HELD ON MONDAY, APRIL 17, 2000 AT 7:00 P.M. AT FRIENDSWOOD CITY HALL COUNCIL CHAMBERS,
910 S. FRIENDSWOOD DRIVE, FRIENDSWOOD, TEXAS, WITH THE FOLLOWING PRESENT

MAYOR WHITAKER CALLED THE MEETING TO ORDER.
THE INVOCATION WAS GIVEN BY PASTOR ROY SKEETER FROM FRIENDSWOOD FRIENDS CHURCH.
MAYOR WHITAKER LED THE PLEDGE OF ALLEGIANCE TO THE STATE OF TEXAS AND TO THE UNITED
STATES.
COUNCILMEMBER HAJECATE REPORTED ON ATTENDING THE WESTWOOD/CLINE CARNIVAL AND THAT
$11,000 WAS RAISED DURING AUCTION AND $30,000 WAS RAISED DURING THE CARNIVAL,
ATTENDED THE FILLIES BANQUET, THE FRIENDSWOOD VOLUNTEER FIRE DEPARTMENT (FVFD)
ANNUAL BANQUET WITH RECOGNITION OF THE 1,000 FIRE AND 1,600 EMS THAT WERE RESPONDED

COUNCILMEMBER MANISON REPORTED ON ATTENDING THE CLEAR LAKE ECONOMIC DEVELOPMENT
FOUNDATION (CLAEDF) INTERNATIONAL COMMITTEE MEETING, THE REGION H WATER BOARD
MEETING, THE BAY AREA TRANSPORTATION MEETING AT SEABROOK, REPORTED THE TEXAS SCHOOL
OF BUSINESS LOCATED ON BAY AREA BLVD. EXPERIENCED A VERY SUCCESSFUL FIRST QUARTER,
ATTENDED THE PORT OF HOUSTON MEETING AND ATTENDED THE CLAEDF EDUCATIONAL MEETING,
AND THE CLAEDF "KEEP IT SOLD" MEETING FOR NASA.
COUNCILMEMBER BRIZENDINE REPORTED ON ATTENDING SOME OF THE SAME MEETINGS, AND
STATED THAT THE FRIENDSWOOD COMMUNITY BROCHURE PUT OUT BY FRIENDSWOOD'S
COMMUNITY SERVICES DEPARTMENT IS AN EXCELLENT SOURCE OF INFORMATION.
COUNCILMEMBER TAYLOR REPORTED ON ATTENDING WITH COUNCIL, THE CENTENNIAL PARK
GROUND BREAKING, ATTENDED THE FVFD ANNUAL BANQUET WITH SOME MEMBERS RESPONDING
TO OVER 200 AND 300 CALLS, AND MR. KEN CAMP WHO HAS RETIRED AFTER 40 YEARS OF SERVICE
TO FVFD, EMS, AND THE CITY.
COUNCILMEMBER MEASELES REPORTED ON ATTENDING THE LOT OF THE SAME MEETING,
INCLUDING THE FVFD BANQUET, THE FILLIES Br1NQUET WITH RECOGNITION OF THEIR EIGHT

