MAYOR WHITAKER CALLED THE MEETING TO ORDER. DISCUSSION WAS HELD WITH THE PLANNING AND ZONING COMMISSION REGARDING THE PROPOSED CHANGES TO THE GLARE ORDINANCE. DISCUSSION WAS HELD REGARDING GLARE AND PUBIIC FACILITIES, PARKS, STREETLIGHTS, SCHOOL PROPERTIES, SPECIAL EVENTS, TIMES ALLOWED, NEW FACILITIES VERSUS EXISTING FACILITIES, THE COST TO CONVERT, HARDSHIP CONSIDERED, LUMENS, HISTORICAL STYLE ON ARCHITECTURAL LIGHTING, NO MEASURABLE ILLUMINATION, MANAGEMENT OF COMPLAINTS, INDOOR AND OUTDOOR ILLUMINATION, AND PROBLEMS. COUNCIL CONCURRED THAT THEY ARE READY FOR AN ORDINANCE TO BE DRAFTED AND A PUBLIC HEARING TO BE HELD. DISCUSSION WAS HELD WITH THE PLANNING AND ZONING COMMISSION REGARDING PROPOSED AMENDMENTS TO THE TEMPORARY BUSINESS ORDINANCE. DISCUSSION CONTINUED REGARDING DAY PERMITS FOR OUTDOOR SALES, 30•DAY LIMITS, RESTROOM FACILITIES, HOLIDAY SALES, •��� TEMPORARY BUS�NESS VERSUS PERMANENT BUSINESS OPERATIONS, HOLIDAY SALES, TIME ALLOWED, AND LIGHTING. COUNCIL CONCURRED TO SCHEDULE A WORKSESSION AND RE-DO THE ORDINANCE. A SHORT BREAK WAS TAKEN AT THIS TIME. COUNCIL CONVENED INTO REGULAR SESSION AT 7:00 PM. MAYOR WHITAKER CALLED THE MEETING TO ORDER. A MOMENT OF SILENCE WAS OBSERVED. MAYOR WHITAKER LED THE PLEDGE OF ALLEGIANCE TO THE STATE OF TEXAS AND TO THE UNITED STATES CITY MANAGER COX PRESENTED THE FIVE STAR SPIRIT AWARD TO MARY COOPER, PUBLIC WORKS e 1612 SENIOR ADMINISTRATIVE SECRETARY FOR THE FIRST QUARTER OF 2000. MS. COOPER WAS AWARDED THIS HONOR FOR ALWAYS BEING UPBEAT, FRIENDLY AND HELPFUL TO CITIZENS AS WELL AS STAFF. UPON RECEIVING THIS AWARD, MS. COOPER STATED THAT SHE IS "JUST DOING MY JOB". THE JOINT DOCKETED PUBLIC HEARING TO RECEIVE COMMENTS, EITHER ORA� OR WRITTEN, FROM THE PUBLIC REGARDING A REQUEST FOR A PLANNED UNIT DISTRICT/SPECIFIC USE PERMIT-REAL ESTATE OFFICE (PUD/SUP-REAL ESTATE OFFICE) FROM PLANNED UNIT DISTRICT-MEDICAL OFFICE (PUD/SUP-MEDICAL OFFICE) FOR 0.482 ACRES, LOCATED AT 307 E. EDGEWOOD DRIVE, GALVESTON COUNTY, TEXAS WAS CANCELLED AT THE APPLICANT'S REQUEST. COUNCILMEMBER KITTEN BRIZENDINE REPORTED THAT MARY COOPER IS TYPICAL OF THE STAFF OF THE CITY, AND CONGRATULATED CITY SECRETARY DELORIS MCKENZIE UPON GRADUATING FROM ALVIN COMMUNITY CO�LEGE WHERE SHE EARNED HER ASSOCIATE'S DEGREE IN MANAGEMENT. COUNCILMEMBER ERICSSON REPORTED ON ATTENDING THE BAY AREA TRANSPORTATION