MONDAY, DECEMBER 20, 1999 AT 7:00 P.M. AT FRIENDSWOOD CITY HALL COUNCIL CHAMBERS,

MAYOR WHITAKER AND CHAIR OF THE PLANNING AND ZONING CONA�IISSION BILL FINGER CALLED A
JOINT DOCKETED PUBLIC HEARING TO ORDER TO RECEIVE CONIl��NTS FROM THE PUBLIC, BOTH
ORAL AND WRITTEN REGARDING A REQUEST FOR A SPECIFIC USE PERMIT - FISD
ADMINISTRATION, FOR PROPERTY LOCATED AT 302 LAUREL DRIVE, BIACK 1, RESERVE a, 2.273
ACRES, CITY OF FRIENDSWOOD, TEXAS.
MS. SUZANNE SHUWERK, REPRESENTING SAY ARCHITECTS, APPEARED BEFORE COUNCIL AND GAVE
A PRESENTATION REGARDING 5,600 SQUARE FEET OF ADDITIONAL OFFICE SPACE TO BE ADDED
TO THE PROPERTX, IMPROVED PARKING AND LIGHTING, AND A DETENTION POND.
NO ONE FROM THE PUBLIC SPOKE.
HEARING NO FURTHER COI�II�NTS, THE PUBLIC HEARING WAS CLOSED.
MAYOR WHITAKER WISHED EVERYONE A MERRY CHRISTNIAS AND A HAPPY NEW YEAR.
COUNCILMEMBER MEASELES WISHED EVERYONE THE SAME AND REPORTED ON ATTENDING THE
LIGHTED CHRISTMAS PARADE, AND THE EMPLOYEE CHRISTMAS PARTY.
COUNCII,MEMBER TAYLOR WISHED EVERYONE HAPPY HOLIDAYS FROM THE TAYLOR FAMILY,
REPORTED THAT BECAUSE HE WAS PERFORMING AS A CAMEL IN HIS CHURCH' S CHRISTMAS
PAGEANT, HE BRIEFLY ATTENDED THE EMPLOYEE CHRISTMAS PARTY, ATTENDED THE HARRIS
COUNTY MAYORS' AND COUNCILS' (HC1rI&C) MEETING AND ASKED FOR AN UPDATE REGARDING THE
TRAFFIC LIGHTS ON SUNSET.
COUNCIT��FR BRIZENDINE PRESENTED A BRIO SITE TASK FORCE UPDATE, REPORTED THAT THE
MAIN STREET TASK FORCE WILL MEET WEEKLY, AND WISHED A MERRY CHRISTMAS TO ALL.

STATED THIS IS THE LAST MEETING OF THIS CENTURY AATD WE WILL MEET BACK IAI THE

COUNCILMEMBER HAJECATE WISHED EVERYONE A SAFE AND HAPPY HOLIDAY SEASON, REPORTED ON
ATTENDED THE EMPLOYEE CHRISTMAS PARTY DURING WHICH EMPLOYEES WERE HONORED FOR THE
YEARS OF SERVICE, AND RECOGNIZED CITY SECRETARY MCKENZIE E'UR RECEIVING HER SERV2CE
PIN FOR HER FIFTEEN YEARS WITH THE CITY OF FRIENDSWOOD.
MAYOR WHITAE�R REPORTED THAT HE AND HIS WIFE ANN ATTENDED THE TREE LIGHTING AT THE
HERITAGE MUSEUM, REPORTED THAT THE EMPLOYEE CHRISTMAS PARTY WAS WELL ATTENDED,
REPORTED ON ATTENDING THE BLACKHAWK ADVISORY MEETING AND THE DISCUSSION WITH LEAGUE
CITY TO LEASE SEWER CAPACITY SPACE WITH EVENTLIALLY BUYING CAPACITY, BUT FRIENDSWOOD
WOULD NOT GIVE UP SPACE, AND THAT A MEETING WILL BE HELD TOMORROW REGARDING
SWAPPING OF CAPACITY FOR SURFACE WATER, AND THAT ON JANUARY 3RD THERE WILL BE A WORK
SESSION AT 5:00 PM REGARDING AN UPDATE ON SURFACE WATER ISSUES AND MANDATES
REGARDING A DATE CHANGE FROM 2010 TO 2001.
MR. FRANK WEBB, 207 STONEHENGE, APPEARED BEFORE COUNCZL AND WISHED EVERYONE A HAPPY
CHRZSTMAS, AND SPOKE REGARDING HIS WATER BILL AND THAT THE BILL STILL DOES NOT
INDICATE THE FIRE AND EMS BILLING AS AN OPTION, AND STATED THAT "NO ONE SPENDS MY
DOLLARS BUT ME, AND I WORK HARD FOR MY DOLLARS" AND HEARD THAT HIS REQUEST TO HAVE
THIS OPTION INCLUDED ON THE BILL HAS "COST" THE CITY.
CITY MANAGER COX RESPONDED THAT H.T.E. WILL HAVE TO RE-DO THE PROGRAM AAID THIS WILL
COST THE CITY TO HAVE THE PROGRAM CHANGED AND STATED THAT THE NEW WATER BILLS WILL
BE READY AFTER THE FIRST OF THE YEAR.
MR. DAN ILLERICH, 121 CHERRY TREE, APPEARED BEFORE COUNCIL TO EXPRESS HIS
APPRECIATION AND THANKS TO EMS THAT RESPONDED TO HIS HOUSE FOR A MINOR EMERGENCY,
REPORTED THAT IT TOOK THEM ELEVEN MINUTES TO ARRIVE AND FOUR MINUTES TO SOLVE THE
PROBLEM, AND THAT HE IS VERY APPRECIATIVE OF THESE SWEET PEOPLE, THEY ARE
OUTSTANDINGLY PROFESSIONAL, AND THE CITY CAN BE PROUD OF THESE PEOPLE.
CITY MANAGER COX REPORTED THAT THE FIRST MEETING OF THE MAINSTREET TASK FORCE WAS
HELD DECEMBER 14, AND REPORTED ON THE SURFACE WATER MEETINGS. MR. COX REPORTED
MAYOR WHITAKER AND STAFF CONTINUE TO MEET WZTH CO-PARTICIPANTS IN THE SOUTHEAST
WATER PURIFICATION PLANT AND NEGOTIATIONS FOR THE CONTRACT FOR THE EXPANDED PLANT
ARE UNDERWAY AND NEAR COMPLETION. IN ADDITION, MR. COX REPORTED, THE HARRIS-

