MINUTES OF A SPECIAL MEETING OF THE FRIENDSWOOD CITY COUNCIL THAT WAS
HELD ON SEPTEMBER 20, 1999, AT 5:30 P.M. , AT FRIENDSWOOD CITY HAI�L
COUNCIL CHAMBERS, 910 S. FRIENDSWOOD DRIVE, FRIENDSWOOD, TEXAS, THAT
WAS HELD WITH THE FOLLOWING PRESENT CONSTITUTING A QUORUM:

COUNCILMEMBER HAJECATE WAS ABSENT FROM THE METING.
MAYOR WHITAKER CALLED THE MEETING TO ORDER.
DISCUSSION WAS HELD WITH THE OPEN SPACE TASK FORCE MEMBERS REGARDING
THEIR FINAI, REPORT. HOARD MEMBERS PENNY BURKE, BILL FINGER, LAURA
EWING, JOHN HAMMOND, DAVID SMITH, AND STUART STEDMAN APPEARED BEFORE
COUNCIL AND DISCUSSED LAND USE, CLUSTER HOUSING, PARKING LOT
LANDSCAPING, RESIDENTZAL LANDSCAPING, EXZSTING TREE REPLACEMENT LINEAR
OPEN SPACE DEVELOPMENT, OPEN SPACE MASTER PLAN WITH DENSITY CREDITS,
PRIVATE OWNERSHIP AND DEDICATION OS OPEN SPACE. A SUBCOMMITTEE REPORT
FOR PUBLIC ACQUISITION OF OPEN SPACE WAS PRESENTED TO COUNCIL.
DISCUSSION WAS HELD REGARDING UNDEVELOPED LAND, APPROXIMATELY 5,2000
ACRES, APPROXIMATELY 4 SUBDIVISIONS DEVELOPED EACH YEAR, SWA LAND
GROUPS, A PROFESSIONAL OPEN LAND CONSULTANT, WORKING WZTH WEBSTER, FISD
& CCDD JOINT VENTURE, A SUPPORT COMMITTEE TO DEVELOP AN OPEN SPACE
PLAN, AND AN OUTSIDE COMMITTEE FOR ACQUISZTION.
DISCUSSION WAS HELD REGARDING CENTENNIAL PARK. DIRECTOR OF COMMUNITY
SERVICES JON BRANSON AND MEMBERS OF THE PARK BOARD APPEARED BEFORE
COUNCIL. DISCUSSION WAS HELD REGARDING TOTAL COMBINED FUNDS OF
$934,521, BASE BIDS, PROBABLE COST OF $880,000 AND REDUCING THE SCOPE
OF THE PROJECT. COUNCIL CONCLIRRED TO MOVE FORWARD WITH RE-BIDDING THE
REDUCED PROJECT AND RE-BID THE PROJECT.
DISCUSSION WAS HELD REGARDING THE PARKS DEDICATION ORDINANCE.
DEVELOPERS MIKE REBESHER, CHARLES ANDERS, DAN RUCKER, STUART STEDMAN
APPEARED BEFORE COUNCIL TO EXPRESS THEIR CONCERNS REGARDING THE
ORDINANCE. DISCUSSION WAS HELD REGARDING THE DISCOURAGING FACTOR TO
DEVELOPERS, PARK IMPACT FEE ON PERMITS, ECONOMIC DEVELOPMENT FACTORS,
TIME FRAME FOR PAYMENTS, LAKES, COSTS, F'EES, STREAIvII.INING THE PROCESS,
HOMEOWNERS ASSOCIATIONS, AND COMMUNITY PARKS, DIRECTOR OF COMMUNITY
SERVICES JON BRANSON APPEARED BEFORE COUNCIL P.ND DISCUSSED CREDITS FOR
NEIGHBORHOOD PARKS, CREDITS FOR COMMUNITY PARKS, TIMING OF DEDICATION
OR PAYMENT OF FEES IN LIEU OF LAND, ACCEPTANCE OF PRIVATE PARK LAND,
PRIVATE RECREATIONAL FACZLITIES FOR CREDITS AND PRESENTED WORKING
CHANGES TO THE PARKS DEDICATION ORDINANCE, DISCUSSED PARKS PLAN AND A
COMPREHENSIVE PLAN. COUNCIL DISCUSSED PROBLEMS WITH THE CHANGES,

COMMUNITY PARKS, BUILDING PERMIT FEE, CLARITY OF ORDINANCE, SPLITTING
THE ORDINANCE INTO TWO SECTIONS - NEIGHBORHOOD PARI{S AND COMMUNITY
PARKS, FEES PAID BY BUILDER, AND CREDITS. THE PARKS BOARD WILL REVIEW
CHANGES AND BRING BACK FOR REVIEW BY COUNCIL.
DISCUSSION REGARDING PROPOSED ORDINANCES ON TELECOMMUNICATIONS WAS
POSTPONED UNTIL SEPTEMBER 27, 1999 COUNCIL MEETING.
A MOTION WAS MADE AND APPROVED TO ADJOURN AT 9:10 PM.
