**COUNCII�MEMBER BRIZENDINE MOVED TO APPROVE RESOLUTION NO. R2000-10, A RESOLUTION
OF THE CITY OF FRIENDSWOOD, TEXAS, DECLARING THE NECESSITY FOR THE HOLDING OF A
SPECIAL MEETING (PLANNING RETREAT) OF CITY COUDICIL ON FRIDAY, FEBRUARY 4, 2000,
AT 8:00 AM AT THE NASSAU BAY HILTON AND MARINA, HARBOR ROOM, 3000 1�TASA ROAD ONE,
HOUSTON, TEXAS, FOR THE PURPOSE OF DISCUSSING PLA2INING FOR THE CITY; MAKING
CERTAIN FINDINGS; AND RATIFYING AND CONFIRMING THE CAI,LING OF SUCH SPECIAL
MEETING.
SECONDED BY COUNCII,MEMBER MEASELES. THE MOTION WAS APPROVED LTDIANIMOUSLY.
DISCUSSION WAS HELD REGARDING PLANNING FOR THE CITY OF FRIENDSWOOD WITH
FACILITATOR JOE GONZALEZ WITH MANAGEMENT CONNECTION.
CITY MANAGER COX PRESENTED AN OVERVIEW OF PREPAF2ATZON5 FOR THE PLANNING RETREAT
AND RECAPPED THE PREVIOUS RETREAT WITH COUNCIL, DISCUSSED GOVERNANCE, IDENTIFIED
ACCOMPLISF�7ENTS DURING THE LAST YEAR, POLICY END CONSOLIDATION, MISSION STATEMENT
LINKS, LAND USE AND OPEN SPACE ISSUED, ECONOMIC DEVELOPMENT ISSUES, CAPITAL
IMPROVEMENT_.PLAN ISSUES, AND OTHER ISSUES.
DISCUSSION CONTINUED REGARDING CENTENNIAL PAF2EC FUNDING, A FLEXIBLE WORK WEEK FOR
STAFF, ENVIRONMENTAL ISSUES, RESPONSE TO CITZZEN5, AGENDAS REGARDING PUBLIC AND
STAFF COML��NTS.
DISCUSSION WAS HELD REGARDING THE FOLLOWING ACCOMPLISHMENTS: WATER & SEWER,
ECONOMIC DEVELOPMENT COORDINATOR, SURFACE WATER PURCHASE, MAIN STREET, CITY
PLANNER, VISION 2020, CSVICALL, PHASE I FOR CENTENNIAL PARK, PI,I�NNING AND ZONING
HECOMING PROACTIVE, INFORMI�TION AND THE ZNTERNET, THE MASTER PLAN, AND WORKING
CLOSER WITH THE STAFF.
DISCUSSION THEN SHIFTED REGARDING GIVING STAFF AUTHORITY TO HANDLE ROUTINE
MANAGEMENT, FOCUSING ON VISION AND PLANNING, FOCUSING ON PHILOSOPHY, BECOMING
MORE PROACTIVE THAN REACTIVE.
CITY MAI�IAGER COX THEN LED THE DISCUSSSON REGAFtDING COMBINING NINETEEN POLICY ENDS
INTO FQUR GENERAI� AREAS: VALUES, LEADERSHIP, RESOURCES, AND SERVICES. CITY
MANAGER COX RECOMI�NDED COUNCIL ADOPT THE FOUR POLZCY AREAS, AND HAVE STAFF

PREPARE FOCUS ENDS TO THE 2000/2001 CITY BUDGET AND PRESENT A REPORT ON THE
PROGRESS OF THE FOCUS ENDS.
A BREAK WAS TAKEN AT THIS TIME.
COUNCIL REVIEWED THE MISSION STATEMENT, ESTABLZSHING THE LINK BETWEEN VISION,
MISSION STATEMENT, POLICY ENDS, FOCUS ENDS, AND PLANNING DOCUMENTS AND BUDGET.
THESE ITEMS WILL BE WORK-SHOPPED LATER. DISCUSSION CONTINUED REGARDING LAND USE
AND OPEN SPACE AND ECONOMIC DEVELOPMENT. '

PROJECTS, FUNDING SOURCES, DEVELOPING AN IMPLEMENTATION SCHEDULE, STAFF TO TRIM
LIST� DEVELOP CRITERIA AND PLAN A WORKSHOP TO PRI012ITIZE PROJECTS, AND DISCUSSED
PURSUING 4a OR b SALES TAX ELECTION.
