MEETING MINUTES
APRIL 23RD, 1992
Call to Order.The Bicycle Advisory Committee met on the
above date at 7:30 p.m. in the City Council Chambers. In
attendance were Tony LeCara, Chairman, Mel Measels, Joe
Tennison, Barbara Fawcett, Todd Yeager, Melinda Wasson and
Parks Director Jon Branson.
Approval of Minutes. The minutes of the February 27th 1992
and March 26th, 1992 meetings were approved as submitted.
Moonlight Bicycle Ramble. Jon Branson said he has a route
and needs volunteers at place noted on the list he
distributed. He will have police officers at selected
sites, including main intersections. They will be able to
operate traffic lights manually. T.E. Burke construction
donated the refreshments. 500 glow sticks and 200 T shirts
were ordered. Thirty-five have signed up in pre-
registration. Bike Pro will help with pre-registration and
mechanical support on the ride.
Jon asked for a commitment by April 29th on the committee
people who will be participating. Nine people were
committed, with hopefully three additions later to fill all
of the openings. Discussion took place on how to keep
people from getting lost on Wandering Trails and in
Wedgewood Subdivision. Suggestions were to put glow lights
on signs and fluorescent paint at the turns
Proceeds from the Ramble will go toward capital improvements
to implement the master plan for Stevenson Park. Mr.
Branson discussed the plans for the park. Mr. Measels asked
him to discuss parks planning as it relates to the Advisory
Committee. Mr. Branson said the City has released rfps for
a parks master plan. The Lake Friendswood Park was
discussed. Mr. Branson said a trail around the lake is
proposed. Mel discussed the Clear Creek Watershed Plan for
retention ponds along the creek which will be connected by
bike trails or paths. He said we could get input into the
Clear Creek Watershed Study through the City Engineer.
Committee Rides. Monthly rides to survey routes were set
for the first Sunday of the month at 2: 00 p.m. Rides will
start in June from Bike Pro. On Saturday afternoon, May 2nd
at 5: 00 p.m. , the Committee will ride the Ramble route.
Proposed Improvements. Those present reviewed the City
street map, major thoroughfare plan and zoning map. It was
suggested a 4 to 5 question questionnaire be prepared to get
citizen input on routes. The street map will be laminated
and displayed at Bike Pro to obtain citizen input. Joe

asked everyone to come up with a question by May 2nd to put
in the Chamber newsletter. It was suggested a follow up
mailing to Ramble participants within three weeks of the
Ramble which includes the questionnaire will provide more
input for the Advisory Committee. They can also be asked to
comment on the Ramble. Mel will discuss the mailing with
Jon. Todd Yeager said the City may already have the data
base for the mailing.
Discussion took place on using drainage easements along the
creeks for paths. It was concluded additional access
easements would also be required. It was pointed out
expansion to Frankie Carter Park may include trails. The
Committee needs to give input to the parks planning 1
consultant.
Discussion took place on Department of Transportation
literature which was available. The Police Department
Safety program was discussed as well as bicycle
registration. Mel said he will invite the Police Chief to
one of the meetings.
It was recommended the Committee set up a booth at the
Fourth of July celebration at Stevenson Park.
The meeting was adjourned at 9: 00 p.m.
