MAYOR WHITAKER CALLED THE MEETING TO ORDER.
DISCUSSION WAS HELD REGARDING GOVERNING USE AND OCCUPANCY OF THE PUBLIC RIGHTS-OF-
WAY. CITY MANAGERS COX PRESENTED AN OVERVIEW OF HB 1777 AND RE-CAPPED THE CHANGES
IN DOING BUSINESS WITH TELECOMMUNICATIONS. DISCUSSION CONTINUED REGARDING ACCESS
LINES FEE PAYMENT AND GOVERNING USE �1ND OCCUPANCY OF THE PUBLIC RIGHTS-OF-WAY.
DISCUSSION WAS HELD REGARDING THE ORDINANCE AUTHORIZING THE CITY TO GRANT
TELECOMMUNICATIONS LICENSES WITHIN THE CITY.
DISCUSSION WAS HELD REGARDING ORDINANCES GRANTING CAPROCK COMMUNICATIONS, GTE,
METRICOM, INC. , AND SWB USE OF THE PUBLIC RIGHTS-OF-WAY IN THE CITY FOR
TELECOMMUNICATIONS SERVICES.
DISCUSSION CONTINUED REGARDING SETTING LICENSE FOR 5 YEARS, COLLECTING FEES RETRO-
ACTIVE FROM CAPROCK FOR DOING BUSINESS WITHOUT AN AGREEMENT. COUNCIL CONCURRED TO
PROCEED WITH THE ORDINANCES AS DISCUSSED.
COUNCIL RECESSED AT THIS TIME.
COUNCIL CONVENED IN REGULAR SESSION AT 7:00 PM.

EMERGENCY MEASURES, THE POOL HAD BEEN FILLED IN, AND REPORTED THE OWNER, MONEY
MORTGAGE HAS CONTACTED THE CITY REGARDI23G PERMITS TO REPAIR THE PROPERTY.
MR. DAVID BRACHER, REPRESENTATIVE FROM MONEY MORTGAGE, OWNER OF THE PROPERTY
APPEARED BEFORE COUNCIL AND STATED THAT THEY ARE PREPARED TO MAE� REPAIRS AND RE—
MODEL AND RESELL THE PROPERTY, STATED A PERMIT HAS BEEN ISSUED FOR REMODELING THE
PROPERTY, THE BUILDING HAS BEEN SECURED, THE POOL HAS BEEN FILLED IN, AND WILL
CLEAN UP THE PROPERTY AND DO EXTERIOR REPAIRS, AND WILL DO THE INTERIOR AFTER THE
BANKRUPTCY HEARING THE FIRST OF NOVEMBER.

NOTIFICATION TO CITIZENS AND REQUESTED COUNCIL PASS ON TO PLANNING AND ZONING, THE
IMPACT OF THESE PROPOSED PLANTS TO RESIDENTS IN THE GENERAL AREA.
MR. DON BEETH, 5303 WHITTIER OAKS, APPEARED BEFORE COUNCIL IN SUPPORT OF THE
PROPOSED DRY CLEANING PLANTS AND PRESENTED INFORMe�1TION REGARDING THE CHEMICALS THAT
WILL BE USED BY THE PROPOSED DRY CLEANING PLANTS.
MR. TIM KIEVIT, 605 LANCASTER, APPEARED BEFORE COUNCIL TO EXPRESS HIS CONCERNS WITH
ANIMAL CONTROL, THE HANDLING OF DOG BITE CASES, WITNESSED EMPLOYEES PLAYING
COMPUTER GAMES, STATED THAT ANIMAI� CONTROL IS A BIG JOKE AND THAT HE RECEIVED NO
RESPONSE REGARDING HIS CASE.
MR. WILDA CALLAN, 1904 PALO DURO, APPEARED BEFORE COUNCIL TO EXPRESS HER CONCERNS
WITH ANIMAI� CONTROL, STATED SHE CAI�LED ABOUT A DOG IN THE NEIGHBORHOOD AND RECEIVED

NO RESPONSE AND THAT THERE ARE PROBLEMS WITH ANIMAL CONTROL.