PARTNERSHIP (B.A.T.P.) MEETING AND HE MET WITH THE PRESIDENT OF B.A.T.P. REGARDING CIRCULATION (BUS SERVICE PROGRAM)AND STATED IT MAY NOT BE NEEDED IN FRIENDSWOOD BUT TRAFFIC FLOW ISSUES DO NEED TO BE ADDRESSED. COUNCILMEMBER ERICSSON ALSO REPORTED THAT HE WILL SERVE ON THE HOUSTON/GALVESTON AREA COUNCIL (H�GAC) AUDIT COMMITTEE, ANO REPORTED ON THE CLEAN AIR NON�ATTAINMENT PROGRAM, AND REPORTED ON ATTENDING THE CLEAR LAKE COUNCIL OF CITIES MEETING WHERE THE PROGRAM WAS "CLEAN AIR". COUNCILMEMBER KIM BRIZENDINE REPORTED THAT MARY COOPER ALSO WORKED FOR THE FRIENDSWOOD INDEPENDENT SCHOOL DISTRICT ANO STATED WE ARE BLESSED TO HAVE HER WORK FOR THE CITY. COUNCILMEMBER BRIZENDINE ALSO REPORTED ON ATTENDING THE SAN JOAQUIN HOMEOWNERS ASSOCIATION MEETING, THE PROJECT PROM, THE SCHOOL SPONSORED EVENT TO KEEP OUR CHILDREN SAFE WHERE 330 JUNIORS AND SENIORS ATTENDED AND THANKED THE VOLUNTEERS, PARENTS, BUSINESSES WHO PARTICIPATED, AND COMMENDED THEANIMAL CONTROL DEPARTMENT FOR THEIR PROACTIVE AND CORRECTIVE ACTIONS AND THAT EVERYONE APPRECIATES THEIR EFFORTS FOR A JOB WELL DONE. COUNCILMEMBER TAYLOR REPORTED ON ATTENDING THE CLEAR LAKE COUNCIL OF CITIES MEETING WITH COUNCILMEMBER ERICSSON AND MANISON DURING WHICH A PROGRAM REGARDING AIR QUALITY CONTROL WAS PRESENTED. COUNCILMEMBER MEASELES REPORTED ON ATTENDING THE CONCERTS IN THE PARK THE LAST TWO FRIDAYS, ATTENDED THE GA�VESTON COUNTY MAYORS AND COUNCILS (GCM&C) MEETING WITH THE MAYOR. COUNCILMEMBER MEASELES REPORTED THAT THE PROGRAM PRESENTED WAS A CHANNEL 2 NEWS "HIDDEN CAMERA" SPOTLIGHTING POLICE DEPARTMENTS FROM SURROUNDING COUNTIES IN AN EFFORT TO EXPOSE HOW COMPLAINTS ARE FILED AND THAT OUT OF 32 CITIES, FRIENDSWOOD RECEIVED AN OUTSTANDING GRADE AND THAT HE IS VERY PROUD OF THE POLICE DEPARTMENT, ANNOUNCED THAT AT THE TEXAS WOMEN IN LAW ENFORCEMENT ANNUAL MEETING, OFFICER RADNEY WAS PRESENTED WITH THE "COMMUNITY SERVICE OF THE YEAR"AWARD, AND WAS TNE OFFICER THAT MET WITH CHANNEL 2, AND STATED THAT THE CITY IS VERY PROUD OF OFFICER RADNEY AND CONGRATULATED THE POLICE DEPARTMENT ON THEIR GOOD WORK. MAYOR WHITAKER REPORTED IN ADDITION TO MANY OF THE SAME MEETINGS HE ATTENDED WITH COUNCILMEMBERS, HE ALSO ATTENDED, WITH THE STAFF AND THE CITY MANAGER, HURRICANE DE- BRIEFING, AMD EXERCISE AND PREPAREDNESS, AND STATED THAT THERE IS MORE EFFORT THIS YEAR TO BE