AT FRIENDSWOOD CITY HALL COUNCIL CHAMBERS, 910 S. FRIENDSWOOD DRIVE, FRIENDSWOOD, TEXAS, WITH THE FOLLOWING PRESENT CONSTITUTING A " QUORUM: � MAYOR HAROLD L. WHITAKER � ... THE INVOCATION WAS GIVEN PASTOR RICK AUSTIN, FROM FRIENDSWOOD BAPTIST CHURCH. MAYOR WHITAKER LED THE PLEDGE OF ALLEGIANCE TO THE STATE OF TEXAS AND TO THE UNITED STATES. COUNCILMEMBER KITTEN BRIZENDiNE REPORTED ON THE 70UR OF POLICE DEPARTMENTS OF WEBSTER, C�EAR LAKE HOUSTON SUBSTATION,ALVIN AND TEXAS CITY AND STATED IT WAS NEEDED IN ORDER TO LOOK AT THE FUTURE FOR OUR CITY AND FACILITIES. COUNCILMEMBER ERICSSON REPORTED ON THE TOUR OF THE POLICE DEPARTMENTS OF ALVIN, TEXAS CITY AND WEBSTER AND CLEAR LAKE SUBSTATION AND REPORTED ON VIEWING THE � DIFFERENCE ARCHITECTURES AND LAYOUTS. i COUNCILMEMBER KIM BRIZENDINE REPORTED ON THE TOUR OF THE POLICE DEPARTMENT, AND MET WITH CITY MANAGER COX AND DIRECTOR OF COMMUNITY DEVELOPMENT MIKE HODGE AND REPRESENTATIVES OF HIDDEN COVE RELATING TO THE NEW CONSTRUCTION AND THE EFFECTS ON DRAINAGE, NOISE WITH CONSTRUCTION AND STATED HE WILL PROVIDE INFORMATION LATER ON TO THE PROPERTY OWNERS. COUNCILMEMBER TAYLOR HAD NOTHING TO REPORT. COUNCILMEMBER MEASELES REPORTED THAT HE REALLY ENJOYED THE POLICE DEPARTMENT TOUR AND RECEIVED A LOT OF GOOD IDEAS, INFORMATION, AND STATED THAT THERE IS MORE COST TO BUILDING A POLICE DEPARTMENT THAN WAS EARLIER REALIZED. MAYOR WHITAKER REPORTED THAT HE ATTENDED MOST OF THE SAME MEETINGS AND NOTHING ELSE TO ADD OTHER THAN THE REPORTS THAT WERE ALREAQY GIVEN. STATE REPRESENTATIVE CRAIG EILAND APPEARED BEFORE COUNCIL AND PRESENTED MRS. ROBIN ._._._. ��..._w..�..�� ._.-� _____ 10 /2 /00 1673 � MANISON WITH A FLAG THAT FLEW OVER THE CAPITAL THE DAY COUNCILMEMBER TOM MANISON PASSED AWAY AND ASKED THAT THE FLAG BE FLOWN AT CITY HALL IN HONOR OF COUNCILMEMBER MANISON'S SERVICE TO THE CITY. REPRESENTATIVE EILAND STATED THAT COUNCILMEMBER MANISON WAS A MAN TO BE PROUD OF AND A FRIEND TO ALL AND A RESOLUTION WILL BE PRESENTED AT THE NEXT SESSION IN COUNCILMEMBER MANISON'S HONOR. MAYOR WHITAKER ACCEPTED THE FLAG ON BEHALF OF THE CITY AND STATED THE FLAG WILL BE FLOWN AT CITY HALL AND THEN PRESENTED TO MRS. MANISON AND FAMILY. MR. JIM REINHARTSEN, PRESIDENT OF THE C�EAR LAKE AREA ECONOMIC DEVELOPMENT FOUNDATION, PRESENTED THE ANNUAL REPORT TO COUNCIL WHICH INCLUDED A REPORT ON THEIR ACTIVITIES AND THE BENEFIT OF THOSE ACTIVITIES TO THE CITY. MS. CAROL JONES, DIRECTOR OF THE FRIENDSWOOD CHAMBER OF COMMERCE, APPEARED BEFORE COUNCIL AND PROVlDED