AT FRfENDSW00D CITY HALL COUNCIL CHAMSERS, 910 S. FRIENDSWOOD DRIVE, FRIENDSWOOD, TEXAS, WITH THE FOLLOWING PRESENT CONSTITUTING A QUORUM: MAYOR HAROLD L. WHITAKER , .. COUNC{LMEMBER KITTEN HAJECATE COUNCILMEMBER JERRY ERICSSON COUNCILMEMBER TOM MANISON COUNCILMEMBER KIM BRIZENDINE COUNCILMEMBER LARRY TAYLOR CITY MANAGER RON COX CITY SECRETARY DELORIS MCKENZIE COUNCILMEMBER MEASELES AND CITY ATTORNEY MICKELSON WERE ABSENT FROM THE MEETING. MAYOR WHITAKER CALLED THE MEETING TO ORDER. THE INVOCATION WAS GIVEN BY CITY MANAGER COX. MAYOR WHITAKER LED THE PLEDGE OF ALLEGIANCE TO THE STATE OF TEXAS AND TO THE UNITED STATES. MAYOR WHITAKER REPORTED THAT COUNCILMEMBER MEASELES WAS NOT PRESENT BECAUSE HE WAS WIYH HIS MOTHER WHO IS HAVING SURGERY AND STATED THA7 EVERYONE HOPES AND PRAYS ALL IS WELL. - COUNCILMEMBER TAY�OR ANNOUNCED THAT COUNCILMEMBER KITTEN HAJECATE WAS MARRIED , LAST SATURDAY T� COUNCILMEMBER KIM BRIZENDINE'S BROTHER AND IS NOW KITTEN BRIZENDINE. COUNCILMEMBER BRIZENDINE REPORTED ON ATTENDING THE PRAYER BREAKFAST HONORING THE TOP TEN SCHOLARS FROM CLEAR BROOK HIGH SCHOOL AND FRIENDSWOOD HIGH SCHOOL. COUNCILMEMBER MANISON REPORTED ON ATTENDING THE HOUSTONlGALVESTON AREA COUNCIL (H-GAC) MONTHLY MEETING, THE TEXAS STATE RESOURCES CONSERVATION AND DRAINAGE(T.R.C.& D.) MEETING, THE HARRIS COUNCIL MAYORS AND COUNCILS MEETING (H.C.M & C), KITTEN HAJECATE'S WEDDING, THE PORT OF NOUSTON EXPANSION COMMISSION MEETING, THE REGION H & I WATER DEVELOPMENT BOARD MEETING, THE PRAYER BREAKFAST HONORING THE TOP TEN STUDENTS FROM CLEAR BROOK HIGH SCHOOL AND FRIENDSWOOD HIGH SCHOOL, AND THE OPEN HOUSE HELD AT FRIENDS CHURCH HONORING HELEN CLINE,WHO TURNED 90 YEARS OLD, THE WIFE OF LAWRENCE CLINE. COUNCILMEMBER ERICSSON REPORTED ON ATTEfVDING THE H.C.M.& C. MEETING, THE H-GAC MEETING WHERE HE WAS APPOINTED TO THE PROJECT REVIEW AND AUDIT COMMITTEE, REPORTED ON CLEAR CREEK PROJECT FROM HARRIS COUNTY, AND THE REGIONAL TENNIS GAMES HELD IN _.. _.. __.._..... ... 5�i�oo � � p�O HUNTSVILLE DURING WHICH FRIENDSWOOD HIGH SCHOOL PARTICIPATED. COUNCILMEMBER HAJECATE REPORTED THAT LAST SATURDAY WAS A VERY EXCITING DAY AND SHE IS VERY PROUD TO HAVE BECOME KITTEN BRIZENDINE, ATTENDED THE PRAYER BREAKFAST LAST SATURDAY AND THE FOURTH OF JULY STEERING COMMITTEE MEETING. COUNCILMEMBER BRIZENDINE REPORTED ON TNE EPA MEETING REGARDING REMEDIATION, AND THAT THE RANCHO VIEJO SITE HAS BEEN TAKEN OF THE EPA LISTING, ON THE NPO LIST(NATIONAL PROJECT LIST). MAYOR WHITAKER REPORTED ON ATTENDING THE H.C.M & C. MEETING, ATTENDED THE GALVESTON COUNTY "HURRICANE POLLY" TABLETOP EXERCISE LAST