PREPARED AND FIRE MARSHAL TERRY BYRD HAS WORKED VERY HARD TO PULL THIS PROGRAM TOGETHER AND WILL KEEP THE PUBLIC INFORMED. MAYOR WHITAKER ALSO REPORTED ON ATTENDING THE HOPE VILLAGE RIBBON CUTTING CEREMONY ON THE RECENT RENOVATIONS AND ADD-ON, AND STATED THAT THIS PROJECT WAS SELF-FUNDED BY PARENTS OF THE SPECIAL 1613 PEOPLE THAT LIVE THERE WITH THE PRODUCTS THEY MAKE AND SELL. MAYOR WHITAKER STATED HOPE VILLAGE OPENED 30 YEARS AGO, AND ONCE AN INDIVIDUAL IS APPROVE TO LIVE THERE, THEY CAN LIVE THERE FOR LIFE AND SOME OF THE RESIDENTS HAVE BEEN THERE FOR 30 YEARS. MAYOR WH{TAKER STATED THIS 1S A SPECIAL PLACE AND URGED THE COMMUNITY TO SUPPORT THIS PROJECT. *COUNCILMEMBER ERICSSON MOVED TO APPROVE THE APPOINTMENT OF COUNCILMEMBER KIM BRIZENDINE TO MAYOR PRO-TEM FOR A ONE�YEAR TERM. JEFF BRANSCOME, 308 WOODSTREAM, FOUNDER OF FRIENDSWOOD CITIZENS FOR PROPER ANIMAL CONTROL, APPEARED BEFORE COUNCIL REGARDING ANIMAL CONTROL ISSUES AND BITE i REPORTS. MR. BRANSCOME COMMENTED ON OFFICER RADNEY'S COMMENDATIONS AND STATED OFFICER RADNEY'S MOST RECENT EVALUATION RESULTED IN NO RAISE WHICH 7HE CITY MANAGER SIGNED OFF ON. CITY MANAGER COX REPORTED 4N THE COWARDS CREEK SANITARY SEWER SYSTEM IMPROVEMENTS AND STATED THE REPLACEMENT OF THE SANITARY SEWER TRUNK LINE THAT RUNS ALMOST THE ENTIRE LENGTH OF COWARD'S CREEK IN FRIENDSWOOD WAS FUNDE� WITH THE REVENUE BONDS THAT WERE ISSUED IN 1999. THE DESIGN CONSULTANT, CLAUNCH & MILLER, INC. HAS COMPLETED THE SPEC1FiCATIOtVS FOR THE PRO.fECT. B1DS ARE SCHEDULED TO BE ADVERTISED {N THE NEXT THREE WEEKS, AND CONSTRUCTION WILL BEGIN IN THE LATE SPRING OR EARLY SUMMER. THIS LINE, CONSTRUCTED AROUND 1968, IS A 24-INCH LINE THAT SERVES A MAJOR PORTION OF THE CITY. IT IS IN A DETERIORATED CONDITION. SOME 1,600 FEET HAVE BEEN REPLACED OVER THE LAST 10 YEARS, AND THE REMAINING 8,100 FEET WILL BE DONE WITH THIS PROJECT. MR. COX ALSO REPORTED ON THE PANHANDLE AREA SEWER STUDY, AN AREA OF FRIENDSWOOD BOUNDED BY CLEAR CREEK, FM 2351, BEAMER ROAD AND DIXIE FARM ROAD. STAFF WILL BE REVIEWING THE ALTERNATIVE PROVIDED IN THE STUDY AND THE ITEM WILL BE ON A FUTURE WORKSESSION AGENDA FOR COUNCIL CONSIDERATION. MR, COX ALSO REPORTED ON THE IMPACT FEE STUDY WHICH SHOWS AN EXPECTED INCREASE IN THE IMPACT FEES FOR WATER PRIMARILY DUE TO THE RECENT ISSUANCE OF REVENUE BONDS FOR WATER SYSTEM IMPROVEMENTS.
