COUNCILMEMBER HAJECATE REPORTED ON ATTENDING THE CHAMBER LUNCHEON, THE ROTARY LUNCHEON, THE CLEAR LAKE ECONOMIC DEVELOPMENT FOUNDATION (CLAEDF) LUNCHEON HONORING UNITED STATES REPRESENTATIVE NICK Z,AMPSON, AND REMINDED EVERYONE OF THE CH7IMBER' S 14TH ANNUAL LIGHTED CHRISTMAS PARADE ON SATURDAY, DECEMBER 11T", AND STATED THAT SHE PLANS ON ATTENDING THE EMPLOYEE CHk2ISTMAS PARTY THIS FRIDAY. COUNCILMEMBER BRIZENDINE DID NOT MAECE A REPORT. COUNCIII�MBER TAYLOR REPORTED ON ATTENDING THE CHP.MBER LUNCHEON, THE TEXAS MUNICIPAL LEAGUE CONFER.ENCE (TML) HELD IN DALLAS, WITH OTHER MEMBERS OF COUNCZL, STATED THAT THE PROPOSED OWNERS OF THE DRY CLEANING PLANT ON FM518 (PHILLIPS STATION) BACKED OUT DUE TO COMMUNITY BACKLASH AND THE CONTROVERSY, � CHALLENGED THE CITIZENS OF FRIENDSWOOD TO BRING FORTH IDEAS REGARDING THE VACANT PROPERTY. MAYOR WHITI,I�R REPORTED THAT HE ATTENDED A JOINT FISD MEETING DURING WHICH UPDATES ON CONSTRUCTION PROJECTS WERE DISCUSSED, EMERGENCY MA2QAGEMENT ISSUES WERE DISCUSSED AND REAFFIRMED EXPANDED SCOPE OF CENTENNIAL PAFtK PHASE I, AND COORDINATION WITH THE POLICE DEPARTMENT DARE PROGRAM, ATTENDED A MEETING WZTH MR. COX, MELVIN MEINECKE, AND KAZ HAMIDIAN WITH THE CITY OF HOUSTON AND PARTICIPANTS REGARDING THE SOUTHEAST WATER PI,ANT, AND STATED THAT A WORKSHOP WILL BE SCHEDLILED IN JANtJARY REGARDING THE PLANT EXPANSION. THERE WERE NO COMMUNICATIONS FROM THE PUBLIC NOR COMMITTEES. CITY MANAGER COX REPORTED THAT THE CITY OF FRIENDSWOOD HAS RECEIVED A GRANT FROM THE OFFICE OF THE GOVERNOF2, CRIMINAL JUSTICE DNISION, IN THE AMOUNT OF $44,484 FOR A CRIME VICTIM'S ASSISTANCE PROGRAM. THE FUNDING IS FOR A TOTAL OF 3 YEARS AT THIS SAME LEVEL, AND WILL BE USED PRIMARILY TO PAY THE SALARY OF AN INDNIDUAL FOR THrS WORK. MS. LISA VOYLES HAS BEEN SELECTED TO FILL THIS POSITION. THE CITY IS REQUIRED TO MATCH F'UNDING WITH $9,516 IN CASH, AND $6,722 TN KIND SERVICES BRINGING THE TOTAL PROJECT TO $60,734 ANNUALLY. MR. COX REPORTED THAT TIME WARNER CABLE HAS NOTIFIED THE CITY THEY AFtE PLACING A NOTICE TO ALL CUSTOMERS TO NOTIFX THEM OF 'ti" ANY UNBURIED CABLE CUSTOMERS MAY HAVE IN THEIR HOMES. MR. COX REPORTED ON THE TERMINATION OF THE SOUTHWESTERN BELL TELEPHONE FRANCHISE AGREEMENT AUTHORIZED LJI�IDER HB 1777. THE NEW TELECOMMUNICATIONS ORDINANCE IN PLACE IS DESIGNED TO REPLACE THE FRANCHISE AGREEMENT. WORK WILL CONTINUE TO GET A LICENSE AGREEMENT FINALIZED FOLLOWING ACTION BY THE PUC TO SET THE ACCESS LINE FEES E'OR THE CITY. MR. COX ALSO REPORTED ON THE ACCESS LINE FEE ALLOCATIONS AND THAT THE FORMS TO THE PUC DECLARING ANNUAL INCOME FROM OUR PRIMARY PROVIDER, SWB, HAVE BEEN SUBMITTED. IN ADDITION, THE PUC HAS BEEN TOLD THAT THE AMOUNT DISTRIBUTED BETWEEN RESIDENTIAL AND TWO ADDITIOlQAL CLASSES OF CONIldERCIAL CUSTOMERS WILL BE A RATIO OF 1:1:1. MR. COX ALSO REPORTED THAT THE CLEAR CREEK DRAINAGE DISTRICT (CCDD) AND GALVESTON COUNTY DRAINAGE DISTRICT #3 (DD#3) ARE WORKING TOGETHER ON AN AGREEMENT FOR CCDD TO ASSUME ADMINISTRATIVE AND OPERATIONS RESPONSIBILITY FOR DD#D. IT IS ANTICIPATED AN AGREEMEI3T BETWEEN THE TWO ENTITIES MAY BE COMPLETED IN 3ANUARY 2000. COUNCIII�4EMBER HAJECATE QUESTIONED HOW THE $60,000 FOR THE CRIME VICTIM'S ASSISTANCE PROGRAM WILL BE USED, WITH MR. COX STATING THAT IT WILL GO FOR EQUIPMENT, SA7�ARY, AND TRAINING AND THAT THE SALARY FOR THIS POSITION WILL BE $30,000. COUNCII,MEMBER MEASELES ASKED IF THE ACCESS LINE FEE REDUCTION WILL MEAN A LOSS OF REVENUE TO THE CITY WITH CITY MANAGER COX STATING THAT IT IS DESIGNED TO DISTIRBUTE ACROSS LINES, THE CITY SHOULD LiOT LOSE REVEIICTES, THAT THERE WILL BE MORE LINES THIS YEAR, THE ACCESS FEE WILL REMAIN CONSTANT AND WILL REFLECT INCOME WITH GROWTH. **COUNCILMEMBER HAJECATE MOVED TO APPROVE AUTHORIZING A SANITARY SEWER EVALUATION OF PANHANDLE I�REA (MELODY LANE, NORTHERN CITY LIMITS, DIXIE FARM ROAD, BEAMER ROAD AND FM 2351) BY WAYNE SMITH & ASSOCIATES. THE MOTION WAS APPROVED UNANIMOUSLY. **COUNCTLMEMBER MANISON MOVED TO APPROVE RESOLUTION R99-35, A RESOLUTION ADOPTING AN ANNEXATION PLAN FOR THE CITY OF FRIENDSWOOD; AND PROVIDING AN EFFECTIVE DATE.
