JOE DESONIS, 418 OAK VISTA DRIVE, A 24-YEAR RESIDENT OF THE CITY OF � FRIENDSWOOD, APPEARED BEFORE COUNCIL AND RECOGNIZED FRIENDSWOOD VOLUNTEER FIRE DEPAR'TMENT (E'VFD) FOR THEIR EFFORTS IN PROVIDING HIS STEPSON TRAINING AT AGE 17 WHERE HE WENT ON TO MISSOURI CITY' S FIRE DEPARTMENT FOR 21 YEARS, AND THANKED FVFD FOR THE GROOMING, TRAINING, AND RESPONSIBILITY GIVEN TO HIM. MR. DEBONIS ALSO EXPRESSED HIS CONCERNS REGARDING THE PURCHP.SE OF AN AERIAL FIRE TRUCK AND ASKED CAN THE FIRE DEPARTMENT JUSTZFY SUCH A PURCHASE AND IS THIS A PRIORITY OF THE CITY COUNCIL, STATED THAT THE CITY NEEDS A SUBSTATION NORTH OF 2351 WHERE �THERE ARE OLDER HOMES WITH ALUMINUM WIRING, STATED THAT THE FIRE TRUCKS HAVE TO� TRAVEL AND CROSS HEAVILY TRAVELED ROADS TO RESPOND TO THIS AREA, AND THAT HAVTNG A SUBSTATION IN THE NORTHERN AR.EA MAY AFFECT FIRE RATINGS, AND THAT THE CITY COUNCIL NEEDS A PLAN OF PRIORITIES. MS. VICKIE WHYNOTT, 1716 FALCON RIDGE, AND A RESIDENT FOR THREE YEARS, APPEARED BEFORE COUNCIL AND STATED THAT SHE IS HAPPY WZTH THE CITY' S RESPONSE REGARDING THE LAST DRY CLEANING PLANT ISSUE, AND STATED THAT 700 CITIZENS SIGNED THE LAST PETITZON, AND CONCERNS HAVE BEEN DISCUSSED REGARDZNG THESE TYPES OF PLANTS IN THE CITY. CITY MANAGER COX REPORTED ON THE COMMLTNITY RATING SYSTEM AND PRESENTED AN EXPLANATION REGA.RDING THE CITY OF FRIENDSWOOD RATING OF 8 AND THAT THIS RATING ENTITLES HOMEOWNERS TO A DISCOUNT OF AT LEAST 5 PERCENT ON THE FLOOD INSiJRANCE PREMIUMS. MR. COX PRESENTED A PLAQUE FROM THE FEDERAL EMERGENCY MANAGEMENT ADMINISTRATION (FEMA) TO DEVELOPMENT COORDINATOR RUTH HENRY AND DIRECTOR OF COMMUNITY DEVELOPMENT MIKE HODGE FOR THEIR WORK. MF2. COX STATED THAT MS. HENRY HAS COORDINATED THE CRS PROGRA2d SINCE ITS INCEPTION, AND TO HER GOES ALL THE CREDIT FOR THIS SUCCESSFUL PROGRAM IN OUR CITY. CITY MANAGER COX REPORTED ON THE SUNSET TRAFFIC SIGNALS AND THAT THE CITY' S CONSULTING GROUP HAS COMPLETED THEIR STUDY OF TRAFFIC J�ND HAZAF2DS AT THE TWO INTERSECTIONS WHERE SIGNALS WERE RECENTLY ERECTED. THE REPORT NOW CONCLUSIVELY SHOWS THAT THE LEFT TUItN SEQUENCING IS NOT NECESSARY. THE REPORT RECOM2�NDS THAT THE SZGNAL PHASING BE CHANGED TO A TWO-PHASE OPERATION IF IMPROVEMENTS TO THE ZNTERSECTIONS (I.E. ADD DEDICATED TURNING Z�F.NES) ARE CONSTRUCTED WITH IN TWO YEARS. THE COST OF THE SIGNAL PHASING CfiANGES IS $5,000. ALTERNATIVES AFtE NOW BEING LOOKED AT AND A REPORT WILL BE GIVEN TO COUNCIL WITH RECOMI�NDATIONS.