WEEK, AND THAT THERE WILL BE FOLLOW UP MEETINGS ON PREPAREDNESS IN THE EVEN7 OF A HURRICANE, ATTENDED THE GALVESTON COUNTY COMMISSIONERS WORK SHOW WITH CITY MANAGER COX AND FIRE MARSHAL BYRD REGARDING "FIRST CALL" TELEPHONE ANSWERING SYSTEM, AND STATED THAT THE COUNTY WILL PAY FOR EVERY CITY IN THE COUNTY, WITH 7HE CITY PAYING FOR AIR TIME. WITH THIS SYSTEM AND THE CITY RADIO 1650 A.M. AND SIREN SYSTEM, IT WILL GIVE THE CITY ADVANCE WARNING SYSTEMS. MAYOR WHITAKER ALSO ANNOUNCED THAT GALVESTON COUNTY JUDGE JIM YARBROUGH WILL SWEAR IN THE MAYOR AND COUNCILMEMBER HAJECATE, POSITION 1, AND COUNCILMEMBER MANISON, POSITION 3, ON MAY 9, 2000, AND REMINDED EVERYONE THAT THE CLEAR CREEK DRAINAGE DISTRICT EARLY VOTING RUNS THROUGH TOMORROW, AND ELECTION DAY IS MAY 6, 2000 FROM 7:00 AM UNT1L 7:00 PM. COUNCILMEMBER MANISON REPORTED THAT FORMER MAYOR EVELYN NEWMAN FELL IN HER HOME AND HAD TO HAVE TOTAL HIP REPLACEMENT AND THAT SHE IS IN ST. JOHN'S H�SPITALAND DOING WELL. CITY MANAGER REPORTED ON COMPLETING THE HURRICANE POLLY EXERCISE WITH OTHER ENTITIES IN GALVESTON COUNTY. MR. COX ALSO REPORTED THAT 90 PERCENT OF THE WORK ON THE REMODELED EMERGENCY OPERA710NS CENTER(EOC) HAS BEEN COMPLE7ED. THE CENTER IS LOCATED IN THE OLD COUNCIL CHAMBERS IN THE PUBLIC SAFETY BUILDING. MR. COX ALSO REPORTED ON THE iNSURANCE SERVICES ORGANIZATION (1S0) RATING FOR THE BUILDING DEPARTMENT AND THAT THE CITY RECEIVED A RATING OF 5 ON A SCALE OF 1-10. COUNCILMEMBER TAYLOR EXPRESSED CONCERNS REGARDING 7HE EMERGENCY OPERATIONS CENTER AT THE PUBLIC SAFETY BUILDING DURING HURRICANE STRENGTH WINDS WITH THE CITY MANAGER ADVISING THE BUILDING IS RATED TO WITHSTAND WINDS UP TO 100 M.P.H. THE CITY MANAGER ADVISED BACK•UP GENERATORS AND EQUIPMENT IS LOCA7ED AT THE EMERGNECY OPERATIONS CENTER AND TNAT IT WOULD NOT BE FEASIBLE TO BUILD A SEPARATE BUILDING AT THIS TIME. COUNCILMEMBER TAYLOR STATED HE SAW THIS AS A WEAK LINK IN THE CITY'S PREPARATION PROGRESS. MAYOR WHITAKER STATED THE CITY WILL HAVE A 10 TO 15 MINUTE WORKSHOP IN LATE MAY TO UPDATE COUNCIL AND CITIZENS WHAT TO EXPECT IN THE EVENT OF AN EMERGENCY ANO STATED THE COMMUNITY NEEQS TO KNOW THESE THINGS TO BE PREPARED. COUNCILMEMBER KITTEfV BRIZENDINE SUGGESTED MEETING AT THE EMERGENCY OPERATIONS CENTER TO PREVIEW THE FACILITIES. RESOLUTION: **COUNCILMEMBER HAJECATE MOVED TO APPROVE RESOLUTION ft2000-28 OF THE CITY OF FRIENDSWOOD AUTHORIZING INTERVENTION IN THE TEXAS-NEW MEXICO POWER COMPANY AND RELIANT ENERGY HL&P'S TRANSMISSION AND DISTRIBUTION RATE CASES AT 7HE PUBL�C UTILITY COMMISSION OF TEXAS DOCKET NOS 22349 AND 22355, RESPECTIVELY;AUTHORIZING