MINUTES OF A SPECIAL MEETING OF THE FRIENDSWOOD CITY COUNCIL THAT WAS HELD
ON SEPTEMBER 2, 1999, AT 5:30 P.M. , AT FRIENDSWOOD CITY HALL COUNCIL
CHAMBERS, 910 S. FRIENDSWOOD DRIVE, FRIENDSWOOD, TEXAS, THAT WAS HELD WITH
THE FOLLOWING PRESENT CONSTITUTING A QUORUM:

MAYOR WHITAKER CALLED THE MEETING TO ORDER.
MAYOR WfiITAKER CALLED A PUBLIC HEARING TO ORDER TO RECEIVE COMMENTS
REGARDING TEH FY 1999-2000 PROPOSED OPERATING BUDGET FOR THE CITY OF
FRIENDSWWOOD.
MR. ED STUART, 2001 PINE, APPEARED BEFORE COUNCIL AND EXPRESSED CONCERNS
REGARDING TFiE BUDGET AND TAX RATE, INCREASED PROPERTY VALUES, INCREASE OF
CITY PERSONNEL, BUILDING IN5PECTIONS, THE LADDER TRUCK FOR THE FIRE
DEPARTMENT, METfiR READERS, TFiE STREET PROGRAM, AND COMPLIMENTED DIRECTOR OF
PUBLIC WORKS MELVIN MEINECKE ON THE N. CLEAR CREEK PROJECT AND STATED THAT
THE JOB WAS DONE ACCORDING TO TIiE SPECIFICATIONS.
MR. MIKE REBESCHER, 2202 SAN JOAQUIN PARKWAY, APPEARED BEFORE COUNCIL IN
SUPPORT OF TIiE TAX INCREASB, �,ND STATED THAT IT IS A PLEASURE LIVING IN
FRIENDSWOOD AND THAT HE HAS FAITH AND CONk'IDENCfi IN COUNCIL.
MR. JEFF SMITH, FIRST ASSISTANT CHIEF OF THE FRIENDSWOOD VOLUNTEER FIRE
DEPARTMENT (FVFD) APPEARED BEFORE COUNCIL AND APOLOGIZED FOR TIiE
MISCOMMUNICATION REGARDING THE IMAGING CAMERA, AND STATED THAT HE
APPRECIATES TFIE SUPPORT OF COUNCIL FOR THE PURCHASE OF THE AERIAL FIRE
TRUCK, AND THAT THIS PURCHASE WILL LAST PAST TFIE YEAR 2020.
MR. DAVID ALLEN APPEARED BEFORE COUNCIL REGARDING THE BUDGET AND EXPRESSED
IiIS CONCERNS REGARDING THE INCREASED TAX RATE AND CONCERNS WITH TFiE PROPERTY