COUNCILMEMBER ERICSSON REPORTED ON ATTENDING THE TOAST AND ROAST HONORING JIM
REINHARTSEN, PRES4DENT OF CLAEDF, WH{CH WAS HELD AT THE COLLEGE OF THE MAIN�AND,
DURING WHICH $61,000 WAS RAISED FOR SCHOLARSHIPS FOR AREA STUDENTS.
MAYOR WHITAKER REPORTED ON ATTENDING THE SUBSIDENCE DISTRICT WATER•WISE
CONSERVATION /EDUCATION PROGRAM HELD AT WESTWOOD, CLINE,AND BALES SCHOOLS TO HELP
EDUCATE YOUNG STUDEN7S ABOUT WATER ISSUES. MAYOR WHITAKER ANNOUNCED THAT 5 •�
COUNCI�MEMBER KITTEN HAJECATE IS ENGAGED TO SE MARRIED TO JAMES BRIZENDINE, BROTHER
OF COUNCILMEMBER KIM BRIZENDINE.
MR. JEFF BRANSCOME, 308 WOODSTREAM, FOUNDER OF FRIENDSWOOD PROPER ANIMAL CONTROL,
APPEARED BEFORE COUNCIL REGARDING ANIMAL CONTROL ISSUES AND CONCERNS.
MR. BRETT SHINE, 117 S. JOHNSON, ALVIN, TX, APPEARED BEFORE COUNCIL REGARDING ANIMAL
CONTROL ISSUES, DOG BITES, DOG ATTACKS, AND MARIE KINNEY, WHO WAS A DOG BITE VICTIM
CITY MANAGER COX REPORTED ON THE INSURANCE SERVICES OFFICE (ISO) BUILDING CODE
EFFECTIVENESS GRADING CLASSIFICATION FOR THE CITY. TNE ISO IS AN ORGANIZATION THAT
RATES CITIES IN VARIOUS AREAS OF CITY SERVICE TO ASSIST THE INSURANCE INDUSTRY IN
ESTABLISHING PREMIUMS. THE CITY RECEIVED A RATING FROM THE ISO OF 5 ON A SCALE OF 1-10,
WITH 1 BEING THE BEST, FOR FIRE PROTECTION SERVICES PROVIDED. MR. COX REPORTED THAT
FIRE MARSHAL TERRY BYRD IS WORKING WITH THE STATE AND THE FVFD TO IMPROVE ON THE
QEFICIENCIES THAT WERE NOTED IN TNAT RATING AND IS PLANNING TO SEEK A RE-RATING AFTER
THE LADDER TRUCK ARRIVES, SINCE THAT WILL IMPROVE THE RATING. THE ISO ALSO RATED THE
BUILDING CODE AND ENFORCEMENT SECTION OF THE CITY AND ON A SCALE FROM 1-10,
FRIENDSWOOD RECEIVED A GRADE OF 5 FOR BOTH RESIDENTIAL AND COMMERCIAL PROPERTIES.
MR. COX ALSO REPORTED ON THE REQUEST FOR PROPOSALS FOR THE CELLULAR TELEPHONE
TOWER LOCATIONS OF THE CITY AND PRESENTED INFORMATION REGARDING THE PROPERTIES
IDENTIFIED AS POTENTIAL SITES FOR CEL� TOWERS.
RESOLUTIONS
**COUNCILMEMBER MANISON MOVED TO APPROVE RESOLUTION R2000-27,A RESOLUTION OF THE
CITY OF FRIENDSWOOD, TEXAS, RECOMMENDING THE APPOINTMENT OF MR. ED POOLE, FORMER
COUNCILMEMBER FROM LEAGUE CITY, TO THE GRAND PARKWAY ASSOCIATION BOARD.
SECONDED BY COUNCILMEMBER HAJECATE. THE MOTION WAS APPROVED UNANIMOUSLY.
ORDINANCES
**COUNCILMEMBER MANISON MOVED TO APPROVE ORDINANCE T2000-08, SECOND AND FINAL
READIIVG OF ORDINANCE N0. T2000-08, AN ORDINANCE OF THE CITY OF FRIENDSWOOD, TEXAS,
AMENDING ORDINANCE N0. 84�15, SAID ORDINANCE N0. 84-15 BEING THE ZONING ORDINANCE OF
THE CITY, BY GRANTING A SPECIFIC USE PERMIT FOR A QRY�CLEANING PLANT, LOCATED AT LOT 3,
BLOCK 2, FRIENDSWOOD SUBDIVISION MUNICIPALLY KNOWN AS 102 SOUTH FRIENDSWOOD DRIVE,
AND IMPOS�NG CERTAIN CONDITIONS; PRQVIDING A PENALTY IN AN AMOUNT NOT TO EXCEED
$2,000 FOR EACH DAY VIOLATION OF ANY PROVISION HEREOF; AND PROVIDING FOR SEVERABILITY.
SECONDED BY COUNCILMEMBER MEASELES. THE MOTION PASSED 6-1 WITH COUNCILMEMBER
HAJECATE OPPOSED.

-TO REJECT. B. APPROVE THE RENEWAL OF THE CONTRACT WITH GALVESTON COUNTY ECONOMIC
DEVELOPMENT ALLIANCE FOR $3,000 FOR ECONOMIC DEVELOPMENT SERVICES AND AUTHORIZE
MAYOR TO EXECUTE CONTRACT. C. APPROVAL OF MARCH 31, 2000 PROPERTY TAX REPORT. D.