THE JOINING WITH OTHER INTERVENING CITIES TO PROTECT MUNICIPAL AND RATEPAYER INTERESTS; _._ ._ - ' � p� 5�i�oo 1 AUTHORIZING THE HIRING OF ATTORNEYS AND CONSULTANTS; AND REQUIRING REIMBURSEMENT �F THE CITIES' RATEMAKING C�STS. ORDINANCES: **COUNCILMEMBER MANISON MOVED TO APPROVE ORDINANCE T2000-09, FIRST READING OF AN ORDINANCE OF THE CITY OF FRIENDSWOOD, TEXAS, GRANTING CAPROCK COMMUNICATIONS, THE AUTHORITY AND LICENSE TO PLACE, OPERATE, AND UTILIZE ITS FACILITIES WITHIN PUBLIC RIGHTS- OF-WAY OF THE CITY FOR THE PURPOSE OF PROVIDING TELECOMMUNICATIONS SERVICES; MAKING CER7AIN FINDINGS; AND PROVIDING OTHER MATTERS RELATING TO THE SUBJECT. T2000-11, FIRST READING OF AN ORDINANCE OF THE CITY 4F FRIENDSWOOD, TEXAS, AMENDING ORDINANCE N0. 84-15, SAID ORDINANCE N0. 84-15 BEING THE ZONING ORDINANCE OF THE CITY, BY GRANTING A SPECIFIC USE PERMIT FOR A DAY SCHOOL, LOCATED AT LOT 7, BLOCK 4,WINSTON ADDlTION, GALUESTON COUNTY KNOWN MUNICIPALLY AS 809 SOUTH FRIENDSWOOD DRIVE; IMPOSING CERTAIN CONDITIONS; PROVIDfNG A PENALTY {N AN AMOUNT NOT TO EXCEED $2,000 FOR EACH OAY OF VIOLATION OF ANY PROVISION HEREOF; AND PROVIDING FOR SEVERABILITY. T2000-12, FIRST READING OF AN ORDINANCE OF 7HE CITY OF FRIENDSWOOD, TEXAS, AMENDING ORDINANCE N0. 84-15, SAID ORDINANCE N0. 84•15 BE�NG THE ZONING ORDINANCE OF THE CITY, BY GRANTING A SPECIFIC USE PERMIT FOR A DAY CARE, LOCATED AT FM 2351/WANDERING TRAIL, LOT 1, BLOCK 4, WEDGEWOOD VILLAGE ADDITION, PROVIDING A PENALTY IN AN AMOUNT NOT TO EXCEED $2,000 FOR EACH DAY OF VIO�ATION OF ANY PROVISION HEREOF; AND PROVIDING FOR SEVERASILITY. " SECONDED BY COUNCILMEMBER BRIZENDINE. THE MOTION WAS APPROVED UNANIMOUSLY. **COUNCILMEMBER MANISON MOVED TO APPROVE THE CONSENT AGENDA AS PRESENTED. A. PAYMENT OF CAPiTAL PROJECTS: 1. CITY HALL BALCONY RENOVATION W1TH THE THIRD PAYMENT IN THE AMOUNT OF $13,138.70 TO ARTEAGA CONSTRUCTION C0. FOR CONSTRUCTION SERVICES, BID N0. 99•16. THE PROJECT IS 70 PERCENT COMPLETE. RETAINAGE IS FIVE PERCENT. 2. COWARDS CREEK SANITARY SEWER REPLACEMENT WITH THE FOURTH PAYMENT IN THE AMOUNT OF $5,880.00 TO CLAUNCH & MILLER FOR ENGINEERING SERVICES FOR THE DESIGN OF 24" REPLACEMENT LINE ALONG COWARDS CREEK FROM FM 518 TO COWARDS CREEK DRIVE. THE WORK IS 43 PERCENT COMPLETE. 3. SANITARY SEWER SERVICE TO PANHANDLE AREA WITH THE THIRD PAYMENT TO WAYNE SMITH & ASSOCIATES FOR DESlGN SERVICES. THE REPORT IS 90 PERCENT COMPLETE. TOTAL PAYMENTS WERE $22,018.70. B. APPROVAL OF COMMERCIAL SITE PLAN FOR WENDY'S ftESTAURANT ON FM 518. C. MINUTES OF APRIL 17, 2000 WITH CORRECTIONS. SECONDED BY COUNCILMEMBER ERICSSON.
