OF TEXAS AND TO THE UNITED STA7ES.
MAYOR WHITAKER MADE A SPECIAL PRESENTATION OF THE "KEY TO THE CITY" TO MR. KEN CAMP,
WHO RECENTLY RETIRED AFTER OVER 40 YEARS OF DISTINGUISHED SERVICE AS A MEMBER OF THE
FRIENDSWOOD VOLUNTEER FIRE DEPARTMENT. MAYOR WHITAKER STATE'D THAT MR. CAMP ALSO
SERVED ON THE FIRST CITY COUNCIL OF THE INCORPORATED CITY OF FRIENDSWOOD AND AS MAYOR
FROM 1962 TO 1964. MR_ CAMP, DURING HIS TIME WITH THE FVFD, SERVED AS FIRE MARSHAL AND
ALSO THE POSITION OF PRESIDENT, TREASURER, AND SECRETARY FOR THE FIRE DEPARTMENT.
MR. CAMP THANKED COUNCIL AND SAI D "BEING A VOLUNTEER" IS WHAT IT'S ALL ABOUT AND. HELD
UP A VOLUNTEER BUTTON THAT HE HAS CARRIED FOR YEARS.
MAYOR WHITAKER AND CHAIR OF THE PLANNING AND ZONING COMMISSION TOM BURKE CALLED A
JOINT DOCKETED PUBLIC HEARING TO ORDER TO RECEIVE COMMENTS REGARDING A REQUEST FOR
A SPECIFIC USE PERMIT — BANQUET FACILITY, FLORIST, CHAPEL, SPA, MEMBERSHIP GYM WITH
CHILDCARE FACILITY, HAIR/BEAUTY SALON, OFFICE SPACE, RESTAURANT, MEDICAL OFFICE, AND

AND EXPRESSED CONCERNS REGARDING DRAWINGS REGARDING PARKING, DETENTION STORAGE,

MS. MARJORIE HOFFMAN, 1105 W1NDING WAY, PRESENTED A PETITION SiGNED BY THE
FRIENDSWOOD H{DDEN COVE CONDOMINIUMS PROPERTY OWNERS, AND DISCUSSED 7HE
OESTRUCTION OF VEGETATION AND LOSS OF WILDLIFE, AND OPPOSITION TO THIS DEVELOPMENT.
MR. JASON CHRISTIAN, REGISTERED CIVIL ENGINEER, JKC & ASSOCIATES, APPEARED BEFORE
COUNCIL AND DISCUSSED THE REVIEW PERFORMED BY THE CLEAR CREEK DRAINAGE DISTRICT AND
STAFF, COMMENTS FROM MR. HILL, THE FLOODWAY, THE FLOOD PLAIN, TREES, THE EASEMENT,
COWART CREEK AND THE DEVELOPMENT.
MR. TOM HILL DISCUSSED THE SITE DRAINAGE PLANS DRAWN SY JKC.

