MONDAY, MAY 22, 2000 AT 6:30 PM AT THE FRIENDSWOOD PUBLIC LIBRARY MEETING ROOM, 416

MAYOR WHITAKER CALLED THE MEETING TO ORDER.
COUNCILMEMBER KIM BRIZENDINE MOVED TO APPROVE RESOLUTION R2000-29, A RESOLUTION
OF THE CITY OF FRIENDSWOOD, TEXAS, DECLARING THE NECESSITY FOR THE HOLDING OF A
SPECIAL MEETING OF THE CITY COUNCIL ON MONDAY, MAY 22, 2000, AT 6:30 PM AT THE
FRIENDSWOOD PUBLIC LIBRARY MEETING ROOM, 416 SOUTH FRIENDSWOOD DRIVE,
FRIENDSWOOD, TEXAS, FOR THE PURPOSE OF DISCUSSING KEY ISSUES OF EMERGENCY
PREPAREDNESS AND THE CAPITAL IMPROVEMENTS PLAN.
SECONDED BY COUNCILMEMBER TAYLOR. THE MOTION WAS APPROVED UNANIMOUSLY.
DISCUSSION WAS HELD REGARDING KEY ISSUES OF EMERGENCY PREPAREDNESS. FIRE MARSHAL
TERRY BYRD PRESENTED UPDATES ON AREAS THAT STAFF AND COUNTYWIDE COOPERATIVE OF
EMERGENCY MANAGEMENT COORDINATORS HAVE CONCENTRATED ON DURING THE PAST YEAR
INCLUDING AN EVACUATION PLAN, PROTECTION OF CITY RECORDS, DAMAGE ASSESSMENT,
DEBRIS MANAGEMENT, DONATIONS MANAGEMENT, SHELTERING OF CITY EMPLOYEES AND
VOLUNTEERS AND COMMUNICATIONS. AND A ti'IDEO ON "WHAT COULD HAPPEN IN THE EVENT OF
A BID HURRICANE." DISCUSSION CONTINUED REGARDING A SPECIAL NEWSLETTER PUBLICATION
`�"� ON PREPARING FOR STORMS, THE RADIO STATION, AND SIRENS.
DISCUSSION WAS HELD REGARDING THE CAPITAL IMPROVEMENTS PLAN (CIP). CITY MANAGER
COX PRESENTED INFORMATION REGARDING THE WATER AND SEWER UTILITIES CIP, AND THE
GENERAL FUND CIP, WHICH INCLUDED THE DEVELOPMENT OF A RATING MATRIX, A PROJECTS
PRIORITY LIST, SCHEDULE OF IMPLEMENTATION, AND TAX BOND CAPACITY.
OIRECTOR OF COMMUNITY DEVELOPMENT MIKE HODGE PRESENTED INFORMATION REGARDING
PRIORITIZATION OF THE GENERAL FUND CIP PROJECTS AND THE SIX TASKS INVOLVED:
ESTABLISHING CRITERIA, WEIGHTING CRITERIA, PROJECT DATA SHEETS, PROJECT SCORING,
FINANCIAL ANALYSIS, AND IMPLEMENTATION SCHEDULE.
DIRECTOR OF ADMINISTRATIVE SERVICES ROGER ROECKER GAVE A PRESENTATION REGARDING
THE GENERAL FUND DEBT CAPACITY ANALYSIS AND A BRIEF EXPLANATION OF THE THREE
SCHEDULES THAT WERE PREPARED BY FRANK ILDEBRANDO UNDER THE DIRECTION OF THE CIP
PROJECT TEAM, CONSISTING OF MIKE HODGE, JARED STOUT, JON BRANSON, TERRY BYRD AND

ROGER ROECKER: SCHEDULE 1. TAX RATE ANALYSIS; SCHEDULE 2. AGGREGATION REPORT;AND
SCHEDULE 3. CURRENT DEBT PLUS NEW DEBT.
DISCUSSION CONTINUED REGARDING PRIORITIZING PROJECTS, DIRECTIVES, REVIEWING AND
REVISING FUNDING SOURCES, LOWERING COST ESTIMATES, IDENTIFYING FUNDING, FUNDING
CAPACITY, TAX BONDING CAPACITY, SCHEDULING IMPLEMENTATION, BOND ISSUANCES, GROWTH
RATE ESTIMATES, TAX RATE, TAX REVENUES, DEVELOPMENT OF MATRICES, WEIGHING THE
CRITERIA AND SCORING THE PROJECTS INDEPENDENTLY BY STAFF. A QUESTION AND ANSWER
SESSION WAS HELD WITH COUNCIL REGARDING A PLAN FOR FUNDING, AND ALLOWING THE
MAJORITY OF PRIORITY ITEMS TO BE FUNDED. COUNCIL DISCUSSED A REDUCTION OF DOLLARS
TO BE SPENT FOR THE PUBLIC SAFETY BUILDING AND A REALISTIC REVIEW OF PROPOSED PLANS
AND FUNDING. COUNCIL ALSO LOOKED AT PARKS PROJECTS AND DISCUSSED FRIENQSWOOD
LINK ROAD AS A PRIORITY. COUNCIL REQUESTED A SPECIAL SESSION TO BE HELD REGARDING
THE PUBLIC SAFETY BUILDING AND THE FUNDING SCENARIO, THE PACKAGE FOR THE BONDING
ISSUES AND LEVEL OF PARTICIPATION FROM CITIZENS AND DISCUSSED A WORKSHOP TO BE
HELD ON JUNE 12T" REGARDING THE SALES TAX 4A & 4b ELECTION.
