SURFACE WATER CAPACITY INTEREST IN THE SOUTHEAST WATER PURIFICATION PLANT.
COUNCIL RE—CONVENED INTO REGULAR SESSION AT 7:00 PM.
MAYOR WHITAKER CALLED THE REGULAR MEETING TO ORDER.
THE INVOCATION WAS GIVEN BY PASTOR RALPH HOBRATSCHK FROM HOPE LUTHERAN CHURCH.
MAYOR WHITAKER LED THE PLEDGE OF ALLEGIANCE TO THE STATE OF TEXAS AND TO THE UNITED
STATES.
MAYOR WHITAKER AND CHAIR OF THE PLANNING AND ZONING CONA4ISSION BILL FINGER CALLED A
JOINT DOCKETED PUBLIC HEARING TO ORDER TO RECEIVE COI�P�NTS, EITHER ORAI, OR WRITTEN
REGARDING:
A REQUEST FOR A SPECIFIC USE PERMIT—DAY SCHOOL, (FRIENDSWOOD MONTESSORI
SCHOOL) LOCATED AT 809 S. FRIENDSWOOD DRIVE.
MR. HENRY WINSTON, OWNER, 511 RUSTIC LANE, APPEAFtED BEFORE COUNCIL AND STATED THAT
THIS WOULD BE A NEW SEPARATE BUILDING THAT WOULD ACCOI�IODATE MORE STUDENTS, AND
THAT THEY HAVE BEEN AT THE SF1ME LOCATION FOR THE PAST 20 YEARS.
MS. MELISSA MOULTON A.PPEARED BEFORE COUNCIL AND STATED THAT SHE HAS BEEN A RESIDENT
FOR THE PAST 23 YEARS, HAS HAD A CHILD ATTEND THE SCHOOL, IS IN FAVOR OF THE
SCHOOL, LIKES THE OPPORTUNITY FOR GROWTH, AND GFtANTTNG THIS PERMIT WOULD BE AN
OPPORTUNITY FOR HIGHER EDUCATION FOR CHILDREN.
MS. MARIE NELSON, 518 CASTLE HARBOUR, APPEARED BEFORE COUNCIL AND STATED THAT SHE

NOISE. STATED THAT THE PROPERTY BACKS UP TO CLEAR CREEK AND THAT THERE ARE SNAKES
THERE AND THIS WOULD PUT THE CHILDREN IN JEOPARDY, AND PRESENTED A PETITION WITH
FIFTY SIGNATURES IN OPPOSITION OF THE REQUEST.

COUNCILMEMBER HAJECATE REPORTED ON ATTENDING THE SENIOR CITIZENS ACTIVITY CENTER
SPAGHETTI LUNCHEON FUNDRAISER, THE PRAYER BREAKFAST DURING WHICH MR. ANY KNIGHT WAS
HONORED FOR THE "MEALS ON WHEELS" PROGRAM, THE STRATEGY PLANNING MEETING REGARDING
ECONOMIC DEVELOPMENT, AND STATED THAT THE UNIVERSITY OF HOUSTON WILL HOLD THE
ANNUAL HAZARDOUS WASTE CLEAN UP ON APRIL 1'rJTN AND THAT OVER 1100 FAMILIES
PARTICIPATED IN THE CLEAR LAKE CLEAN UP AND THAT OVER 1,000 TONS WAS COLLECTED LA.ST
YEAR, AND REPORTED THAT THE SENIOR CITIZENS' ANNUAL SPRING PICNIC IS PLANNED FOR

ON STRATEGIC PLANNING AS WELL.
COUNCII.�MBER BRIZENDINE REPORTED THE HABITAT FOR HUMANITY BUILDING BAI�L WILL BE
HELD APRIL 1 TO RAISE FUNDS TO BUILD HOUSES ON A 6'-� ACRE TRACT OF LAND IN ALVIN
THAT WAS DONATED TO HABITAT FOR HUMANITY.
COUNCII�MEMSER TAYLOR REPORTED THAT HE PLANS TO ATTEND THE HABITAT FOR HUMANITY
BUILDING BALL, AND REPORTED THAT HE ATTENDED THE ECONOMIC DEVELOPMENT RETREAT THAT

