CITY MANAGER COX PRESENTED THE COMPREHENSIVE AIJNUAL FII�IANCIAL REPORT AWARD TO DIRECTOR OF ADMZNISTRATIVE SERVICES ROGER ROECKER AND ACCOUNTING AND UTILITY BILLING SERVICES SUPERVISOR CINDY EDGE. THIS IS THE THIRTEENTH CONSECUTIVE YEAR THE CITY HAS BEEN AWARDED THIS CERTIFICATE OF EXCELLENCE. MAYOR WHITAKER AND CHAIR OF THE PLANNING AND ZONING COMMISSION MR. BILL FINGER CALLED A JOINT DOCKETED PUBLIC HEARING TO ORDER TO RECEIVE INPUT, EITHER ORAL OR WRITTEN REGARDING THE REQUEST FOR SPECIFIC USE PERMIT-OFFICE USE, FOR PROPERTY LOCATED AT 402 E. EDGEWOOD (FM 2351) , 0.3857 ACRES, LOT 2, HOIDALE AND COFFMAN SUBDIVISION, GALVESTON COUNTY, TEXAS. ME2. DAVID OFFENBERGER, OWNER OF THE PROPERTY, APPEAFZED BEFORE COUNCIL AND DISCUSSED RENOVATIONS TO THE EXISTING BUILDING TO BE USED AS AN OFFICE BUILDING. MR. BILL LANGDOC APPEARED BEFORE COUDICIL AND QUESTIONED THE USE OF THE FACILITY AND OPERATIONS. MS. COOKIE LANDOC APPEARED BEFORE COUNCIL AND STATED THAT SHE WAS NOT ABLE TO RECEIVE ANY INFORMATION REGARDING THIS SPECIFIC USE PERMIT FROM CITY OFFICES. TOMMY RIVES, REPRESENTING THE OF7NERS, APPEARED BEFORE COUNCIL AND DISCUSSED THE CHANGES THAT WILL BE MADE SUCH AS BUILDING A CONTEMPORARY PROFESSIONAL FACILITY, A , DRIVE-THROUGH WINDOW SHALL BE INSTALLED, STATE OF THE ART EQUIPMENT WILL BE INSTALLED, A SEALANT WILL BE USED ON THE FLOORS AND WAT,LS, 7�2iD TWO DRIVEWAYS WILL BE ELIMINATED AND STATED THAT NO OUTSIDE DRY CLEANING WILL BE BROUGHT INTO THE CITY _ AND THE OWNER IS COMMZTTED TO BECOMING f�ART OF THE COMMUNITY. MAYOR WHITAI{ER ANNOUNCED HIS INTENTIONS TO FILE FOR RE-ELECTION FOR THREE MORE YEARS AND STATED A GREAT DEAL HAS $EEN ACCOMPLISHED IN THE LAST THREE YEARS AND " ' THERE IS STILL A LOT TO DO, WANTS TO BE A PART OF THE PROCESS, AND ASKED EVERYONE FOR THEIR SUPPORT. COUNCII.MEMBER MEASELES STATED THAT THE MAYOR IS A POSITIVE FORCE IN THE COMMUNITY AND IS PLEASED TO KNOW THAT THE MAYOR IS GOING TO RUN AGAIN. COUNCILMEMBER MEASELES ALSO REPORTED ON ATTENDZNG THE PLANNING AND ZONING MEETING AND THAT DISCUSSION WAS HELD REGARDING LOOKING INTO THE E'UTURE AT BUSINESSES AND WHAT CAN BE IMPLEMENTED, ATTENDED THE COMMUNITY PRAYEFt BREAKFAST SATURDAY AT CALVARY CHURCH, AND LAST SATURDAX ATTEIZDED THE STATE OF TEXAS RNNIVERSARY DAY PROGRAM AT DICKINSON HIGH SCHOOL. COUNCILMEMBER TAYLOR HAD NOTHING TO REPORT BUT CONlD�NDEb THE MAYOR ON HIS DECISION TO CONTINUE TO SERVE THE CITIZENS OF FRIENDSWOOD. COUNCILt�MBER BRTZENDINE HAD NOTHING TO REPORT BUT ATTENDED HAD SOME OF THE S�1N� MEETINGS. COUNCILMEMBER MANISON STATED THAT FEBRUARY 22 IS AN IMPORTANT DAY IN THE SPACE PROGRAM BECAUSE 3-D MAPPING OF THE EARTH WILL BEGIN, AND STATED FiE WILL RUN FOR RE- ELECTION FOR POSITION 3 TO BE A PART OF BRINGING HISTORY FORWARD AND THAT HE IS A DREAMER FOR THE FUTURE. COUNCILMEMBER ERICSSON REPORTED ON ATTEIIDING THE HOUSTON/GALVESTON AREA COUNCIL MEETING, THE HARRIS COUNTY MAYORS AND COUNCILS MEETING AND THE CLEAR LAKE TRANSPORTATION PARTNERSHIP MEETING. COUNCILMEMBER HAJECATE STATED THAT IT HAS BEEN A PLEASTTRE TO SERVE THIS CITY WITH TWO WONDERFUL MAYORS, EVELYN NEWMAN AND I-L�tROLD