WHITAKER MAYOR PRO TEM MEL MEASELES COUNCILMEMBER KITTEN HAJECATE COUNCII,MEMBER JERRY ERICSSON COUNCII�MEMBER TOM MANISON COUNCII�MBER KIM BRIZENDINE COUNCILMEMBER LARRY TAYLOR CITY ATTORNEY KIM MICKELSON (ARR. 6:30 PM) CZTY MANAGER RON COX CITY SECRETARY DELORIS MCKENZIE MAYOR WHITAKER CALLED THE MEETING TO ORDER. DiSCUSSION WAS HELD REGARDING FY 1999-1000 PROPOSED OPERATING BUDGET FOR THE CITY OF FRIENDSWOOD. CITY MANAGER COX RE-CAPPED THE PROPOSED TAX RATE, REVIEWED GROWTH ISSUES, STAFFING, VEHICLES, PAY PI.AN AND HEALTH INSURANCE. DZSCUSSION CONTINUED REGARDING WATER METER READERS, CONTRACT OUT STAFFING, GRANT FUNDS� EMERGENCY MAAIAGEMENT GRANT FfJNDS� PERMITS AND INSPECTIONS, PARK LABOR, JOB DESCRIPTIONS, SALARY AND JOB DESCRIPTION FOR CITY PLANNER, HEALTH INSURANCE RATES, SALARIES, PAY PLAN, POLICE DEPARTMENT VEHICLES, OVERVIEW OF CAPITAL EQUIPMENT REPLACEMENT PLAN, FIRE DEPARTMENT VEHICLES, AND AN AERIAL PLATFORM LADDER TRUCK. A SHORT BREAK WAS TAKEN AT THIS TIME. COUNCIL RE-CONVENED AT 6:30 PM. DISCUSSION WAS HELD REGARDING PROPOSED P,MENDMENTS TO THE OIL AND GAS ORDINANCE. MR. BEN MALEK, MR. GARY HARRIS, AND MR. DAVID TOWNSEND, MEMBER OF THE PIPELINE COMMITTEE, APPEARED BEFORE COUNCIL AND PRESENTED A REPORT REGARDING THE PIPELINE ORDINANCE REVISIONS. DISCUSSION CONTZNUED REGARDING VARIANCES, SET-BACK PROVISIONS, A SEISMOGRAPH PROVISION, AND A REDUCTION OF COMMITTEE MEMBERS FROM 7 TO 5. DZSCUSSION WAS HELD REGARDING THE CONSTRUCTION OF EL DORADO BOULEVARD FROM I45 TO THE FRIENDSWOOD CITY LIMITS AT FRIENDSWOOD LINK. CITY MANAGER COX PRESENTED AN OVERVIEW OF THE PROJECT. DIRECTOR OF COMMUNITY DEVELOPMENT MIKE HODGE PRESENTED INFORMATION TO COUNCIL INCLUDING AERIAL PHOTOGRAPHS, REPORTED C.D.C. HAS PROPOSED A DIFFERENT ROUTE THROUGH THEIR SUBDIVISION WHICH WOULD BE CONSISTENT WITH THE CITY' S THOROUGHFARE PLAN, DISCUSSED THE PROPOSED ROUTE WITH HARRIS COUNTY COMMISSION REPRESENTATIVE CHUCK WILCOX, SUGGESTED THAT THE CITY SEND A RESOLUTION OF SUPPORT TO HAE2RIS COUNTY ON THIS PLAN, AND DISCUSSED TEXAS DEPARTMENT OF TRANSPORTATION (TXDOT) PI�ANS ON UPDATING IH45. ,�- 9� DISCUSSION WAS HELD REGARDING SELLING OR LEASING CAPACITY IN THE BLACKHAWK WASTEWATER TREATMENT PLANT. MAYOR WHITAKER PRESENTED HISTORICAL BACKGROUND STATING THAT CURRENTLY THE PLANT HAS A CAPACITY OF 9.25 MGD. THE PLANT NOW OPERATES AT ABOUT 4.5 MGD AVERAGE, OR ABOUT 49 PERCENT CAPACITY. THE CO- PARTICIPANTS AND THEIR RESPECTIVE SHARE OF CAPACITY ARE AS FOLLOWS: CITY OF FRIENDSWOOD - 52.70$; HARRIS COUNTY MUD 55 - 20.27�; CITY OF HOUSTON - 15. 95�; AND BAYBROOK MUD 1 - 11.08�. ANY OF THE PARTICIPANTS CAN SELL OR LEASE THEIR INDIVIDUAL CAPACITY. WITH 52 PERCENT OF THE OWNERSHIP IN THE CAPACITY OF THE PLANT, FRIENDSWOOD HAS CONTROLLING INTEREST. DISCUSSION CONTINUED REGARDING LEASING CAPACITY TO LEAGUE CITY, COST OF EXPANSION OF THE PLANT, AND VOTING INTEREST. A MOTION WAS MADE AND APPROVED TO ADJOURN AT B:00 PM. MAYOR HAROLD L.