6:00 PM, ATTENDED THE PRAYER BREAKFAST, THE ECONOMZC DEVELOPMENT RETREAT, SPORTS
DAY, AND THE CITY OF HOUSTON SAFE COMMUNITIES U.S.A. PROGRAM REGARDING CAR SEATS
RESTRAINTS, TRUCK TRAFFIC FREEWAYS, ETC. , AND STATED THAT IT WAS AN EXCELLENT
CONFERENCE.

REGARDING BARKING DOGS, THE NUISANCE AND EFFECT ON HIS FAMILY, THE MAGNITUDE OF THE
PROBLEM, SUGGESTIONS TO SOLVE THE PROBLEMS, FEAR OF RETRIBUTION, AND WANTED TO
CON�7EY TO THE CITY MANAGER AND ENFORCEMENT OFFICERS, THE SPIRIT AND ATTITUDE OF
ZERO TOLERANCE.
MR. GERALD STANLEY, 17111 BLACKHAWK BLVD. , APPEARED BEFORE COUNCIL AND STATED THAT
HE IS A WITNESS TO EVERYTHING MR. KALSEY SAID, STATED THAT IS IT DIFFICiTLT TO ENJOY
HIS HOME BECAUSE OF THE SAME DOG PROBLEMS, THAT LIFE ALTERING CONSEQUENSES AND A
CHANGE OF LIFESTYLE FiAS OCCURF2ED AND ASKED WHAT IS GOING TO BE DONE.
MS. VICKY WHYNOTT, 1716 FALCON RIDGE, APPEARED BEFORE COUNCIL AND ASKED WHAT
COUNCIL IS DOING ABOUT THE CENTER OF TOWN AFTER THE ECONOMIC DEVELOP'MENT RETREAT,
QUESTIONED DRY CLEANERS AND TRUCK TRAFFIC TO SUPPORT THESE BUSINESSES, STATED THAT
COUNCIL NEEDS TO PROTECT THE CITY, CONSIDER FINES FOR SPILLS, AND ASKED WHO IS
GOING TO BE STUCK WITH THE CLEAN UP.
CITY MANAGER COX REPORTED NOTIFICATION HAS BEEN RECEIVED THAT THE
TELECOMMUNICATIONS INERASTRUCTURE FUND BOARD HAS GRANTED THE CITY THE LIBRARY
TECHNOLOGY ADVANCEMENT Gf2ANT IN THE AMOUNT OF $55,705 FOR THIS YEAR. THIS IS THE
SECOND TIME FOR FUNDING TO THE LIBRARY FROM THIS SOURCE. THE AMOUNT FROM 1998 OF
$46,457 BRINGS TOTAL GRANT FUNDING TO $102,162. THE MATCHING REQUIREMENTS ARE
$6,296, AND WILL BE PROVIDED FROM THE LIBRAF2Y SUDGET. THE GRANT MONEY WILL PROVIDE
ADDITIONAI, TECHNOLOGY RELATED SERVICES TO LIBRARY PATRONS. EQUIPMENT WILL INCLUDE
A NEW SERVER, ADDITION AND FASTER INTERNET ACCESS, WORKSTATIONS FOR PATRONS, A
DIGITAL CP.MERA, ADDITIONAL PRINTERS AND A SCANNER. MR. COX ALSO INTRODUCED MIKE
DOMINGUEZ AS THE NEW CITY PLANNER, AND THE NEW TEXAS-NEW MEXICO POWER COMPANY
BUSINESS UNIT MANAGER PAULINE MOORE.

DISTRICT #55, IN ACCORDANCE WITH THE APPROXIMATE BUDGETED AMOUNT, FOR UP TO ONE
MILLION GALLONS PER DAY OF SURFACE WATER CAPACITY INTEREST IN THE SOUTHEAST WATER
PURIFICATION PLANT.
