FRIENDSWOOD DRIVE, FRIENDSWOOD, TEXAS, THAT WAS HELD WITH THE FOLLOWING PRESENT CONSTITUTING A QUORUM: MAYOR HAROLD L. MAYOR WfiITAKER CALLED A PUBLIC HEARING TO ORDER TO RECEIVE COMMENTS REGARDING TEH FY 1999-2000 PROPOSED OPERATING BUDGET FOR THE CITY OF FRIENDSWWOOD. MR. ED STUART, 2001 PINE, APPEARED BEFORE COUNCIL AND EXPRESSED CONCERNS REGARDING TFiE BUDGET AND TAX RATE, INCREASED PROPERTY VALUES, INCREASE OF CITY PERSONNEL, BUILDING IN5PECTIONS, THE LADDER TRUCK FOR THE FIRE DEPARTMENT, METfiR READERS, TFiE STREET PROGRAM, AND COMPLIMENTED DIRECTOR OF PUBLIC WORKS MELVIN MEINECKE ON THE N. CLEAR CREEK PROJECT AND STATED THAT THE JOB WAS DONE ACCORDING TO TIiE SPECIFICATIONS. MR. MIKE REBESCHER, 2202 SAN JOAQUIN PARKWAY, APPEARED BEFORE COUNCIL IN SUPPORT OF TIiE TAX INCREASB, �,ND STATED THAT IT IS A PLEASURE LIVING IN FRIENDSWOOD AND THAT HE HAS FAITH AND CONk'IDENCfi IN COUNCIL. MR. JEFF SMITH, FIRST ASSISTANT CHIEF OF THE FRIENDSWOOD VOLUNTEER FIRE DEPARTMENT (FVFD) APPEARED BEFORE COUNCIL AND APOLOGIZED FOR TIiE MISCOMMUNICATION REGARDING THE IMAGING CAMERA, AND STATED THAT HE APPRECIATES TFIE SUPPORT OF COUNCIL FOR THE PURCHASE OF THE AERIAL FIRE TRUCK, AND THAT THIS PURCHASE WILL LAST PAST TFIE YEAR 2020. MR. DAVID ALLEN APPEARED BEFORE COUNCIL REGARDING THE BUDGET AND EXPRESSED IiIS CONCERNS REGARDING THE INCREASED TAX RATE AND CONCERNS WITH TFiE PROPERTY VALUE INCREASE. MAYOR WHITAKER CALLED A PUBLIC HEARING TO ORDER TO I2ECEIVE COMMENTS REGARDING THE PROPOSED 1999 TAX RATE (PER $100) OF 0.6385 CENTS. MR. DAVID ALLEN AND MR. ED STUART APPEARED BEFORE COUNCIL AND EXPRESSED THEIR CONCERNS REGARDING RAISING TAXES, PROPERTY VALUES, AND COMMENTED ON THE SALES TAX ELECTION THAT WAS APPROVED TO REDUCE PROPERTY TAX. HEARING NO FURTHER COMMENTS, THE PUBLIC HEARING WAS CLOSED. A SHORT RECESS WAS TAKEN AT THIS TIME. MAYOR WHITAKER CALLED THE MEETING TO ORDER. BILL FINGER CALLED A JOINT DOCKETED PUBLIC HEARING TO ORDER TO RECEIVE COMMENTS, EITHER ORAL OR WRITTEN, REGARDING THE REQUEST FOR A ZONING CHANGE FOR PROPERTY LOCATED AT 214 EAST EDGEWDOOD (FM 2351) , 04.5454 ACRES OUT OF LOT 20, GALVESTON COUNTY, TEXAS, FROM COMMUNITY SHOPPING CENTER (CSC) TO OFFICE PARK (OP) .
