MEETING MINUTES
JULY 22ND, 1993
Call to Order. The Bicycle Advisory Committee met on the
above date at 7: 30 p.m. in the City Hall. In attendance
were Tony LeCara, Chairman, Jan Jordan, Todd Yeager, Joe
Tennison and Melinda Wasson.
April 22nd Minutes. The minutes were approved as printed.
Report from Chair. Tony reported the bicycle safety program
will probably get going again in September or October with
the onset of school. We will need to order more pamphlets.
Report from Jimmy Thompson on Bicycle Planning and
Facilities Workshop. The City Engineer handed out
guidelines for formulating a bikeway Plan. He said all
bikeways should be designed to ASHTO standards to avoid any
liability. He discussed the widening of F.M. 528 to
accommodate bicycles and said both he and the District 12
Bicycling Coordinator, John Gaynor, felt to put signs up on
F.M. 528 would invite the recreational rider to get out in
heavy traffic. They concluded it would be better to leave
the outside lanes unmarked and let the experienced cyclists
discover them. The Committee concurred.
Mr. Thompson said the bikeway planners recommend routes a
block off the main street and he would recommend linking the
bicycle lanes on F.M. 528 with paved shoulders on Sunset,
which would connect with Cedarwood which would be linked to
a trail through Arena Park and Stevenson Park, tie in with
bicycle lanes on Winding Way which would link the rider back
to F.M. 528. He said funding is starting to become
available but the City will need to develop a bikeway plan
to be eligible.
The Committee agreed to provide input according to the
guidelines in the handout. We would fill out rating sheets
for bicycle suitability on each street. He can get some
traffic counts and have the City crews measure the street
widths. He said secondary factors in determining
suitability ratings are the amount of driveways and truck
traffic.
Tony suggested assigning different parts of the City to the
various committee members. He will provide them with some
blank rating forms and have them rate the streets within
their area. We can workshop the results at the next
meeting.
A time frame was discussed for developing the ratings and
Tony suggested we have some numbers by October and- have them
collated by the end of October.
Mr. Thompson discussed how the projects are selected for
funding and he said a staff member of HGAC and the State
bicycle coordinator have a say in what projects are
selected. He said projects selected for the Transportation
Enhancement Program should be in their own rights-of-way and
not that of the State.
Police Bicycle Program. Tony said there is nothing new to
report on this program.
City of Houston Master Biycle Route Plan. Mr. Thompson
passed around a brochure prepared by the City on bicycling
and Tony said the plan is very comprehensive and takes in
Beamer, Clear Lake City Boulevard and El Camino Real in this
area.
New Business from Committee Members. There was no new
business.
Adjournment. The meeting was adjourned at 9: 00 p.m.
