DISCUSSION WAS HELD REGARQING THE REGULATION MATRIX REQUIREMENTS FOR LOT AREA, DIMENSIONS, AND LOT COVERAGE IN A BUSINESS PARK, LIGHT INDUSTRIAL AND INDUSTRIALZONE D1STRiCTS. DIftECTOft OF COMMUNiTY DEVELOPMENT MIKE NODGE AND ECONOMIC DEVELOPMENT COORDINATOR KAREN CAPPS PRESENTED BACKGROUND INFORMATION. DlSCUSSION WAS HELD REGARDING MAKING FRONTAGE CONSISTENT AND COUNCIL CONCURRED TO PROCEED FORWARD. COUNCIL RECESSED AT THIS TIME. MAYOR WHITAKER CALLED THE REGULAR MEETING TO ORDER. THE INVOCATION WAS GIVEN BY CITY MANAGER COX. BOY SCOUT TROOP 442 SPONSORED BY THE FRIENDSWOOD METHODIST CHURCH, LED THE PLEDGE OF ALLEGIANCE TO THE STATE OF TEXAS AND TO THE UNITED STATES. CITY MANAGER COX PRESEN�i"ED THE FIVE STAR AWARD TO BRETT BURNS, A WATER/WASTEWATER OPERATQR (N THE PUB�IC WORKS QEPARTMENT, FOR THE THIRD QUARTER OF 2QOQ. BRETT WAS NOMINATED BY A CITIZEN AFTER BRETT CAME TO HER ASSISTANCE WHEN HER CAR BROKE DOWN. BRETT STOPPED TO RENDER AID, CALLED THE POLICE, AND WAITED FOR THEIR ARRIVAL. THEN HE NELPED PUSH THE CAR TO A SAFER PLACE AWAY FROM THE TRAFFIC AND STAYED WITH HER AND THE CNILDREN UNTIL THEY 1�NERE SAFELY ON THE1R WAY NOM�. BRETT RECEIVED THE AWARD FOR GOING THE EXTRA MILE TO ASSIST OUR CITIZENS AND EXHIBIT THE QUALITIFS OF A FIVE STAR AWARD WINNER: COURTEOUS, COMPETENT, RELIABLE, PR�FESSIONAL AND ENTHUSIASTIC. COUNCILMEMBER TAYLOR REPORTED ON ATTENDING "HALLOWEEN IN THE PARK 2000"AND STATED IT WAS A SUPER EVENT AND THE BEGINNING OF A NEW TRADITION IN FRIENDSWOOD, STATED THAT W�TH RECOGNITION OF COMMUNITY EDUCATION, HE WAS ONE OF THE FIRST INSTRUCTORS WHILE STILL IN HIGH SCHOOL ON BICYCLE REPAIR, STATED THE PARKS AND RECREATION BOARD WILL HOLD TOWN MEETING ON THURSDAY, NOVEMBER 9T", AT 7 PM, ADDRESSING THE NEEDS OF PARKS AND RECREATION. COUNCILMEMBER KIM BRIZENDINE REMINDED EVERYONE TO VOTE TOMORROW, INVITED EVERYONE TO ATTEND THE GROUND-BREAKING IN ALVIN FOR HABITAT FOR HUMAN�TY IN FOR FRIENDSWOOD, PEARLAND, AND ALVIN, AND STATED 40 FAMILIES ARE PLANNED FOR IN HUSER VILLAGE, REPORTED THE CITY NEWSLETTER IS FULL OF RELEVANT INFORMATION FOR ALL OF US, AND COMPLIMENTED STAFF ON THE LAYOUT, LEARNED THAT COWARDS CREEK OFFICE PARK DURING PREPARATION FOR THE AGENDA TNAT THE ECONOMIC DEVELOPMENT COORDINATOR NAD A PART IN THIS TO HELP EXISTING BUSINESSES AND PLAN FOR FUTURE BUSINESS A�ONG WITH THE CITY PLANNER, AND APPRECIATES TNEIR WORK., AND ATTENDED THE CHAMBER'S GOLF