DiSCUSSION WAS HELD WITH THE PLANNING AND ZONING GOMMISSION REGARDING THE
FOLLOWING : AMENDMENTS TO THE Z4NiNG ORDINANCE INCLUDfNG PROPOSED CHANGES TO
7HE GLARE ORDINANCE, CLUS7ER HOUSING-PUD, RESIDENTIAL BUILDING HEIGHTS,
COMMERCIAL SITE PLAN APPROVAL, MULTI�FAMILY RESIDENTIA�-SUP'S, AND DOWNTOWN
OVERLAY DISTRICT.
DISCUSSION CONTINUED REGARDING THE GLARE ORDINANCE AND WNAT LEVEL OF LIGNTING IS
REASONABLE, ZERO LOT LINE, WARM LIGHT,ARCHITECTURAL PARAMETERS, AND LANGUAGE FOR
DECORATIVE LiGHTING. THE PLANNING AND ZONING COMMISSION WILL WORK ON THE NEW
LANGUAGE AND BRlNG BACK RECOMMENDATIONS FOR A COUNCIL WORKSHOP.
DISCUSSION CONTINUED REGARDING C�USTER HOUSING, GREEN SPACE, DETENTION PONQS,
LANDSCAPIfVG, LOT SIZES, AND PARK DEDICATiON CREDIT.
DISCUSSION CONTINUED REGARDING COMMERCIAL SITE PLAN APPROVAL, CHANGING APPROVAL
FROM COUNCIL TO THE PLANNING AND ZONING COMMISSION, AND COUNCIL VIEWING THE
APPROVED PLAN.
DISCUSSION CONTINUED REGARDING BUILDING HEIGHTS AND COUNCIL CONCURRED TO
PROCEED WiTH THE PROPOSED CHANGES TO THE ORDINANCE.
DISCUSSION CONTINUED REGARDING MULTI�FAMILY RESIDENTIAL SPECIFIC USE PERMITS AND
CHANGES IN THE SPECIFIC USE PERMIT TO PERMITTED IN 7HE TABLE.
DISCUSSION CONTINUED REGARDING THE DOWNTOWN OVERLAY DISTRICT, EXPANDING THEAREA
INTO RES{DENTIA� AREAS, THE PRO AND CONS, CHANGE IN THE WORKING, PROPERTY LINES,
REACTION OF THE MAINSTREET TASK FORCE, REMOVAL OF SUNSE7 CLAUSE, TO CONTINUE
REVIEWING THE EXPANDED AREA, COUNCIL CONCURRED WITH THE CURRENT BOUNDARIES, AND
REMOVAL OF EXTENDED AREAS AND TO INCLUQE TECHNICAL CHANGES.

COMMUNITY DEVELOPMENT MIKE HODGE PRESENTED AN UPDATE ON THE CIP, A LIST OF TEN
. CRITERIA, AND DEVELOPMENT OF CRITERIA. COUNCIL ASKED FOR A LIST TO BE WORKSHOPPED
IN MAY REGARDING THE PRIORITIZED LIST, A LIST WITH FUNDING CAPABILITIES INCLUDING
RATIONALE OF WEIGHING PROJECTS AND REQUESTED THAT THIS INFORMATION BE COMPLETED
BY MAY.
DISGUSSlON WAS HELD REGARDING FOCUS ENDS AND GOALS FROM THE COUNCIL PI.ANNING
RETREAT. CITY MANAGER COX REVIEWED THE POLICY CATEGORIES lNCLUDING RESOURCES AND ,

REQUESTED 4A AND 4B SALES TAX ISSUE BE DEV�LOPED AS QUlCKLY AS POSSIBLE,
RECOMMENDATION REGARDING THE FLEXIBLE WORK WEEK TO lNCLUDE ALL EMPLOYEES AND '
NOT SELECT GROUPS WHICH WOULD SE FOR THE IMPROVEMENT OF CITY SERVICES AND TRIP
REDUCTION, COMMUNICATION WITH THE PUBLIC, REVIEW OF THE FRIENDSWOOQ VOLUNTEER
FIRE DEPARTMENT'S CURRENT CONTRACT, STREAMLINING THE PERMITTED USE TABLE AND THE
SPECIFIC USE PERMIT PROCESS, TIE TOGETHER THE COMPREHENSIVE PLAN, LAND USE, AND
VISION 2020, PROMOTING A SALES TAX ELECTION SUPPORTING ECONOMIC DEVELOPMENT,
SUGGEST EXIT INTERVIEWS FOR BUSINESSES LEAVING THE CITY, REASONS WHY BUSINESSES
DECIDE NOT TO COME IN OR DECIDE TO LEAVE, IDENTIFY EXPERTS FOR ENVIRONMENTAL ISSUES,
AND CONCURRED FOR STAFF TO BRING PROPOSALS FOR ACTION.