WHZTAKER, AND ANNOUNCED THAT SHE WOULD LIKE TO CONTINL7E TO SERVE AND WILL RUN FOR RE-ELECTIODI TO POSITION ONE. MAYOR WHITAKER REPORTED ON ATTENDI23G THE MEETING LAST THURSDAY WZTH E'RIENDSWOOD INDEPENDENT SCHOOL DISTRICT REGARDING JOINT ISSUES RND REPORTED ON THE DAF2E PROGRAM WITH CLASSES TAUGHT BY THE FRIENDSWOOD POLICE DEPARTMENT, AND DISCUSSED THE EMERGENCY MANAGEMENT WARNING SYSTEMS AND WHERE TO PLACE THE WARNING SYSTEMS INCLUDING THE LIGHTING. MR. BRIAN MURPHY, 105 W. CASTLEWOOD, APPEARED BEFORE COUNCIL REGARDING PLANNED ROAD CONSTRUCTION IN STEVENSON PARK AND STATED HIS CONCERNS REGARDING SAFETY ISSUES, INGRESS AND EGRESS, ENCOURAGING YOUNG PEOPLE TO BE IN THE PARK LATE AT NIGHT, INCREASE OF TRAFFIC, DAMI�GE TO THE TREES, AND RECOM[�2QDED SIGNAGE DIRECTING PEOPLE TO OVERFLOW PAFZKING AREAS, AND STATED THAT IT WAS A RECOMD�NDATION FROM THE PARKS AND RECREATION BOARD TO NOT BUILD THIS ROAD, AND THANKED THE CITY FOR PI,ANTING THE ....�_...,. ...».........__...w..__.__...�..._. ..._..,.�.... ROY STATED THAT AFTER" CALLING THE POLICE DEPAR�'MENT MORE THAN ONCE, THE POLICE DEPARTMENT DID RESPOND. MR. ROY STATED THAT HE FELT THAT P.D. DID NOT RESPOIID TO HIS CALLS IN A TIMELY MANNER AND THAT WHEN THEY DID ARRIVE, THE NEIGHBOR WAS GONE. MR. ROY STATED THAT HE E'ELT THE POLICE DEPARTMENT HAS A LAG AS TO UNDERSTANDING WHAT THE ORDINANCES CONTAIN. CITY MANAGER COX REPORTED ON THE EMERGENCY MANAGEMENT GRANT THE CITY RECEIVED TO OFFSET THE EXPENSES ASSOCIATED WITH OPERATING THE EMERGENCY MA2QAGEMENT PROGRAM FOR THE CITY. THE STATE IS GRANTING THE CITY $31,334 FOR FY1999-00 DISBURSED QUARTERLY. CITY MANAGER COX ALSO REPORTEp ON THE CUSTOMER SERVICE TRAINING THAT WILL BE GIVEN TO ALL SECRETARIAL, CLERICAL, AND FRONT LINE PERSONNEL IN THE CITY. THIS TRAINING WILL PROVIDE INFORMATION ON �EALING WITH THE PUBLIC IN A CUSTOMER FRIENDLY WAY AND REPORTED THAT MELVIN MEINECKE, DIRECTOR OF PUBLIC WORKS, UNDERWENT COLON CANCER SURGERY AND SEEMS TO BE DOING WELL. MAYOR WHITAKER COM[�NDED CITY MANAGER COX ON GETTING THE CUSTOMER SERVICE TRAINING PROGRAM ON LINE FOR CITY EMPLOYEES. **COUNCII,MEMBER BRIZENDINE MOVED TO APPROVE ACTION REGARDING APPROVAL OF DEVELOPER PARTICIPATION AGREEMENT FOR REIMBURSEMENT OF THE CITY' S SHAFtE OF COSTS RELATED TO CONSTRUCTION OF AN EIGHT-INCH WATERLINE ALONG MANDALE ROAD, MOORE ROAD AND CANAL DRIVE AND AUTHORIZATION FOR MAYOR TO SIGN. SECONDED BY COUNCILMEMBER MEASELES. THE MOTION WAS APPROVED UNANIMOUSLY. **COUNCILMEMBER MANISON MOVED TO APPROVE ACTION REGARDING PREPARATION FOR THE ISSUANCE OF REVENUE BONDS FOR PHASE II OF THE WATER AND SEWER CAPITAL Il�ROVEMENT PLAN FOR THE PURCHASE OF SURFACE WATER. R2000-13, A RESOLUTION OF THE CITY OF FRIENDSWOOD, TEXAS, APPRO'VING AND AUTHORIZING AN EXCESS REBATE WATER CAPACITY PURCHASE AND SALE AGREEMENT BETWEEN THE LA PORTE AREA WATER AUTHORITY AND THE CITY OF FRIENDSWOOD FOR THE PURCHASE OF 1 MGD OF THE INTERIM CAPACITY AT THE SOUTHEAST WATER PURIFICATION PLANT; MAKING VARIOUS FINDINGS AND PROVISIONS RELATING TO THE SUBJECT; FINDING COMPLIANCE WITH THE OPEN MEETINGS LAW; AND PROVIDING AN EFFECTIVE DATE HEREOF.