TOURNAMENT WITH COUNCILMEMBER TAYLOR. COUNCILMEMBER ERICSSON REPORTED ON ATTENDING THE HOUSTON-GA�VESTON AREA COUNCIL MEETING, THE HARRIS COUNTY MAYORS AND COUNCILS MEETING AND THE COUNTY ECONOMIC DEVELOPMENT MEETING. COUNCILMEMBER KITTEN BRIZENDINE COMMENDED THE POLICE DEPARTMENT FOR APPREHENDING THE BANK ROBBER, REMINDED EVERYONE THAT VETERANS DAY IS COMING AND ASKED EVERYONE TO BE SURE AND VOTE IN THE NATIONAL AND CITY ELECTION. il /6 /00 1682 MAYOR WHITAKER REPORTED ON AT7ENDING SOME OF THE SAME MEETINGS, REPORTED ON ATTENDING WITH C17Y MANAGER COX, COMMUNITY DEVELOPMENT DIRECTOR MIKE HODGE, PUBLIC WOftKS DIftECTOR MELVIN MEf{VECKE, THE BLACKHAWK FACiLITY TO SEE WHAT iS NEEDED REGARDING REPAIRS AND MAINTENANCE, REPORTED ON ATTENDING THE TEXAS SCHOOL OF BUSINESS FIRST GRADUATION CEREMONY WITH OVER 176 GRADUATES AND DURING THE CEREMONY, A CONTINUING SCHOLARSH�P WAS PRESENTED IN HONOR OF THE LATE COUNCILMEMBER TOM MANISOfV, WHO WAS VERY iNSTRUMENTA� iN THE DEVELOPMENT OF THE SCHOOL IN FRIENDSWOOD. CITY MANAGER COX REPORTED THAT FRIENDSWOOD HAS BEEN NAMED TO RECEIVE FOR THE THIRD CONSECUTIVE YEAR, FUNDS FROM THE TEXAS DEPARTMENT OF PUBLIC SAFETY, EMERGENCY MANAGEMENT DIVISION FOR EMERGENCY MANAGEMENT PURPOSED. THE $31,000 GRANT WILL BE FOR SPECIAL PROJECTS AND EQUIPMENT TO ENHANCE THE EMERGENCY PREPAREDNESS OF OUR COMMUNiTY. CITY MA(VAGER COX REPORTED TNAT AN ORIENTATION SESSION FOR THE THREE CANDIDATES FOR CITY COUNCIL WAS HELD ON OGTOBER 19T" IN ANTICIPATfON OF THE NOVEMBER 7, 2000 SPECIAL ELECTION FOR POSITION 3. ALL CANDIDATES WERE IN ATTENDANCE FOR THE TWO- HOUR SESSION. MAYOR WHITAKER, DELORIS MCKENZIE, AND THE CITY MANAGER MADE PRESENTATfON WH1CH WERE WELL RECEiVED. MR. COX ALSO REPORTED THAT OCTOBER 315T WAS THE JOB SWAP LUNCHEON (FORMERLY "FREAKY FRIDAY") HELD AT THE NANGAR iN LEAVESLEY PARK. THIS EVENT, CITY MANAGER COX EXPLAINED, GIVES AN OPPORTUNITY TO SEE WHAT OUR FELLOW EMPLOYEES DO ON A DAILY BASIS, AND FELLOWSHIP TOGETHER. MR. COX ALSO STATEQ ON NOVEMBER lsT, HE CELEBRATED ld YEARS WITH THE CITY OF FR1ENd5WOOD. COUNCILMEMBER KITTEN BRIZENDINE COMMENDED THE CITY SECRETARY AND STAFF FOR THEIR WORK ON PREPARING AND PRESENTING THE CANDIDATES ORIENTATION AND COMMENDED CITY MANAGE COX ON HfS 10 YEARS WITH THE W1TN THE CITY. COUNCILMEMBER TAYLOR THANKED THE CITY SECRETARY AND STAFF FOR THEiR ELECTIOIU EFFORTS WITH THE RECORD TURNOUT FOR EARLY VOTING OF 3,380 VOTES CAST.
