CODE, PURSUANT TO SECTION 551.072, DELIBERA.TION REGARDING REAL PROPERTY, REGARDING .
PURCHASE OF INTEREST IN THE SOUTHEAST WATER PURIFICATION PLANT.
COUNCIL RE-CONVENED INTO REGULAR SESSION.
THE INVOCATION WAS GIVEN BY MR. JOHN STAR REPRESENTING CROSSROADS COb42UNITY CFiiJRCH.
MAYOR WHITAKER LED THE PLEDGE OF ALLEGIANCE TO THE STATE OF TEXAS AND TO THE UNITED
STATES.
CITY MANAGER COX PRESENTED THE "FIVE STAR AWAF2D" TO RECIPIENTS BRENDA DESCHNER�
DEPUTY FIRE MARSHAL, AND POLICE OFFICER MICHAEL O' TOOLE FOR THE FOURTH QUARTER OF
1999 FOR GOING ABOVE AND BEYOND THEIR DUTY RESPONDING TO A 9-1-1- CALL. THE
PATIENT, A FORMER POLICE OFFICER FROM ANOTHER AGENCY, EVENTUALLY DIED, BUT THE
FAMILY WROTE THAT THEY AIDED THE PERSON AND THEIR FAMILY BY STAYING WITH THEM FAR
BEYOND THE NORMAL TIME, AND EVEN ATTENDI23G THE F[JTIERAL. THEY WERE AWARDED THE
"FIVE STAR" FOR THEIR CALL TO DUTY, THEIR HUMANITARIAN RESPONSE, AND THEIR
DEDICATION TO THE FAMILY.

THE MOODY CONTRIBUTIONS, ATTENDED THE RETREAT AND STATED THAT THERE IS� A NEED TO
BROADEN OUR COMP�RCIAL BASE, A2ID ATTENDED THE CFiAMBER LUNCHEON WITH MAYOR WHITAKER
GIVING THE STATE OF THE CITY ADDRESS TO A PACKED ROOM.

MANAGER COX, AND POLICE DEPARTMENT CAPTAIN LUKE LOESER DURING WHZCH FRIENDSWOOD
LINK ROAD WAS DZSCUSSED, ATTENDED THE SAFETY LUNCHEON FOR THE CITY EMPLOYEES, THE
SENIOR CITIZENS MEETINGS, THE CLAEDF BANQUET, AND TF�ANKED COUNCIL FOR THEIR

HE AND THE ECONOMIC DEVELOPMENT COORDZNATOR KAREN CAPPS ATTENDED THE ECONOMZC
DEVELOPMENT FORUM IN GAI,VESTON HOSTED BY CONGRESSMILN NICK LAMPSON.
MR. FRANK WEBB, 207 STONEHENGE, APPEARED SEFORE COUNCZL AND STATED THAT IN THE PAST
HE RAISED CAIN REGARDING THE WORDING ON THE WATER BILL REGARDING DONATIONS AND
PRESENTED A SMALL DONATION TO THE MAYOR FOR THE FIRE TRUCK E'UND.
MR. DAN ILLERICH, 121 CHERRY TREE LANE, APPEARED BEFORE COUNCIL REGARDING FLOOD
CONTROL, THE CLEAR CREEK CORPS BUY OUT PROGRAM, AND ASKED COUNCIL TO CONSIDER
ESTABLISHING A CLEAR CREEK COMMITTEE WITH LEGAL ASSISTANCE, STATED WE NEED TO BE
PRO-ACTIVE, AND WOULD LIKE TO SEE ACTION FROM THE CITY.
MR. VICTOR KALSEY, 17109 BLACKFiAWK BLVD. , APPEARED BEFORE COUNCIL REGARDING ANIMAL
CONTROL ISSUES, AND REQUESTED THAT THE POLICE DEPARTMENT ISSUE WRITTEN WARNINGS AND
CITATIONS TO HIS NEIGHBOR.
THERE WAS NO R.EPORT FROM THE ONE NATION UNDER GOD STEERING COMMITTEE.
GREGORY B. CAGLE, REGIONAL COUNSEL FOR TEXAS MUNICIPAL POLICE ASSOCIATION
APPEARED BEFORE COUNCIL- TO ADDRESS COMPLAINTS FROM FRIENDSWOOD CITIZENS FOR •
PROPER ANIMAL CONTROL AND QUESTIONED THE MOTIVES AND PERSONAL AGENDAS OF THE
MEMHERS OF THIS GROUP. MR. CAGLE STATED THAT CITIZENS LIKE MR.KALSEY OFTEN HAVE
LEGITIMATE COMPLAINTS THAT THE POLICE DEPARTMENT NEEDS TO ADDRESS "BUT THE ONE
THING I WON' T TOLERATE AND ONE THING I WOULDN'T EXPECT OFFICERS TO TOLERATE, IS
PERSONAL ATTACKS ON THEM, OR ON THEIR PROFESSIONALISM. MR. CAGLE STATED THAT
THAT HE WAS NOT GOING TO GET INTO A "SMEAR CAMPAIGN" BUT THAT IS WORTH NOTING
THAT THIS GROUP WAS NOT FORMED UNTIL ONE OF ITS MEMBERS "WAS CHARGED WITH ANIMAL
CRUELTY." THIS INCIDENT, MR. CAGLE STATED, STARTED A SERIES OF COMPLAINTS BY
THE NEW ANIMAL CONTROL ORGANIZATION, INCLUDING PiJBLIC RECORDS REQUESTS AND CIVIL
CHARGES. MR. CAGLE CLOSED HIS ADDRESS TO COUNCIL BY ASKING MEMSERS TO EXAMINE
THE EVIDENCE AND DETERMINE FOR THEMSELVES WHAT THE GROUP'S TRUE MOTIVES ARE.
CITY MANAGER COX REPORTED ON THE TRAFFIC SIGNAL REQUEST FOR FM 528 AT MOOR.E ROAD
AND LUNDY LANE AND THAT THE TEXAS DEPARTMENT OF TRANSPORTATION HAS APPROVED THE
REQUEST AND THE SIGNAL IS ON THEIR SCHEDULE TO BE CONSTRUCTED ZN THE FIRST QUARTER
OF 2001. MF2. CO?C REPORTED THAT THE HARRIS-GALVESTON COASTAL SUBSIDENCE DISTRICT' S

