MAYOR WHITAKER CALLED THE MEETING TO ORDER.
COUNCIL CONVENED INTO EXECUTIVE SESSION IN ACCORDANCE WITH TEXAS GOVERNMENT CODE,
PURSUANT TO 551.074•PERSONNEL MATTERS•CITY MANAGER'S TRI-ANNUAL REVIEW.
A SHORT BREAK WAS TAKEN AT THIS TIME.
COUNCIL RE•CONVENED INTO REGULAR SESSION.
MAYOR WHITAKER CALLED THE REGULAR MEETING TO ORDER AT 7PM.
y THE INVOCATION WAS GIVEN BY COUNCILMEMBER LARRY TAYLOR.

l COUNCILMEMBER KIM BRIZENDINE REPORTED ON ATTENDING THE PLANNING AND ZONING
MEETING, THE SAN JOAQUIN HOMEOWNERS ASSOCIATION MEETING DURING WHICH CONCERNS
WERE EXPRESSED REGARDING CONSTRUGTION AND INCREASE OF TRAFFIC ON SAN JOAQUIN
PARKWAY.
COUNCILMEMBER TAYLOR HAS NOTHING TO REPORT.
COUNCILMEMBER MEASELES REPORTED ON THE 2000 KEY MAP AND THE DISCREPANCIES IN
THE BOOK AND ASKED IF THE CITY COUI.D DO ANYTHING ABOUT THESE ERRORS.
COUNCf1.MEMBER KITTEN BRIZENDINE HAD NO REPORTS BUT HOPED ALL FATHERS HAD A
WONDERFUL FATHERS DAY AND STATED 7HAT EVERYONE WAS VERY REVERENT OF
COUNCILMEMBER TAYLOR AS HE IS OLDER.
COUNCILMEMBER ERICSSON REPORTED ON ATTENDING THE HOUSTON/GALVESTON AREA
REGULAR COUNCIL MEETING.

MAYOR WHITAKER REPORTED THAT COUNCILMEMBER MANISON WAS ATTENDING THE NATIONAL
ASSOCIAT{ON OF REG{ONAL COUNCIL OF GOVERNMENTS. THE MAYOR REPORTED HE ATTENDED
7HE ADVISORY COMMITTEE MEETING REGARDING THE BLACKHAWK SEWER PLANT AND
ATTENDED THE SENIOR ACT{VITY CENTER FOR THE DEDICATION OF THE MEMORIAL PLAQUE AND
STATED THAT ANYONE CAN DONATE MONEY IN MEMORY OF LOVED ONES.
MR. DAVID FARREL, 406 REGENCY COURT, APPEARED BEFORE COUNCIL TO COMPLAIN ABOUT
THE POLICE DEPARTMENT AND TO EXPRESS CONCERNS REGARDING HIS WIFE BEING STOPPED
BY OFFICER MICHAEL CORDERO ON HER WAY TO THE HOSPITAL FOR AN ALLERGIC REACTION
AND WAS DISTRESSED TO THINK SOMEONE WOULD DO THIS TO HIS WIFE. MAYOR WHITAKER
THANKED MR. FARREL FOR THIS INFORMATION AND ASKED THE CITY MANAGER TO LOOK INTO
THIS INCIDENT AND GET BACK TO HIM.
MS. KAREN RICHARDSON, 302 CHARLESTON, APPEARED BEFORE COUNCIL REGARDING ANIMAL
CONTROL AND THE COMPLAINT THAT WAS ISSUEQ TO HER REGARDING HER DOG RUNNING AT
LARGE, ISSUED A FORMAL COMPLAINT REGARDING THE HANDLING OF THE COMPLAINT BY
ANIMAL CONTROL OFFICER ALEX BUENROSTRO AND ANIMAL CONTROL ISSUES.
MAYOR WHITAKER AND ViCE CHAIR OF THE PLANNING AND ZONING COMMISSION TOM BURKE
CALLED A JOINT PUBLIC HEARING TO ORDER TO RECEIVE COMMENTS FROM THE PUBLIC, EITHER
ORAL OR WRITTEN, REGARDING THE FOLLOWING PROPOSED AMENDMENTS TO THE ZONING
ORDINANCE WHICH WERE:
BUILDING HEIGHTS � NO COMMENTS WERE RECEIVED FROM THE PUBLIC.
CLUSTER HOMES � MR. ROB ROY, 306 VIRGINIA LANE, APPEARED BEFORE COUNCIL AND STATED
THAT HE 1S A LOCAL REALTOR AND THAT LOT SIZES ARE WHAT SETS FRIENDSWOOD APART FROM
OTHER CITIES AND WOULD PREFER TO KEEP THE GREEN SPACE BETWEEN HOMES.
COMMERCIAL SITE PLANS — NO COMMENTS WERE RECEIVED FROM THE PUBLIC.
MULTI-FAMILY RESIDENTIAL-SPECIFIC USE PERMITS (MFR-SUPs)— NO COMMENTS WERE
RECEIVED FROM THE PUBLIC.
GLARE — NO COMMENTS WERE RECEIVED FROM THE PUBLIC.
DISCUSSION WAS HELD WITH COUNCIL REGARDING CLARIFICATION OF DECORATIVE
LIGHTING/MEASURABLE AND OVER REGULATING.
DOWNTOWN OVERLAY DISTRICT (DOD) - NO COMMENTS WERE RECEIVED FROM THE PUBLIC.
DISCUSSION WAS HELD WITH COUNCIL REGARDING REMOVING THE SUNSET PROVISION,
ENTRYWAY OVERLAY PROVISIONS, GARAGE BAYS, AND WORKING.
CITY MANAGER COX REPORTED THE TEXAS DEPARTMENT OF PUBLIC SAFETY, DIVISION OF
EMERGENCY MANAGEMENT, NAS AWARDED A GRANT TO THE CITY OF FRIENDSWOOD 1N THE
AMOUNT OF $12,085. THIS, ALaNG WITH A 25 PERCENT MATCHING REQUIREMENT, BRINGS THE
TOTAL AVA4LABLE OF $16,113 FOR SUPPLlES TO BETTER SECURE THE PUBLIC SAFETY BUILDING
DURING MAJOR STORMS. THE SUPPLIES WILL PRIMARILY BE FOR STORM SHUTTERS FOR 7HE
WINDOWS. MR. COX ALSO REPORTED THAT TERRY BYRD, FIRE MARSHAL/EMERGENCY MANAGEMENT
COORDINATOR, IS PLANNING 70 CONDUCT A TOWN MEETING ON HURRICANE PREPAREDNESS ON
MONDAY, JUNE 26. THE MEETING WILL PROVIDE INFORMATION ON WHAT CAN HAPPEN DURING A
HURRICANE, WHAT CITIZENS SHOULD DO TO PREPARE AND PROTECT THEMSELVES AND THEIR
