NOTICE IS HEREBY GIVEN OF A REGULAR MEETING OF THE FRIENDSWOOD CITY COUNCIL TO BE
HELD ON MONDAY, JANUARY 22, 2001 A7 6:00 P.M. AT FRIENDSWOOD CITY HALL COUNCIL
CHAMBERS, 910 S. FRIENDSWOOD DRIVE, FRIENDSWOOD, TEXAS, WITH THE FOLLOWING PRESENT
CONSTITUTING A QUORUM:

MEETING.
MAYOR WHITAKER AND THE COUNCILMEMBERS CONVENED INTO A WORK SESSION ON THE USE OF
THE LAPTOP COMPUTERS.
MAYOR WHITAKER CALLED THE REGULAR MEETING TO ORDER AT 7:00 P.M.
THE INVOCATION WAS GIVEN BY PASTOR RALPH HOBRATSCHK FROM HOPE LUTHERAN CHURCH.
MAYOR WHfTAKER LED THE PLEDGE OF ALLEGIANCE TO THE STATE OF TEXAS AND TO THE UNITED
STATES.
COMMUNICATIONS FROM MAYOR AND COUNCILMEMBERS -
COUNCILMEMBER MEASELES REPORTED THAT THE PLANNING AND ZONING COMMISSION DID NOT ,
MEET LAST THURSDAY BECAUSE THERE WAS NO QUORUM AND RESCHEDULED THE MEETING TO
THIS THURSDAY, REPORTED ON ATTENDING 7HE CHAMBER BANQUET AND STATED THE CHAMBER
DID AN EXCELLENT JOB, ATTENDED THE PRAYER BREAKFAST, REPORTED THAT SATURDAY WAS THE
ANNUAL COMMUNITY APPEARANCE BOARD (CAB) "TREE-GIVE-AWAY" AND THERE ARE STILL SOME
TREES LEFT AND IF ANYONE WISHES TO HAVE A TREE, CONTACT ONE OF TNE MEMBERS OF THE CAB.
COUNCILMEMBER TAYLOR REPOR7ED ON ATTENDING THE CHAMBER'S 37T"ANNUAL BANQUET THAT
WAS WELL•ATTENDED, AND REPORTED ON PARTICIPATING IN THE FRIENDSWOOD LITTLE LEAGUE
TRY•OUTS ON SATURDAY.
COUNCILMEMBER GOZA REPORTED ON ATTENDING THE HARRIS COUNTY MAYORS AND
COUNCILMEMBERS ASSOCIATION MEETING. AND ALSO A7TENDING THE PRAYER BREAKFAST LAST
SATURDAY.
COUNCILMEMBER ERICSSON REPORTED ON ATTENDING THE COMMUNITY AND ECONOMfC
DEVELOPMENT COMMITTEE MEETING, THE GALVESTON COUNTY MAYORS AND COUNCILMEMBERS

MEETING, THE HARRIS COUNTY MAYORS AND COUNCILMEMBER MEETING, THE CHAMBER BANQUET,
THE CLEAR CREEK CORPS OF ENGINEERS MEETING WITH THE MAYOR, CITY MANAGER COX AND
DIRECTOR OF COMMUNITY DEVELOPMENT MIKE HODGE REGARDING THE CLEAR CREEK PROJECT
DURING WHICH DISCUSSION WAS HELD REGARDING HOUSES IN THE FLOOD PLAIN,THE NUMBER OF
NON-STRUCTURAL REMEDIES INCLUDING BUY OUT AND ELEVATION,AND REPORTED THAT A PUBLIC
HEARING WILL BE HELD MARCH 15T"AT THE FRIENDSWOOD HIGH SCHOOL BUT ALSO STATED THE
DATE MAY CHANGE.
COUNCILMEMBER KiTTEN BftIZENDINE REPORTED ON ATTENDfNG THE GALVESTON COUNTY MAYORS
AND COUNCILMEMBERS MEETING THAT WAS HOSTED BY THE CITY OF FRIENDSWOOD AT CITY HALL
AND COMMENDED CITY SECRETARY DELORIS MCKENZIE AND STAFF FOR THE FINE JOB THEY DID � �.

WORKS DEPARTMENT, REPORTED GALVESTON COUNTY COMMISSIONER'S COURT APPOINTED CITY
SECRETARY MCKENZIE TO THE GALVESTON COUNTY ELECTION TASK FORCE, AND REMINDED
EVERYONE OF DICK DAUGIRD'S LIGHTHOUSE FUND RAISER WHICH WILL BE HELD MARCH 3RD AT
MARY QUEEN CHURCH.
MAYOR WHITAKER REPORTED THAT MAYOR PRO TEM KIM BRIZENDINE WAS OUT OF TOWN, AND
REPORTED THAT COUNCILMEMBER KIM BRIZENDINE HAS BEEN APPOINTED TO THE GALVESTON
COUNTY HEALTH DISTRICT SUNSET COMMITTEE WITH COUNCILMEMBER MEASELES SERVING AS AN
ALTERNATE AND REPORTED ATTENDING MANY OF THE SAME MEETfNGS MENTIONED. �
COMMUNICATIONS FROM THE PUBLIC AND COMMITTEES
MR. BILL FINGER, REPRESENTING THE MAINSTREET TASK FORCE, APPEARED BEFORE COUNCIL TO
PRESENT AN UPDATE AND OUTLINED THE AREA OF RESPONSIBILiTY AND GOALS, DISCUSSED RE-
DEVELOPMENT, MIXED USE, MULTI-STORIES, MULTI FUNCTIONAL BUILDINGS, REPORTED A
WORKSHOP WAS HELD WITH DOWNTOWN ORGANIZATIONS, REPORTED THE DOWNTOWN AREA IS A
MAJOR CHALLENGE BECAUSE OF THE VARIED PROPERTY SIZES, REPORTED ON A 5-STEP PROCESS,
REPORTED ON VISITING THE CONROE DOWNTOWN RE-DEVELOPMENT THAT IS GOING ON AND
STATED THE DIFFERENCE WITH THIS RE-DEVELOPMENT IS THA7 CONROE IS THE COUNTY SEAT AND
THE DOWNTOWN AREA IS ALREADY DEFINED, AND DISCUSSED THE MARKET RESEARCH ACTIVITY
SURVEY, DATA GATHERING, RANDOM MAIL OUT, RETURN RATE, FOCUS GROUPS, AND REPORTED
THAT THE RESULTS OF 7HE SURVEY SHOULD BE AVAILABLE IN LATE MARCH AND A PLAN WfLL BE 4� �

DR. NORBERT HERZOG, 2008 SHULTE LANE, APPEARED BEFORE COUNCIL IN OPPOSITION
REGARDING THE REZONING� OF FM 528, AND STATED HE APPRECIATES THE EFFORTS AND
COURTESIES EXTENDED, BUT STILL HAS GREAT CONCERNS, DISCUSSED VISION 2020 REGARDING
THIS AREA BEING REZONED BUSINESS PARK, CONCERNED WITH THE PROPOSED LIGHT INDUSTRIAL
ZONING AND THE NEGA7IVE IMPACT ON THE SURROUNDING PROPERTY, STATED THE DATA DOES
NOT SUPPORT THE HYPOTHESIS, ASKED COUNCIL TO USE LOGIC AND COMMON SENSE AND ASKED
THAT THE PROPOSAL BE SENT BACK TO PLANNING AND ZONING FOR FURTHER CONSIDERATION.
MR. JOE HA�E, 22 EL DORADO, APPEARED BEFORE COUNCIL TO EXPRESS HIS CONCERNS
REGARDING THE REZONING ON FM 528 AND STATED THIS HAS BEEN A RURAL AREA AND FOR THE
LASS 10 YEARS, STATED THAT A GOOD JOB HAS BEEN DONE CONTROLLING GROWTH TO THIS AREA,
BUT STATED WHERE VISION 2020 OUTLINED WHERE LIGHT INDUSTRIAL IS TO BE BUILT NEEDS TO
BE FLEXIBLE, THE AREA IS GROWING AND DEVELOPING, AND STILL HAS SOME NEEDS, URGED
COUNCIL TO LOOK AT AREA CITIES AND THEIR MlSTAKES, WANTS THIS TO BE A WlN WlN FOR THE
RESIDENTS AND THE CITY.

MR. JOE DESONIS, 418 OAK VISTA, APPEARED SEFORE COUNC{L AND THANKED THE MAYOR AND
COUNCILMEMBER FOR THE SIDEWA�KS IN FRONT OF THE BROWN HOUSE AND STATED THIS WAS A
VERY FAST JOB, GREATLY APPRECIATES THE WORK ANQ THE SIDEWALKS WERE NEEDED TO
CONTINUE IN THE DOWNTOWN AREA ON THE WEST SIDE OF MAIN STf�EET. MR. DEBONIS PROPOSED
TO PROVIDE A NEW YORK HOT DOG PARTY FOR CITY EMPLOYEES AND CONGRATULATED
COUNCILMEMBER GOZA ON HIS ELECTION AND STATED HE WILL SUPPORT HIM AS LONG AS HE
VOTES NO ON DRY CLEANERS.
CITY MANAGER COX REPORTED ON THE TEST QF THE FIRST GALL EMERGENCY NOTIFICATION�
SYSTEM AND DISCUSSED THE REPORT GENERATED AFTER THE TEST WAS CONDUCTED. FIRE
MARSHAL TERRY BYRD SENT A TEST MESSAGE TO ALL SCHOOL CAMPUSES, NURSING HOMES AND
RETIREMENT HOME FACILITIES IN THE C17Y. IN ADDITION, THE TEST MESSAGE WENT TO THE
SYSTEM'S "YELLOW"ZONE WHICH IS THE AREA EITHER SIDE OF CLEAR CREEK THROUGH THE ENTIRE
CiTY. IN A SPAN OF 14 MINUTES, 859 CALLS WERE MADE, AND 40 PERCENT RESPONDED BY
PRESSING "1" ON THE PHONE TO ACKNOWLEDGE THE MESSAGE WAS RECEIVED. MR. COX
REPORTED TNAT THIS WAS A GOOD RESPONSE FOR A TEST,A FEW ADJUSTMENTS STILL NEED TO BE
MADE, BUT THE SYSTEM WORKS VERY WELL.
MAYOR WHITAKER STATED THAT NO ONE SY5TEM IS SUFFICIENT AND THAT IS WHY THREE SYSTEMS,
SIRENS, FIRST CALL, AND 1650 AM RADIO, HAVE BEEN IMPLEMENTED.
COUNCILMEMBER ERICSSON STATED ACTUALLY THERE ARE FOUR SYSTEMS - THE ADDiTIONAL �
MUSTANG CHANNEL.
COUNCILMEMBER MEASELES DISCUSSED THAT CALLER I.D. SHOWS UP "UNKNOWN" FOR THESE
CALLS. CITY MANAGER COX RESPONDED THAT THEY ARE LOOKING INTO HOW TO HAVE AN
EMERGENCY ALERT OR SOMETNING OTHER THAN "UNKNOWN".

HEALTH DISTRICT FOR WATER POLLUTION CONTROL AND ABA7EMEfVT SERVICES.