COUNCIL WITH A WRITTEN REPORT ON THElR ACTlVITIES AND THE BENEFIT OF THOSE ACTIVITIES T� THE CITY. MR. JOE DEBONIS, 418 OAK VISTA DRIVE, APPEARED BEFORE COUNCIL AND GAVE HIS CONDOLENCES TO COUNCILMEMBER MANISON'S FAMILY AND STATED THAT COUNCILMEMBER MANISON WAS A TRUE GENTLEMAN AND A GOOD LISTENER. MR. DEBONIS STATED HIS CONCERNS ABOUT THE LACK OF A SIDEWALK IN FRONT OF THE BROWN HOUSE AND STATED IT JUST DEAD-ENDS FROM THE CHAMBER OF COMMERCE I NTO A BRICKWALL AND THAT IT IS A SHAME TO HAVE THIS NOT TIE INTO OTHER SIDEWALKS AND ASKED WHY WEREN'T THEY REQUIRED TO PUT IN A SIDEWALK LIKE ALL THE OTHER NEW BUSINESSES AND NEW CONSTRUCTION, AND ASKED HOW DID THIS HAPPEN. MAYOR WHITAKER RESPONDED THAT HE WIL� CHECK (NTO THIS AND GET BACK TO MR. DE BONIS. MS. EVELYN NEWMAN, 502 FALLING LEAF, APPEARED BEFORE COUNCIL AND STATED THAT SHE APPRECIATES THE CHAMBER AND THE WORK THEY D0. MS. NEWMAN STATED AS PRESIDENT OF THE HISTORICAL SOCIETY, SHE WANTED TO ANNOUNCE INFORMATION REGARDING THE HISTORIGAL FALL FESTIVAL AND STATED THERE WILL BE A BAR-BE•CUE ON OCTQBER 21ST FROM 10:00 AM UNTIL 4:00 PM AT THE KNIGHTS OF COLUMBUS AND MR. DICK DAUGIRD'S COOKING TEAM WILL BE THERE TO DO THE COOKING, THERE WILL BE A BUS TOUR OF THE HISTORICAL PLACES IN FRIENDSWOOD THAT WILL LAST APPROXIMATELY 1 1/2 HOURS, THERE WILL BE ENTERTAINMENT WITH A HISTORICAL THEME, STATED THERE ARE PLANS FOR BUILDING A BARN AND URGED EVERYONE TO ATTEND AND SEE THE MUSEUM RENOVATIONS. CITY MANAGER COX REPORTED LAST WEEK, MELVIN MEINECKE, DIRECTOR OF PUBLIC WORKS, ATTENDED A PUBLIC HEARING ON THE PROPOSED WATER PLAN FOR REGION H. THE REGION H COMMITTEE HAS COMPLETED ITS DRAFT OF THE WATER PLAN FOR THE AREA AND IDENTIFIED THE NEEDS OF ALL WATER USERS, BOTH CURRENT PROJECTED AND OUTLINED A PLAN OF ACTION TO MEET THOSE NEEDS. THE REGION H COMMITTEE IS CONDUCTING A SERIES OF PUBLIC HEARING ON THE PROPOSED PLAN BEFORE IT IS SUBMITTED IN FINAL FORM TO THE STATE. THE ONLY PROBLEM FOUND WITH THE PLAN IS THE DEMOGRAPHIC DATA IS UNDERESTIMATED. HOPEFULLY, THE CENSUS DATA WILL CORRECT THAT WHEN IT BECOMES AVAILABLE. MR. COX ALSO REPORTED ON THE GROUNDWATER REDUCTION PLAN (GRP) AND THE CONTRACT WITH KLOTZ & ASSOCIATES TO PREPARE THE PLAN IN COMPLIANCE WITH THE REGULATORY PLAN OF THE HARRIS•GALVESTON COASTAL SUBSIDENCE DISTRICT. MR. COX EXPLAINED THE DISTRICT REQUIRED THE SUBMISSION AND APPROVAL OF A GRP, I�F A CITY COULD NOT MET THE NEW REQUIREMENTS OF THE PLAN BY 2001. FRIENDSWOOD WILL NOT BE ABLE TO FULLY COMPLY, AS THE