AND THE CAPACITY OF THE BANQUET HALL AND REQUESTED APPROVAL OF THE SPECIFIC USE

COUNCILMEMBER TOM MANISON, STATED HE WAS A GOOD FRIEND, A GOOD MENTOR, AND STATED
HE WILL MISS HIM.
COUNCILMEMBER TAYLOR REPORTED THAT THIS WAS AN 1NTERESTING WEEK, HONORING ONE MAN
FOR HIS YEARS OF SERVICE, AND REMEMBERING ANOTHER THAT DIED AFTER SERVICE ABOVE ALL
INCLUDING SERVING ON THE CITY COUNCIL SINCE 1992 AND STATED FRIENDSWOOD IS A
COMMUNITY OF VOLUNTEERS AND THIS IS WHAT MAKES FRIENDSWOOD SPECIAL AND WE WILL ALL
MISS COUNCILMEMBER MANISON.
COUNCILMEMBER KIM BRIZENDINE REPORTED ON ATTENDING THE FRIENDS OF TNE LIBRARY
MEETING AND THEIR GOAI. FOR ACCESSING MORE AND MORE VOLUNTEERS, AND STATED HE IS
GOING TO BE AN ADVOCATE FOR THE GROUP,AND STATED HOW VERY WELL TNIS CITY IS OPERATING
AND THE MANY HOURS STAFF HAS SPENT PUTTING TOGETHER THE BUDGET WITH MUCH
DISCUSSION, SOME DISAGREEMENTS AND OFFERED KUDOS TO THE FRIENDSWOOD VOLUNTEER FIRE
DEVELOPMENT, EMS, AND STAFF FOR THEIR EFFORTS TO THE BUDGET PROCESS, AND THAT THE
MAYOR AND COUNCILMEMBERS WILL MISS "BROTHER TOM".
COUNCILMEMBER ERIC5SON STATED THAT HE WILL MISS THE MAN WHO SAT TO THE RIGHT, HIS
PRESBYTERIAN PRAYER, AND THAT A VOID HAS BEEN CREATEO AND WILL BE HARD TO FILL.
COUNCILMEMBER KITTEN BRIZENDINE STATED COUNCILMEMBER MANISON WILL BE MISSED, HE
WAS HER RUNNING MATE AND SHE WILL MISS HER "TOM CAT", AND STATED SHE HAS HAD THE
HONOR OF WORKING WiTH TWO MAYORS AND NUMEROUS COUNCI�MEMBERS, AND THE
COUNCILMEMBERS WERE VERY FORTUNATE TO HAVE HAD THE HONOR AND THE OPPORTUNITY TO
SERVE WiTH COUNCILMEMBER MANISON.
MAYOR WHITAKER STATED HE HAS BEEN HONORED TO SERVE WITH TOM AND CALL HIM FRIEND.
TOM A�WAYS GAVE GLOWING REPORTS, SERVED THE COMMUNfTY 45 YEARS, WAS A STATESMAiV,
AND WAS KNOWN ALL OVER THE WORLD AND THIS CITY WILL MISS TOM GREATLY.
BILL FUSS, 16330 FOREST BEND AVENUE, APPEARED AND STATED HE HAS A LONG-TIME
INVOLVEMENT IN THE CITY REGARDING SIDEWALKS AND STORM SEWERS, REFERENCED COMMENTS
MADE AND PRESENTED ON AUGUST 21, 2000, REFERENCED PICTURES PRESENTED DURING THE
AUGUST 21,2000 COUNCIL MEETING, COMPLIMENTED THE MAYOR AND CITY MANAGER FOR MAKING
A PERSONAL VISIT, REPORTED THAT THE STORM SEWERS HAVE BEEN.CORRECTED, AND THE
SIDEWALKS ARE EARMARKED FOR CORRECTIQN FOR SCHOOL CHILDREN TO WALK TO SCHOOL, AND
DISCUSSED THE WATER BREAK UNDER HIS DRIVEWAY THAT DROPPED THE DRIVEWAY AND SIDEWA�K
ANO HIS NEIGHBOR'S SIDEWALK HAS ALSO DROPPED, DISCUSSED WHAT ARE THE PRIORITIES FOR
PEOPLE LIKE BILL FUSS AND WEDGEWOOD RESIDENTS AND TNE CITY HAS A WHOLE LOT TO DO TO
FIX THE PROBLEMS WITH MAYOR WHITAKER STATING THERE ARE PRIORITIES MADE AND THAT
DRIVEWAY REPAIRS ARE BEING REVIEWED.
MR. JOHNNY C. DAVIS, 2602 BRIARGLEN, MANAGER OF RELIANT ENERGY ENTEX APPEARED BEFORE
COUNCIL REGARDING ORDINANCE T2000�37, THE RIGHT•OF-WAY ORDINANCE AND STATED HE HAS
NOT HAD AN OPPORTUNITY TQ REVIEW IT, RESPECTFULLY REQUESTED ACTION BE OELAYED TO
MEET WITH THE CITY MANAGER AND STAFF, DUE TO INSURANCE REQUIREMENTS HE REGRETS THEY
CANNOT MEET.
MAYOR WHITAKER STATED WITH THE DROUGHT CONQITIONS, THE GROUND HAS SHIFTED WITH
NUMEROUS WATER BREAKS WlTN OVER 1000 PER MONTH, COMMENDED PUBlC WORKS CREWS FOR
THEIR RESPONSE TIME AND STATED THEY ARE DOING A GOOD JOB AND TELL THEM HANG IN THERE.
CITY MANAGER COX REPORTED ON MANDATORY WATER RATIONING GOING INTO EFFECT SEPTEMBER

5, 2000 AS A RESUL7 THAT CONSUMPTION WAS ABOVE 9.3 MILLION GALLONS PER DAY FOR THREE
CONSECUTIVE DAYS. PENALTIES CAN BE ASSESSED AFTER ONE WARIVIIVG O� UP TO $200 PEft
DAY/PER VIOLATION. THE CiTY ALSO HAS THE AUTHORITY TO DISCONNECT WATER SERVICE FOR
REPEAT OFFENDERS. NOTICES HAVE BEEN SENT TO ALI. NEWSPAPERS, RADIO STATIONS,
TELEVISION STATIONS, HOMEOWNERS ASSOCIATIONS, AND SIGNS ARE BEING PLACED IN VARIOUS
