HomeMy WebLinkAboutBicycle Committee Minutes 1992-08-27 Regular y FRIENDSWOOD BICYCLE ADVISORY COMMITTEE MEETING MINUTES AUGUST 27TH, 1992 Call to Order. The Bicycle Advisory Committee met on the above date at 7: 30 p.m. in the City Hall Conference Room. In attendance were Tony LeCara, Chairman, Councilman Mel Measels, Joe Tennison, Todd Yeager and Melinda Wasson. June 4th Minutes. The minutes were approved as printed. New Committee Member. People who have attended prior meetings were discussed as possible candidates. Tony recommend the Committee recommend Barbara Fawcett if she will serve. He said if she agrees, he will forward her name to Council for possible appointment at the September 14th meeting. Bicycle Riders Survey. Tony said he will mail the survey form to the Ramble participants and other bicyclists he has on a mailing list. He will use his bulk mailing permit. Todd said he will help and contact the remainder of the Committee members if they need additional help. Cub Scout Pack 452 Bicycle Safety Dav_. Tony said 15 adults assisted with the bicycle rodeo at Mary Queen church. In the first part of the program, they handed out brochures and talked about safety. Next they had a bicycle maintenance program. They performed safety checks of bikes and repaired problems. They replaced some worn out parts. He told the adults about the work of the Committee. He said another scout troop is asking for a program and he recommended standardizing the program so other Committee members could participate. He will make a program outline which will be half safety and half maintenance so we can take the program to other groups. We can have a practice run instead of a ride on a Sunday afternoon. We can have group session one or two nights a month. Cub Scout Bicycle Safety Day. Tony suggested having the event some Sunday afternoon at or after a cub pack meeting. The Committee and adults participating can reinforce safety rules. Charity Bicycle Ride for Children. St. Jude's hospital is looking for groups to participate in a fund raising ride. A two mile route with laps is suggested. The children raise money by collecting pledges for each lap completed. St. Jude's furnishes brochures, registration forms and T-shirts. No action was taken by the Committee as they felt this type of activity was beyond their assigned scope. Bicycle Advisory Committee Minutes, 08-27-92 Page 2 Sunset Widening. Mel said a ten foot strip on each side to be used for bicycle lanes is proposed in this year's budget. It will probably be asphalt. Mel read a memo from Ron Cox. The Committee needs to write a letter to the City endorsing the project. The City also needs to adopt an ordinance restricting cars on the bicycle lanes. Out letter should have three parts - discussion of the widening project, a recommended ordinance restricting the cars on the bicycle lanes and recommended enforcement measures. Tony said he will write the letter and direct it to the City Manager, Ron Cox. He will then make the recommendations in the letter to council. The Committee said the letter should include the Highway Department standards for the construction of the lanes and copies should be sent to various staff members. Other Discussion. Mel suggested the Committee write a letter and recommend the grate be changed north of Whispering Pines on FM 518. We do have $1, 000. 00 in the FY 1991-92 budget and the FY 1992-93 budget. We need to have the printing of the Bicycle Riders Survey and the mail out in this year's budget. Discussion took place on getting the Friendswood Police on bicycles. Tony mentioned a ten page article in Bicycling that came out a year and a half ago. The writer spent ten days with the Boston Police Department on bicycles. Equipment is available at reduced rates for officers. We need to poll the Police Department and possibly make this a future agenda item after we get their opinion. Adjournment.
