTRACT HAS BEEN AUTHORIZED, BUT THE NOTICE TO PROCEED HAD NOT BEEN ISSU�D AS OF
THE DATE OF THE WRITING OF THIS REPORT. THIS WILL EXTEND A MERGE LANE ON FM 2351
TOWARD KROGER'S SHOPPING CENTER. ITS CONSTRUCTION WILL FINALLY ALLOW TRAFFIC TO

MR. COX ALSO REPORTED ON THE RETIREMENT OF POLICE CHIEF JARED STOUT EFFECTIVEAPRIL 11,
2001. CHIEF STOUT HAS SPENT 30 YEAftS IN LAW ENFORCEME(VT AND HAS WORKED DfLIGENTLY
OVER THE ALMOST 12 YEARS OF SERVICE TO FRIENDSWOOD AND THE POLICE DEPAR7MENT. CHIEF
STOUT HAS �ED THE DEPARTMENT tNTQ A MORE 7RAINED THE TECHNOLOGICALLY PREPARED
STATUS, AND HAS PROVIDED A LEADERSHIP IN DIRECTION AND GOALS FOR THE FUTURE. HE HAS

, DEPARTMEN7S TO SET OVERALL GOALS FOR THE ADMINISTRATION OF THIS CITY. CHIEF STOUT AND
HIS WIFE ALLISON HAVE INDICATED A DESIRE TO MOVE CLOSER TO THEIR SONS, DAUGHTERS-IN-
LAW AND TWO GRANDCHILDREN IN THE DENVER, COLORADO AREA. MR. COX STATED THAT WE
. APPRECIATE A�L THE WORK THAT CHIEF STOUT HAS OONE FOR US AND W{SH HIM WELL IN THE
FUTURE.
CHIEF STOUT GAVE A STATEMENT THAT BACK IN 1988, AFTER VISITING IN THE CITY FOR FOUR QAYS,
MADE THIS DECISION TO APPLY FOR THIS POSITION AND HAS NOT REGRETTED HIS DECISION. CHIEF
STOUT STATED HE WILL BE 65 IN DECEMBER, AND WAS NOT SPENDING ENOUGH TIME WITH HIS
CHILDREN AND HE AND HIS WIFE ALLISON ARE PLANNING TO BE RESIDENTS OF COLORADO, BUT
WlLL ALWAYS REMAIN NATIVE TEXANS, MADE HIS WAY IN LAW ENFORCEMENT AND NEVER
REGRETTED HIS CAREER CHOICE, WISHED THE CITY GOD SPEED WITH THE BUILDOUT AND THANKED
EVERYONE FOR THEIR SUPPORT AND THE OPPORTUNITY PROVIDED.

THE WHITE PAPER THAT CHIEF STOUT PREPARED WORKING ON BUILDOUT AND THE FUTURE, THE
PREPARATION OF CURRENT POPULATION PROJECTIONS, BUILDING OUT WITH VISION 2020, AND
STATED IT WAS ALWAYS A PUZZLEMENT AS TO THE INVOLVEMENT OF THE POLICE CHIEF IN THIS
PLANNING WITH HIS WIDE RANGE OF TALENTS.
COUNCILMEMBER GOZA THANKED THE CHIEF FOR ALL THAT HE DID.
CITY MANAGER COX STATEp THAT THE CITY IS WORKING ON THE REPLACEMENT PROCESS,WILL DO
AN EXTENSIVE SEARCH, WILL BE ACCEPTING APPLICATIONS, WORKING WITH A PROFESSIONAL
CONSUL.TANT FOR A GOOD PROFESSIONAL PROSPECT TO BRING TO COUNCIL.

POSITlON FOR THE CITY.

PERSON TO MAKE OR ALLOW UNREASONABLE NOISES WITHIN THE CITY LIMITS; PROVIDING A
PENALTY OF AN AMOUNT NOT TO EXCEED $500.00 FOR EACH OCCURRENCE OF VIOLATION; AND
PROVIDING FOR SEVERABILITY WITH AMENDMENTS TO THE FO�LOWING SECTIONS: SEC. 54.40