WITH ANIMAL CONTROL, AND STATED THAT HE HAS HAD A PROBLEM WITH A VICIOUS DOG, AND
WHEN HE REPORTED THIS SITUATION, WAS TOLD BY ANIMAL CONTROL TO SHOOT THE DOG, THAT
ANIMAL CONTROL DID NOT DO ANYTHING ABOUT THE SITUATION, REPORTED THAT THIS DOG HAS
BITTEN CHILDREN, AND REQUESTED THE CITY LOOK INTO THE PROBLEM.
MR. STE�7E J. SCHIFANI, 1308 THOMAS DRIVE, APPEARED BEFORE COUNCIL TO EXPRESS HIS
CONCERNS REGARDING ANZMAI� CONTROL, REPORTED ON TROUBLE WITH THE DOG NEXT DOOR TO
HIS PROPERTY, AND REPORTED ON THREE CASES FILED AND NOTHING HAPPENED, STATED THAT
HE HAS BEEN HAF2ASSED BY HIS NEIGHBOR, AND REPORTED ON THE COURT CASE.
MR. MIKE RZCHARDS, 508 5. SHADOWBEND, APPEARED BEFORE COUNCIL TO EXPRESS HIS
CONCERNS REGARDING PROBLEMS HE HAS HAD WITH DOGS AND ANZMAI. CONTROL.
MS. BEA MORRIS, 110 WESTFZELD, APPEARED BEFORE COUNCIL TO EXPRESS HER CONCERNS AND
PROBLEMS SHE HAS HAD WITH ANINlAL CONTROL, AND SUGGESTED THAT ANIMAL CONTROL BECOME
KNOWLEDGEABLE REGARDING THE CURRENT ANIMAI� CONTROL ORDINANCE AND THE POLICE
DEPARTMENT LOG ALI. CALLS AND NOT ALLOW CIVIL SERVANTS TO THREATEN CITIZENS.
MR. JOHN GRADY, 1209 PINEY WOODS DRIVE, APPEARED BEFORE COUNCIL TO EXPRESS HIS
CONCERNS AND PROBLEMS HE HAS HAD REGARDING ANIMAI. CONTROL, AND ASKED THAT AS A TAX
PAYER, WANTS THE ANIMAI, CONTROL ORDINANCE ENFORCED, AND IF THE ORDINANCE IS NOT
ENFORCED, THERE IS NO NEED TO SPEND TAX DOLI.ARS ON THE ANIMAI� CONTROL DEPARTMENT.
MR. ROB ROY APPEARED BEFORE COUNCIL TO EXPRESS HIS CONCERNS REGARDING ANIMAL
CONTROL AND PROBLEMS HE HAS WITH CATS AND DOGS, REPORTED HE CALLED ANIMAL CONTROL
REGARDING BARKING DOGS AND THERE WAS NO RESPONSE, STATED HE ASKED FOR A CAT TRAP
AND WAS TOLD THAT HE WOULD BE PUT ON A LIST FOR A TRAP AND WAITED OVER TWO MONTHS,
AND STATED HE FOUND OUT THROUGH AN OPEN RECORDS REQUEST THAT HIS NAME WAS NEVER ON
A LIST, STATED PROBLEMS WITH THE POLICE DEPARTMENT, STATED THAT ANIMAL CONTROL
ADVISED HIM TO NEVER SPEAK TO JEFF BF2ANSCOME, AND STATED HE IS STILL FILING CHARGES
HUT TO HIS KNOWLEDGE, NO ONE HAS EVER GONE OUT TO SEE ABOUT THE BARKING DOGS.
MR. JEFF BRANSCOME, 308 WOODSTREAM, FOUNDER OF "FRIENDSWOOD CITIZENS FOR PROPER
ANIMAL CONTROL", APPEARED BEFORE COUNCIL AND PRESENTED THAT IN HIS OPINION, THE
ANIMAL CONTROL DEPARTMENT IS TOTALLY INCOA�ETENT, PRESENTED AN UPDATE REGARDING DOG
BITES, AND STATED THAT ANTMAI� CONTROL NEEDS TO BE HELD ACCOUNTABLE.
MAYOR WHITAKER THANKED EVERYONE FOR EXPRESSING THEIR CONCERNS AND STATED THAT THE
CITY MANAGER IS LOOKING INTO THE MATTER AND WILL PROVIDE A REPORT WHEN COMPLETED.
CITY MANAGER COX REPORTED ON TIME WARNER COMMUNICATIONS AND THE NEW CUSTOMER
SERVICE OFFICE LOCATED AT 1020 NASA ROAD ONE, AND THE AMNESTY CAMPAIGNS TO
SUBSCRIBERS WHO ARE RECEIVING ALL OR PART OF THEIR SERVICE WITHOUT PAYING FOR IT
AND THAT TIME WARNER INTEND TO ENTER INTO AN ENFORCEMENT PROGRAM AFTER THE AMNESTY
PROGRAM ENDS NOVEMBER 14, 1999. MR. COX REPORTED ON THE EMERGENCY MANAGEMENT'S
WEATHER RADAR MONZTORING STATION AND THAT FRIENDSWOOD IS ONE OF THE CITIES
CONNECTED TO KHOU CHANNEL 11 WIDE AREA RADAR NETWORK (WARN) . CITY MANAGER COX
REPORTED ON THE SMART GROWTH CONFERENCE FOR HOUSTON/GULF COAST REGION, AND WATER
CONSERVATION. CITY MANAGER COX ALSO REPORTED THAT HE HAS REQUESTED AN INTERNAL
AUDIT AND RECEIVED WORKING PAPERS ON ANIMAL CONTROL.
