FRIENDSWOOD BICYCLE ADVISORY COMMITTEE
MEETING MINUTES
OCTOBER 22ND, 1992
Call to Order. The Bicycle Advisory Committee met on the
above date at 7: 30 p.m. in the City Hall Conference Room.
In attendance were Tony LeCara, Chairman, Councilman Mel
Measels, Todd Yeager, Joe Tennison, Richard Prentice and
Melinda Wasson.
"September 24th Minutes. The minutes were approved as
printed.
Report from Chair. The Committee reviewd the Bicycle Riders
Survey forms that have been returned. Tony participated in
a bicycle safety program at the Memorial Southeast Hospital
Bicycle Safety Festival on October 17th from 10: 00 to 4: 00
p.m. The hospital staff constructed a miniature town in the
parking lot with houses, trees, streets, etc. The children
participating had to use proper hand signals. Tony
inspected the bikes. Six hundred people came through the
bicycle area. He performed about 200 tune ups. A write up
should be in the Chronicle October 29th or November 5th.
The Committee's sign was displayed on his truck. He handed
out about 300 Bicycle Riders Surveys. He registered about
100 bikes. Bike Pro has a bicycle registration program with
the Friendswod Police Department.
Bicycle Riders Survey. The Survey will be an ongoing
program. The Committee will tally the forms that are in by
total particpants, age range, average humber of people per
household, popularity of streets and identification of
problem streets. A data base software will be used to sort
the responses. The results will show what the priorities
are for improvements, such as lanes, paths, cycling lessons,
signage or racing tracks.
Bicycle Safety Presentation Tony reviewed the outline and
asked Melinda Wasson to type it up.
Sidewalks on Friendswood Link. Mel said he discussed the
possibility of a wider section on the bridge over Clear
Creek with the City Engineer, but he said there isn't much
room to make it any wider. Mr. Thompson is aware that some
of the signs are close to the walkway. He said they are
starting to pour concrete.
Police Bicycle Program Proposal. Tony said he thinks the
proposal should include the cost of the bike, which is
around $1, 000. 00 This includes helmets and gloves. He said
mountain bikes are used because they can jump curbs easier
than road bikes. In addition, the bicycling officers should
be provided with emergency kits, the LAW 1992 Police and
Bikes conference packs and a booklet entitled How To Get

Police on Bicycles. He said there is a bicycle conference
in April in Fort Lauderdale Florida which should have more
information available. He said several Houston Police
Department bicycle riding officers will be on the Coastal
Century.
November and December meeting dates. The November meeting
was scheduled for the 12th and the December meeting for the
10th.
New Business. Mel handed out the memo to Ron Cox about the
proposed transportation enhancement program of TxDOT. He
said money left over from all of the street improvement
projects will be used to put shoulders on Sunset. He
wondered if FM 528 between Friendswood and I-45 would be
curb and gutter. He said we should send the TxDOT the
standard we recommend in their manual for bicycle lane
design. He said the environmental impact study for the
extension of Bay Area Boulevard over Clear Creek is
finished. It will be four lane divided with curb and
gutter. We need to contact TxDOT about making the outside
lane wider.
Adjournment. The meeting was adjourned at 8:45 p.m.
