MINUTES OF A SPECIAL MEETING OF THE FRIENDSWOOD CITY COUNCIL THAT WAS HELD ON
JANUARY 15, 2001 AT 6:30 P.M. AT FRIENDSWOOD CITY HALL, 910 S. FRIENDSWOOD DRIVE,
FRIENDSWOOD, TEXAS, WITH THE FOLLOWING PRESENT CONSTITUTING A QUORUM:

MAYOR WHITAKER CALLED THE MEETING TO ORDER. �
DI�CUSSION WAS HELD REGARDING THE GROUNDWATER REDUCTION PLAN (GRP) WITH KLOTZ &
ASSOCIATES REPRESENTATIVES MR. JIM KELLER AND MS. CATHERINE MEARS. MR. KELLER
PRESENTED THE FINANCIAL SIDE OF THE PICTURE. DISCUSSION CONTINUED REGARDING THE
BUILD OUT POPULATION PROJECTIONS, HISTORIC WATER USE, DESIGN RATES INCLUDING PER
CAPITA DEMAND, MAXIMUM DAY DEMAND, MAXIMUM HOUR DEMAND, FUTURE DEMAND, GRP
REQUIRED IMPROVEMENTS WHICH INCLUDED PHASE I —BEAMER ROAD PUMP STA710N AND TRUNK
WATER MAIN, AND PHASE II—PURCHASE OF ADDITIONAL SURFACE WATER CAPACITY FROM THE CITY
OF HOUSTON AND THE BEAMER ROAD PUMP STATION, OTHER WATER SYSTEM IMPROVEMENTS,
CONSTRUCTION CASH FLOW AND FUTURE WATER BOND REQUIREMENTS, AND UNIFORM RATE
SCHEDULE RECOMMENDATIONS TO ENCOURAGE WATER CONSERVATION. DISCUSSION CONTINUED
REGARDING THE PLAN, WATER RATES, BUILD OUT, AND ELEVATED WATER STORAGE SITE AT
SUNMEADOW
DISCUSSION WAS HELD REGARDING THE PROPOSED NOISE ORDINANCE. CHIEF OF POLICE JARED
STOUT PRESENTED INFORMATION REGARDING THE ORDINANCE. DISCUSSION CONTINUED
REGARDING COMMERCIAL NOISE — LARGE MOTORS, COMMERCIAL FANS, A SET OF STANDARDS
MEASURED BY DECIBEI.S TO DETERMINE WHAT IS ACCEPTABLE, NOISE FROM BOOM BOXES, AND
NOISE CREATED BY EMPTYING COMMERCIAL DUMPSTERS. COUNCIL CONCURRED TO POST THE
ORDINANCE FOR THE FEBRUARY 5, 2001 AGENDA.