WATER CON5ERVATION PROGRAM WILL BE PRESENTED TO FIFTH GRADE STUDENTS AT BALES
INTERMEDIATE SCHOOL. THIS WATER WISE CONSERVATION PROGRAM, AT A COST TO THE CITY
IS $31.50 PER STUDENT, FOR A TOTAL OF $6,898 .50 P.DID MAY HE OFE'ERED Ta OTHER
STUDENTS. THIS PROGF2AM ALSO WILL PROVIDE THE CITY THE OPPORTUNITY TO EARN CREDITS
WITH THE DISTRICT TO OFFSET ANY OVERAGE THAT MIGHT OCCUR IN THE USE OF GROUNDWATER
THAT IS NOT IN COMPLIANCE WITH THEIR PLAN. MF2. COX REPORTED THAT THE FIRE
MARSHAL/EMERGENCY MANAGEMENT OFFICE HAS RECENTLY COMPLETED SPECIFICATIONS FOR AN
EARLY WARNING SYSTEM THAT WILL COVER THE ENTIRE CITY. THE SYS�PEM WILL BE
ELECTRONICALLY CONTRaLLED SO THAT WARNINGS CAN BE ISSUED IN CEI2TAIN AREAS OF THE
CITY, ZF THE NEED ARISES. MR. COX ALSO REPORTED ON THE CHANGES TO THE
ALVIN/FRIENDSWOOD TELEPHONE EXCfiANGE AND THAT SOUTHFTESTERN BELL TELEPHONE COMPANY
AND THE PUC STAFF HAVE AGREED TO INCLUDE AI,VIN CUSTOMERS IN THE EXTENDED AREA
CALLING SERVICE TO THE HOUSTON METROPOLITAN EXCHANGE. THE DECISION IS SUBJECT TO
THE FINAL APPROVAL OF THE PUC IN MARCH. WHAT MAKES THIS SO SPECIAL IS THAT ABOUT
200 ALVIN EXCf�ANGE CUSTOMERS LIVE IN FRIENDSWOOD FROM A LZNE ABOUT WHERE THE
ENTRANCE TO THE SUhR�ADOW GOLF COURSE IS, TO THE FRIENDSWOOD/ALVIN CTTY LIMITS. THE
CUSTOMERS ARE ALL IN THE ALVIN TELEPHGNE EXCHANGE. ABOUT SYX YEARS AGO,
FRIENDSWOOD WAS ABLE TO GET THAT LINE EXTENDED TO THE PRESENT LOCATION, BUT
UNSUCCESSFUI, IN GETTING IT MOVED TO THE CITY LIMITS. ALVIN HAS BEEN SUCCESSFUL IN
MAF<ING THIS CHANGE.
MAYOR WHITAKER SUGGESTED THAT THE EARLY WARNING SYSTEM BE INSTALLED AT SCHOOL
SITES.
COUNCILMEMBER HAJECATE ASKED NEWSPAPERS TO STAY ABREAST OF THE SITE LOCATIONS AND
ASKED CITY MANAGER COX TO KEEP THE NEWSPAPERS INFORMED WHEN THE SITES ARE
DETERMINED.
COUNCILMEMBER MANISON STATED THAT SOUTHWESTERN BELL IS NO LONGER THE ONLY COMPAMY
IN TOWN AND TFiIS MAY BE WHY THEY AGREED TO THE CHANGE FOR THE EXTENDED AREA.
**COUNCILSIEMBER MA23ISON MOVED TO APPROVE THE AUTHORIZATION FOR THE MAYOR TO SIGN
THE CONTRACT WITH THE CITY OF HOUSTON FOR CONTINUED PARTICIPATION AND EXPANSION IN
THE SOUTHEAST WATER PURIFICATION PLANT.

**COUNCII.MEMBER HAJECATE MOVED TO APPROVE AUTHORZZING SUIIMISSZON OF A BID TO THE
CITY OF LAPORTE, IN ACCORDANCE WITH BUDGETED AMOUNTS, FOR UP TO THREE MILLTON
GALLONS PER DAY OF SURFACE WATER CAPACITY INTEREST IN THE SOUTHEAST WATER
PURIFICATION PLANT.
