MINUTES OF A SPECIAL MEETING OF THE FRIENDSWOOD CITY COUNCIL THAT WAS HELD ON
MONDAY, JUNE 26, 2000 AT 5:00 PM AT THE FRIENDSWOOD CITY HALL, COUNCIL CHAMBERS,
910 S. FRIENDSWOOD DRIVE, FRIENDSWOOD, TEXAS, WITH THE FOLLOWING PRESENT
CONSTITUTING A QUORUM:

MAYOR WHITAKER CALLED THE MEETING TO ORDER.
DISCUSSION WAS HELD REGARDING 4A AND 46 SALES TAX PROPOSITIONS WITH BOB BEARDEN
FROM THE STATE COMPTROL�ER'S OFFICE AND WITH REPRESENTATIVES FROM THE COMMUNITY
AND ECONOMIC �EVELOPMENT COMMITTEE, MAINSTREET TASK FORCE, OPEN SPACE TASK
FORCE, PLANNING AND ZONING COMMISSION, CHAMBER OF COMMERCE, TEXAS•NEW MEXICO
POWER, CITY STAFF, AND THE MEDIA. DISCUSSION CONTINUED REGARDING THE DIFFERENCES IN
THE TYPE OF USES ALLOWED UNDER 4A AND 46, THE SUCCESS OR FAILURE OF THE ELECTION
AMONG TEXAS CITIES, WHETHER TO HOLD THE E�ECTION, WHEN TO HOLD IT,AND THE STRATEGY
FOR ITS SUCCESS SHOULD AN ELECTION BE CALLED. COUNCIL CONCURRED TO HOLD A
WORKSHOP ON JULY 7, 2000 REGARDING THIS E�ECTION.
**COUNCILMEMBER KIM BRIZENDINE MOVED TO APPROVE EACH ITEM OF THE CONSENT AGENDA
SEPARATELY.
SECONDED BY COUNCILMEMBER KITTEN BRIZENDINE. 7HE MOT10N WAS APPROVED
UNANIMOUSLY.

**COUNCILMEMBER KIM BRIZENDINE MOVED TO APPROVE R2000-38;A RESOLUTION OF THE CITY
OF FRIENDSWOOD AUTHORIZING INTERVENTION IN RELIANT ENERGY HL&P's PETITION TO REVISE
FUEL FACTORS AND IMPLEMENT SURCHARGE F1LED AT THE PUBLIC UTILITY COMMISSION OF
TEXAS, DOCKET N0. 22650; AUTHORIZING THE JOINING WITH OTHER INTERVENING C171ES TO
PROTECT ATTORNEYS AND CONSULTANTS; AND REQUIRING REIMBURSEMENT OF THE CITIES'
RATEMAKING COSTS.
SECONDED BY COUNCILMEMBER KITTEN BRIZENDINE. 7HE MOTION WAS APPROVED
UNANIMOUSLY.
COUNCILMEMBER MEASELES RETIlRNED TO THE COUNCIL CHAMBERS AT THIS TIME.
**COUNCILMEMBER KIM BRIZENDINE MOVED TO APPROVE THE SUBMISSION OF A GRANT
APPLICATION FOR TOBACCO COMPLIANCE BY YOUTHS IN ACCORDANCE WITH SENATE BILL 55
AND AUTHORIZING THE MAYOR TO SIGN THE DOCUMEf�TS, WITH AMENDMENTS.

SECONDED BY COUNCILMEMBER MEASELES. THE MOTION WAS APPROVED UNANIMOUSLY.
**THE MAIN MOTION AS AMENDED WAS APPROVED UNANIMOUSLY.
**COUNCILMEMBER KIM BRIZENDlNE MOVED TO APPROVE THE SUBMISSION OF A GRANT
APPLICATION TO FEMA FOR "PROJECT IMPAC7" TO ASSIST COMMUN171ES IN BECOMING
"DISASTER RESISTANT" AND AUTHORIZING THE MAYOR TO SIGN THE DOCUMENTS.
SECONDED BY COUNCILMEMBER HAJECATE. THE MOTION WAS APPROVED UNANIMOUSLY.
**COUNCILMEMBER ERICSSON MOVED TO APPROVE THE MAYOR'S APPOINTMENT OF CfTY
COUNCIL LIAISONS WITH CHANGES.
SECONDED BY COUNCILMEMBER TAYLOR. THE MOTION WAS APPROVED UNANIMOUSLY.
