FRIENDSWOOD DRIVE, FRIENDSWOOD, TEXAS, WITH THE FOL�OWING PRESENT CONSTITUTING A QUORUM: � ,w MAYOR HAROLD L. WHITAKER COUNCILMEMBER KITTEN BRIZENDINE (ARR. 6:55) COUNCILMEMBER JERRY ERlCSSON COUNCILMEMBER TOM MANISON COUNCILMEMBER LARRY TAYLOR COUNCILMEMBER MEL MEASEI.ES CITY ATTORNEY KIM MICKELSON COUNCILMEMBER K1M BRIZENDINE WAS ABSENT FROM THE MEETING. MAYOR WHITAKER CALLED THE MEETiNG TO ORDER. DISCUSSION WAS HELD REGARDING TNE PUBLIC SAFETY FACILI7Y. POLIGE CHIEF JARED STOUT MADE A PRESENTATION REGARDING PROPOSED PHASE I AND II WITH A PROJECTED COST $3.42 FOR PHASE ONE AND $6 MILLION FOR PHASE TWO WHICH WOULD BEGIN AFTER 2010 FOR A TOTAL OF $9,613,943, REVIEWED THE INITIAL PHASE, COST, FACTORING IN LAND COSTS, OPTIONS REGARDI NG LOCATlON, AND JAIL SPACE. MAYOR WHITAKER STATED HE BELIEVED THAT COUNCIL HAD ASKED THE POLICE DEPARTMENT TO SEE WHAT COULD BE DONE TO SIZE 7HE ENTIRE PROJECT DOWN WITHIN THE CAP OF $3 � $3.5 MILLION TOTAL, AND NOT JUST PHASE ONE. COUNCIL AGREED TO ViEW OTHER POLICE DEPARTMENTS SUCH AS TEXAS CITY, SUGARLAND, ALVIN, ROSENBERG, DICKINSON, LA MARQUE, WEBSTER AND SEABROOK TENTATIVELY SCNEDULED FOR THE FIRST PART OF AUGUST. DISCUSSION CONTINUED „ REGARDING PER CAPITA COST PER CITIZEN, A 2•STORY BUILDING, ADDITIONAL PARKING, OFFICE ADMINISTRATION, RECORDS CENTER. COUNCIL THANKED CHIEF STOUT FOR THE PRESENTATION AND BRINGI(VG THEM UP�TO�DATE. � DISCUS510f4 WAS HELD REGARDING THE PANHANDLE AREA WASTEWA7ER SERVlCE STUDY. MR. CHARLIE BEERE, REPRESENTING WAYNE SMITH AND ASSOCIATES, MADE A PRESENTATION REGARDING ALTERNATIVES, OTHER PROPERTIES FOR AN ADDITIONAL LIFT STATION, CHECKING WITH MUDD 55 AND A SHARED�USE AGREEMENT, FUTURE DEVELOPMENT, POSSIBLY USING THE EXISTING 8" LINE, THE TEMPORARY SITE FOR A PUMP SITE, SUGGESTED CONTACTING PROPERTY OWNERS FOR THE POSSIBLE PURCNASE OF A NEW TAKE POINT AND LIFT STATION SITE, THE LAND DEVELOPMENT PLAN, OTHER SITES TO CONSIDER, AND MARKETING THE AREA. COUNCIL CONCURRED TO HOLD A WORKSHOP LATER 70 DISCUSS THE LAND DEVELOPMENT PLAN. DISCUSSION WAS HELD REGARDING THE TEMPORARY SUSINESS REGULATIQNS ORDINANCE. DISCUSSION CONTINUED WITH THE CITY ATTORNEY KIM MICKELSON LOOK AT THE WORDING OF THE ORDINANCE REGARDING CATASTROPHIC, fNCLUDING IN THE PERMIT TO (NCLUDE TEMPORARY AND PERMANENT OUTDOOR BUSINESSES, AND COMPLYING WITH CODES REGARDING TENTS AND SIDEWALK USE. 7 / 17/00 1637 � A MOTION WAS MADE AND APPROVED TO ADJOURN AT 8:32 PM.
