COiJNCIL CONTINCTED THE PREVIOUSLY IiELD ORIENTATION SESSION WITH CITY MANAGER COX
GIVING A PRESENTATION REGARDING RESPONSIBILITIES OF THE CITY MANAGER AND CITY
STAFF AND PRESENTED THE CITY OF F12IENDSWOOD'S ORGANIZATIONAL CHART.
CIiIEF OF POLICE JARED STOUT GAVE A PRESENTATION INCLUDING A REVIEW OF THE CITY
VISION, MISSION, PHILOSOPHY, GUIDING PRINCIPALS AND POLICY STATEMENTS.
CITY SECRETARY MCICENZIE AND CITY MANAGER COX GAVE A REVIEW OF THE MAJOR CITY
PROCESSES AND THE ROLE OF BOARDS AND COMMITTEES. CITY SECRETARY MCKENZIE
PRESENTED INFORMATION REGARDING LEGISLATION, ADOPTED PLANS AND AGENCIES THAT
AFFECT THE OPERATION OF THE CITY.
COUNCIL AND STAFF VIEWED A VIDEO FROM THE TEXAS MiTNICIPAL LEAGUE REGARDING OPEN
NSEETINGS AND OPEN RECORDS.
AISCUSSION WAS HELD REGARDING RECOMMENDATIONS FROM THE PLANNING AND ZONING
COMMISSION. MR. BILL FINGER, CHAIR OF THE PLANNING AND ZONING COMMISSION, MS.
ZEKIE MCVEIGH, MEMBER OF THE COMMISSION, ANA MS. SIISAN HOOD, MEMBER OF THE
COMMUNITY APPEARANCE BOARD, PRESENTED INFORMATION REGARDING THE PROPOSED NEW
DOWNTOWN OVERLAY DISTRICT AND DISCIISSED PROPERTY OWNER NOTIFICATION, EXTENDING
THE ENTRYWAY OVERLAY DISTRICT FROM F.M. 528 NORTH TO WHISPERING PINES.
DISCIISSION CONTINUED REGARDING RE-DEVELOPMENT, BOUNDARIES, A NEW ORDINANCE FOR
DOWNTOWN OVERLAY DISTR2CT RULES AND REGULATIONS.
AISCIISSION WITH PLANNING AND ZONING COMMISSION CHAIR MR. BILL FINGER AND COUNCIL
WAS HELD REGARDING BUILDING HEIGHTS AND COUNCIL CONCURRED TO PROCEED WITH
AMENDING THE HEIGHT ORDINANCE TO ALLOW FOR MULTI STORY BiJILDINGS.
DISCIISSION WAS HELD REGARDING THE EMERGENCY MANAGEMENT PLAN WITH FIRE MARSHAL
TERRY BYRD REVIEWING THE PLAN. COUNCIL DI5CUSSED THE ISSIIES REGARDING THE
RESPONSIBILITIES ArID DUTIES OF TIiE MAYOR, COUNCIL, AND STAFF, AND NURSING HOMES
EVACUATION, THE CITY'S RESP�NSIBILITY AND LIABILITY, THE CITY'S AUTHORITY IN
REVIEWING THE PLAN AND THE LEVEL OF RESPONSIBILITY WZTFi PRIVATE BUSINESS,

EVACUATION, AND THE CITY'S LEVEL OF AUTHORITY. COUNCIL REVIEWED THE PLAN WHICH
INCLUDED THE FOLLOWING TOPICS: EMERGENCY, DISASTER, EMERGENCY MANAGEMENT, PHASES
OF EMERGENCY MANAGEMENT, MITIGATION ACTIVITIES, PREPAREDNESS ACTIVITIES, RESPONSE
ACTIVTTIES, RECOVERY ACTIVITIES, AND A SIIhlMARY. COUNCIL REQUESTED FIRE MARSIiAL
BYRD CHECK INTO STATE REQUIREMENTS FOR NURSING HOME EMERGENCY EVACUATION PLANS.
DISCUSSION WAS HELD REGARDING THE DROUGHT CONTINGENCY PLAN. COUNCIL REVIEWED A
CONDENSED DRAFT PLAN PREPARED BY DIRECTOR OF PUBLIC WORKS MELVIN MEINECKE AND HIS
STAFF. THE PLAN INCLUDED VARIOUS STAGES OF WATER CONSERVATION. AN ORDINANCE IS
SCHEDULES FOR FIRST READING ON JUNE 21, 1999.
A MOTION WAS MADE AND APPROVED TO RDJOURN AT 9:00 PM.
