MINUTES OF A SPECIAL MEETING OF THE FRIENDSWOOD CITY COUNCIL THAT WAS
HELD ON OCTOBER 11, 1999 AT 6:30 PM AT THE FRIENDSWOOD CITY HALL,
COUNCIL CHAMBERS, 910 SOUTH FRIENDSWOOD DRIVE, FRIENDSWOOD, TEXAS, WITH
THE FOLLOWING PRESENT CONSTITUTING A QUORUM:

MAYOR PRO TEM MEASELES WAS ABSENT FROM THE MEETING.
MAYOR WHITAKER CALLED THE MEETING TO ORDER.
DZSCUSSION WAS HELD REGARDING A REPORT FROM THE ECONOMIC DEVELOPMENT
COORDINATOR KAREN CAPPS. MS. CAPPS REPORTED ON VISITING SEVERAL OF THE
LOCAL BUSINESS OWNERS AND REPORTED THAT HER GOALS FOR THE NEXT QUARTER
INCLUDE A STRATEGIC PLANNING WORKSHOP SPECIFICALLY TAILORED TO ECONOMIC
DEVELOPMENT AND THAT THIS WORKSHOP WILL ADDRESS FRIENDSWOOD' S ECONOMIC
DEVELOPMENT STRENGTHS AND WEAEQ7ESSES AND HOW TO PROMOTE The CITY AND
DESIGNATE SPECIFIC TARGET INDUSTRIES. AFTER ANALYZING THE INFOF2MATION
GATHERED FROM THE WORKSHOP, MS. CAPPS WILL PROPOSE POSSIBLE BUSINESS
INCENTIVES THAT THE CITY COULD ADOPT TO UTILIZE IN FRIENDSWOOD. MS.
CAPPS ALSO PRESENTED AN INVENTORY OF AVAILABLE BUILDINGS AND RETAIL,
OFFICE SPACE. �
DISCUSSION WAS HELD REGARDING AMENDMENTS TO THE PARK DEDICATION
ORDINANCE. DIRECTOR OF COMMUNITY SERVZCES JON BRANSON, RECAPPED THE
PROPOSED CHANGES TO THE ORDINANCE, CREDITS FOR NEIGHBORHOOD PARKS,
CREDITS FOR COMMUNITY PARKS, TIMING OF DEDICATION OR PAYMENT OF FEES IN
LIEU OF LAND, ACCEPTANCE OF PRIVATE PARFQ�AND, PRIVATE RECREATIONAL
FACILITIES FOR CREDITS, WORDING CHANGES TO THE PDO, PARKS PLAN AND
COMPREHENSIVE PLAN CONSIDERATIONS. DISCUSSION CONTINUED REGARDING
HAVZNG THE CITY ATTORNEY REWRITE THE ORDINANCE SO THAT IT IS EASIER TO
UNDERSTAND THE VERBAGE AND THAT THE ORDINANCE MAY NEED TO BE
WORKSHOPPED AGAIN BEFORE A REGULAR COUNCIL MEETING.

DISCUSSION WAS HELD REGARDING THE CAPITAL IMPROVEMENTS PLAN. CITY
MANAGER COX GAVE A PRESENTATZON REGARDING THE NEW APPENDIX B WITH
CAPITAL IMPROVEMENT PROJECTS ZN THE AMOUNT OF $68,164,266. COUNCIL
SUGGESTED A WORKSHOP DEDICATED ONLY TO THE CAPITAL IMPROVEMENTS PLAN
POSSIBLY IN A RETREAT-TYPE SETTING. PRIOR TO THIS WORKSHOP, COUNCIL
WILL REVIEW APPENDIX B AND DIRECTOR OF COMM[JNITY DEVELOPMENT MIKE HODGE
WILL PROVIDE ADDITIONAL UPDATES THIS WEEK. A REVIEW WILL BE
RESCHEDULED AFTER THE FIRST OF THE YEAR.
A MOTION WAS MADE AND APPROVED TO ADJOURN AT 8:20 PM.