REQUIREMENT IS FOR THE CITY TO SE 80 PERCENT SURFACE WATER ANNUA�LY BEGINNING 2001. THE CITY HAS THE WATER CAPACITY, DUE TO THE PURCHASE OF AN ADDITIONAL 3 MILLION GALLONS PER DAY OF WATER IN THE SOUTHEAST WATER PURIFICATION PLANT, BUT WE CANNOT GET IT TO THE CITIZENS UNTIL THE ___._. _____ 10/2/00 1674 CITY OF HOUSTON COMPLETES A MAJOR WATERLINE EXTENSION ON BEAMER ROAD. THUS, THE GRP NEEDS TO BE COMPLETED AND APPROVED BY THE DISTRICT. AT THIS TIME, THE PLAN IS APPROXIMATELY 40 PERCENT COMPLETED. A DRAFT WILL BE PROVIDED TO THE DISTRICT FOR REVIEW BEFORE JANUARY 1, 2001. WE NAVE RECENTLY LEARNED THE DISTRICT IS NOT REQUIRING THE GRP BE APPROVED UNTIL THE CITY'S WATER PERMIT IS UP FOR RENEWAL OCTOBER 1, 2001. HOWEVER, THE GOAL, AND THE CHARGE OF THE CONSULTANT IS TO HAVE THE PLAN APPROVED BY JANUARY 1, 2001. MAYOR WHITAKER COMMENTED THAT HE WOULD LIKE THE CITY MANAGER TO ENCOURAGE THE � CONSULTANT �0 HAVE THE GRP PLAN COMPLETED BY JANUARY 2001, AND TO ESCALATE THE PROCESS WITH CITY MANAGER COX RESPONDING THAT HE WILL HAVE A MEETING WITH THE CONSULTANT TO REMIND HIM THAT THE CITY HAS TO HAVE THE PLAN APPROVED BY JANUARY 1, ; 2001. "�x-COUNCILMEMBER TAYLOR MOVED TO APPROVE THE CONTRACT WITH FRIENDSWOOD HISTORICAL SOCIETY FOR THE MAINTENANCE AND PRESERVATION OF HISTORICAL SITES IN THE CITY. SECONDED BY COUNCILMEMBER ERICSSON. RESOLUTIONS xx.COUNCILMEMBER KITTEN BRIZENDINE MOVED TO APPROVE RESOLUTION R2000-47, A RESOLUTION OF THE CITY OF FRIENDSWOOD AMENDING THE FEE SCHEDULE TO ADOPT A PERMIT FEE SCHEDULE FOR OUTDOOR SALES AND SPECIAL EVENTS. SECONDED BY COUNCI�MEMBER ERICSSON. THE MOTION WAS APPROVED 6•0. x--x-COUNCILMEMBER KIM BRIZENDINE MOVED TO APPROVE RESOLUTION R2000-50, A RESOLUTION OF THE CITY OF FRIENDSWOOD, TEXAS, HEREBY DESIGNATING COUNCILMEMBER ERICSSON AS REPRESENTATIVE AND MAYOR WHITAKER AS ALTERNATE TO THE HOUSTON�GALVESTON AREA COUNCIL 2001 GENERAL ASSEMBLY. COWARDS CREEK SANITARY SEWER REPLACEMENT WITH THE NINTH PAYMENT IN THE AMOUNT OF $5,510.00 TO CLAUNCH & MILLER, INC. FOR ENGINEERING SERVICES FOR THE DESIGN OF 24" REPLACEMENT LINE ALONG COWARDS CREEK FROM FM 518 TO COWARDS CREEK DRIVE. THE PROJECT IS 91 PERCENT COMPLETE. B. APPROVE APPOINTMENT OF NEILS A. AALUND FOR AN UNEXPIRED TERM TO FILL VACANCY ON THE PLANNING AND ZONING COMMISSION. D. APPROVE THE RENEWAL OF THE ANNUAL CONTRACT WITH THE CHAMBER OF COMMERCE. E. APPROVE ACCEPTANCE OF THE FOREST, SECTION 8 FOR THE CONTRACTOR'S ONE• YEAR MAINTENANCE PERIOD FOR STREETS, DRAINAGE AND UTILITIES. F.