� REGULATORY PLAN WHICH CALLS FOR ALL WATER USERS IN AREA 2, WHICH WE ARE IN, TO GO
TO AN 80/20 SURFACE TO GROUND WATER RATIO BEGINNING JANUARY 1, 2001, UNLESS THE
USERS HAVE AN APPROVED GROUNDWATER REDUCTION PLAN (GRP) . MAYOR WHITAKER AND STAFF
� MET WITH THE SL3BSIDENCE DISTRICT BOARD MEMBER PAUL MAAZ AND DISTRICT DIRECTOR RON
��sNEIGHBORS TO DISCUSS THE IMPACT OF THE NEW REGULATORY PLAN. THE IMPORTANT CHANGE
IS THAT WE WILL NO LONGER BE ALLOWED TO GROW ON 6ROUNDWATER. WE MUST BE AT THE
80/20 RATIO ON AN ANNUAL BASIS, UNLESS THE GRP IS APPROVED. THE GRP MUST BE A
SPECIFIC PLAN ON THE CONVERSION. WE WILL HAVE TO HAVE AN APPROVED GRP BECAUSE THE
PLANT WILL NOT BE READY, NOR WILL WE HAVE THE SECOND TAKE POINT CONSTRUCTED, NOR
WILL THE WATER SUPPLY LINE FROM HOUSTON FOR THE SEGOND TAKE POINT BE PREPARED BY
THAT DATE. BECAUSE OF THESE DEVELOPMENTS, MR. COX STATED, WE NEED TO HAVE A
WORKSESSION ON JANUARY 3, 2000 TO DISCUSS THESE ISSUES IN SOME DETAIL. THEN ON
JANUARY 10, AT THE REGULAR WORKSESSION, WE INTEND TO INVITE REPRESENTATIVES OF THE
CITY OF HOUSTON IN TO DISCUSS THE PLANT EXPANSION. MR. COX WISHED EVERYONE A MERRY
CHRISTMAS AND A HAPP'Y NEW YEAR.

READING OF AN ORDINANCE AMENDING APPENDIX C OF THE FRIENDSWOOD CITY CODE, SAID
APPENDIX C BEING CITY OF FRIENDSWOOD, TEXAS, ORDINANCE NO. 84-15, AS AMENDED,
ORIGINALLY ADOPTED THE 19� DAY OF NOVEMBER, 1984, AND BEING THE ZONING ORDI277�NCE OF
THE CITY, BY CHANGING THE ZONING CLASSIFICATION OF A CERTAIN PARCEL OF LAND FROM
COMMUNITY SHOPPING CENTER (CSC) TO PLANNED UNIT DEVELOP'MENT (PUD) ; BEING LOCATED
AT 4426 D. , F.M. 2351, LOT SIXTY-FOTJR (64) OF THE HOIDALE AND COFFMAN ADDITION,

F.M. 2351, LOT 64, HOIDALE-COFFMAN ADDITION, HARRIS COUNTY; IMPOSING CERTAIN
CONDITIONS; PROVIDING A PENALTY IN AN AMOUNT NOT TO EXCEED $2,000 FOR EACH DAY OF
