COUNCIL CONVENED INTO EXECUTIVE SESSION IN ACCORDANCE WITH THE TEXAS GOVERNMENT CODE, PURSUANT TO SECTION 551.074 - PERSONNEL MATTERS-ANNUAL EVALUATION OF THE CITY MANAGER. COUNCIL RE-CONVENED INTO REGULAR SESSION WITH ACTION TAKEN LATER IN THIS MEETING. THE INVOCATION WAS GIVEN BY PASTOR ROY SKEETER FROM FRIENDSWOOD FRIENDS CHURCH. THE PLEDGE OF ALLEGIANCE OF TO THE STATE OF TEXAS AND TO THE UNITED STATED WAS LED BY TIGER CUB SCOUTS, PACK 455. MAYOR WHITAKER PROCLAIMED TUESDAY, NOVEMBER 16, 1999 AS NATIONAL COMMUNITY EDUCATION DAY IN THE CITY OF ERIENDSWOOD, TEXAS, FRIENDSWOOD INDEPENDENT SCHOOL DISTRICT. MS. LEANNA BRIDGETT, REPRESENTING' FISD RECEIVED THE PROCI�AM�TION. MR. CHARLIE ORGAN, REPRESENTING THE CONIl�lUNITY APPEARANCE BOARD, PRESENTED A SPECIAL AWARD� TO FIRST COMMUNITY BANK FRIENDSWOOD, FRIENDSWOOD DRIVE FOR OUTSTANDING BUSINESS LAWN FROM THE CO1�I[JNITY APPEARANCE BOAEZD. MAYOR WHITAKER REPORTED HE ATTENDED A LOT OF MEETINGS DURING THE LAST TWO WEEKS. MAYOR WHITAKER REPORTED ON THE MOST IMPORTANT MEETINGS WHICH WERE WITH THE CITY OF HOUSTON MEETING WITH PARTICIPANTS OF THE SOUTHEAST WATER PLANT AND THAT THERE WILL BE A WORKSHOP IN THE NEAR FUTUF2E WITH THE CITY OF HOUSTON, REPORTED THP.T HE FEELS THAT IS IT PRUDENT TO PURSUE THIS EXPANSION AT THIS TIME, ATTENDED THE BLACKHAWK ADVISORY COMMITTEE MEETING DURING WHICH THE BUDGET WAS APPROVED, AND STATED THAT GULF COAST WASTE AUTHORITY ARE VERY GOOD MANAGERS AND THAT BLACKHAWK IS A MODEL FACILITY. ROBERT MOTT AND MIKE DARLOW, PURDUE BRANDON, COLLINS & MOTT, LLP. , THE CITY' S DELINQUENT TAX ATTORNEYS, PRESEI3TED A REPORT REGARDING DELINQUENT TAXES. INCI�UDED IN THE PRESENTATION WAS THE PROCESS AND RESULTS OF COLLECTION ACTIVIT2ES, FILE STATUS OF EACH ACCOUNT, .AND HISTORICAL GRAPHS EROM 1995 TO 1998 SHOWING TAXES TURNED OVER TO THE LAW FIRM. CITY MANAGER COX REFORTED ON SEEKING FROPOSALS FROM WATER AND WASTEWATER ENGINEERING DESIGN FIRMS AND THAT ONCE NEGOTIATIONS WITH TWO FIRMS, WAYNE SMITH AND ASSOCIATES, AND CLAUNCH �NIILLER ARE COMPLETE, RECOMD�NDATIONS FOR COUNCIL ACTION WILL BE FORTH COMING COX ALSO REPORTED THAT THE GREEN WASTE RECYCLING WITH WASTE MANAGEMENT HAS OFFICIALLY BEGUN AND PUBLICITY SHOULD BE COMING 500N IN NEWSPAPERS, WATER UTILITX BILLS, AND DIRECT MAIL-OUT TO CUSTQMERS. MR. CQX REPORTED THAT BECAUSE HE IS ONE OF THE FINANCIAL INVESTMENT OFFICERS OF THE CITY LISTED IN THE INVESTMENT POLICY, HE IS REQUIRED BY STATE LAW TO COMPLETE TEN HOURS OF TRAINING EVERY YEAR. MR. COX RECENTLY ATTENDED THE TRAINING SPONSORED BY THE TEXAS ASSOCIATION OF COUNTIES AND DISTRICTS AND BOTH HE AND DIRECTOR OF ADMINISTRATIVE SERVICES ROGER ROECKER HAVE RECEIVED THEIR REQUIRED TRAINING FOR THE YEAR. MR. COX ALSO REPORTED THAT MAYOR WHITAKER AND STAFF MET RECENTLY WITH THE CITY OF HOUSTON AND PARTICIPANTS IN THE SOUTHEAST WATER PURIFICATION PLANT. MR. COX PRESENTED INFORMATION REGARDING THE PLANT'S WATEIt PRODUCING CAPABILITIES, FUTURE NEEDS OF THE CITY, AND THAT PLANS FOR A WORK SESSION REGARDING SURFACE WATER WILL BE HELD IN THE FUTURE. MR. COX ALSO REPORTED THAT DIRECTOR OF PUBLIC WORKS MELVIN MEINECKE WAS RECOVERING WELL FROM HIS RECENT SHOULDER SURGERY. COUNCII�MEMBER ERICSSON ASKED ABOUT THE GREEN WASTE RECYCLING AND WHERE TO BUY THE GREEN TRANSLUCENT BAGS, WITH THE CITY MANAGER ADVISING THAT THE BAGS CAN FlE BOUGHT AT THE GROCERY STORES, AND COUNCILMEMBER MANISON STATED THAT H-GAC HAS BAGS ON BID AND THAT THIS MAY BE A FUNDRAISER. COUNCILMEMBER MEASELES REQUESTED A REPORT ON RECYCLING AND THE EFFORT ON THE PART OF CITY BUILDINGS.
